Texas Legislature convened for its third Special Session in a row, yet the state\u2019s electricity market still sits at a crossroads.\u00a0 The Public Utility Commission of Texas (PUC), Texas\u2019 governing body for electricity, has been at a stalemate since Commissioner Rolando Pablos <a href=\"http:\/\/www.reuters.com\/article\/2013\/02\/14\/utilities-texas-pablos-idUSL1N0BE7A520130214\" target=\"_blank\">stepped down<\/a> in February.\u00a0 The two remaining commissioners, Chairman Donna Nelson and Ken Anderson, seem to be waiting on a third deciding member to step up and address the looming <a href=\"http:\/\/www.edf.org\/energy\/texas-energy-crunch\">Texas Energy Crunch<\/a>.\u00a0 With the PUC divided and the legislature nearly adjourned, the state looks to Governor Perry to appoint a third commissioner to the PUC\u2014breaking the longstanding stalemate on Texas\u2019 power supply.<\/p>\n<p>When appointed, the new commissioner will be in unique position to champion innovative, common-sense solutions to solve the Texas Energy Crunch. \u00a0One of the most expedient and cost-effective ways to bolster the state\u2019s electricity supply is to reduce the amount of energy needed to fuel our commercial buildings and homes through energy efficiency upgrades. \u00a0In an upcoming post, I\u2019ll discuss innovative ways to weigh the benefits of energy efficiency upgrades versus new fossil-fueled power plants. \u00a0For now, though, let\u2019s review where energy efficiency stands in Texas today.<\/p>\n<p><!--more--><\/p>\n<p>Texas prides itself on establishing the <a href=\"http:\/\/www.statutes.legis.state.tx.us\/Docs\/UT\/htm\/UT.39.htm#39.905\">nation\u2019s first energy efficiency resource standard<\/a>\u00a0 in 1999. \u00a0The standard applies to transmission and distribution utilities, so-called \u201cwires\u201d companies, which are still regulated by the state. \u00a0The standard is meant to reduce energy use to offset costly power line upgrades required to send electricity to Texas\u2019 rapidly growing population. \u00a0Unfortunately, since 1999, Texas has fallen behind on energy efficiency. \u00a0Other states now have more aggressive energy-reduction targets that make ours look mediocre. \u00a0At the same time, Texas imposes energy efficiency program cost caps that make it difficult for utilities to meet even our modest energy efficiency goals. \u00a0Texas now <a href=\"http:\/\/aceee.org\/sector\/state-policy\/texas\">ranks a sad 33<sup>rd<\/sup><\/a> on the American Council for an Energy Efficiency Economy\u2019s (ACEEE\u2019s) state rankings.<\/p>\n<figure id=\"attachment_4700\" aria-describedby=\"caption-attachment-4700\" style=\"width: 302px\" class=\"wp-caption alignright\"><a href=\"http:\/\/commons.wikimedia.org\/wiki\/File:TexasStateCapitol-2010-01.JPG\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-4700 \" src=\"https:\/\/blogs.edf.org\/energyexchange\/wp-content\/blogs.dir\/38\/files\/2013\/08\/TexasStateCapitol-2010-01-1024x682.jpg\" alt=\"\" width=\"302\" height=\"201\" srcset=\"https:\/\/blogs.edf.org\/energyexchange\/wp-content\/blogs.dir\/38\/files\/2013\/08\/TexasStateCapitol-2010-01-1024x682.jpg 1024w, https:\/\/blogs.edf.org\/energyexchange\/wp-content\/blogs.dir\/38\/files\/2013\/08\/TexasStateCapitol-2010-01-300x200.jpg 300w\" sizes=\"auto, (max-width: 302px) 100vw, 302px\" \/><\/a><figcaption id=\"caption-attachment-4700\" class=\"wp-caption-text\">Source: LoneStarMike<\/figcaption><\/figure>\n<p>Texas has the potential to do better. \u00a0We should look to the states leading the charge for greater energy efficiency (and beating out Texas in the rankings). \u00a0Michigan, for example, set <a href=\"http:\/\/www.legislature.mi.gov\/(S(siku2fnrvdltfz2cqmswiqn5))\/mileg.aspx?page=getObject&amp;objectName=mcl-460-1077\">vigorous energy efficiency goals<\/a> in 2008. \u00a0Since then, the state\u2019s largest utility has seen some impressive results. \u00a0Customers participating in the utility\u2019s efficiency program have \u00a0<a href=\"http:\/\/online.wsj.com\/article\/PR-CO-20130708-902369.html?mod=googlenews_wsj\">saved enough electricity<\/a> to power 142,000 homes for a year\u2014not to mention $365 million in electricity bills. \u00a0The driving force behind Michigan\u2019s energy savings is the state\u2019s ambitious energy efficiency goals and streamlined policies. \u00a0Weighing in at less than half as ambitious, Texas\u2019 energy savings goals pale in comparison to a state like Michigan. \u00a0On top of that, Michigan integrates energy efficiency into their electricity resource planning and provides utilities an option to decouple profits from sales, so they aren\u2019t penalized for the energy they don\u2019t sell.<\/p>\n<p>My message to the new Texas commissioner, as well as all current commissioners and legislators, is this: Creating a market for energy efficiency is cost-effective and prudent. \u00a0The cheapest, cleanest, most reliable electricity is the electricity we don\u2019t use. \u00a0Energy efficiency creates jobs and saves water\u2014which is more important than ever in this era of <a href=\"http:\/\/stateimpact.npr.org\/texas\/2013\/07\/19\/texas-drought-forecast-to-continue-perhaps-for-years\/\" target=\"_blank\">prolonged drought<\/a>. \u00a0Simple, cost-effective energy efficiency upgrades can reduce the amount of energy we use (and pay for) every day without affecting our comfort. \u00a0Investing in efficiency means taking advantage of innovative technologies in our homes and businesses that make our electricity more reliable, affordable and efficient.<\/p>\n<p>We need, and expect, bold leadership from Texas\u2019 new PUC commissioner.\u00a0 Leadership that will help unleash the full potential of energy efficiency (a solution that Texas has championed in the past) as a low-cost common sense solution to our state\u2019s Energy
