O\u2019Malley\u2019s plan raises the targets for renewable energy, energy efficiency and peak energy demand reduction, while re-affirming Maryland\u2019s membership in the Northeast <a href=\"http:\/\/www.rggi.org\/\">Regional Greenhouse Gas Initiative<\/a> (RGGI).\u00a0 The plan adds new climate programs relating to transportation and forestry, and a new aspirational goal to make Maryland a zero-waste state.<\/p>\n<p>Maryland is particularly vulnerable to climate change with 3,000 miles of shoreline along scenic Chesapeake Bay.\u00a0 The state ranks 42<sup>nd<\/sup> in total area, but 10<sup>th<\/sup> in coastline area.\u00a0 Gov. O\u2019Malley has addressed climate change since his early days in office. \u00a0In 2007, he established the <a href=\"http:\/\/www.umces.edu\/sites\/default\/files\/pdfs\/db_usm_mccc_overview.pdf\">Maryland Climate Change Commission<\/a> to address the causes and effects of climate change in Maryland and develop an action plan.\u00a0 The <a href=\"http:\/\/msa.maryland.gov\/megafile\/msa\/speccol\/sc5300\/sc5339\/000113\/010000\/010896\/unrestricted\/20080365e-001.pdf\">Maryland Climate Action Plan<\/a> (Plan) was issued in August 2008, and Gov. O\u2019Malley has labored diligently to implement the plan since that time.<\/p>\n<p>The new Plan\u00a0 calls for increasing the renewable energy portfolio standard from 20% to 25% by 2022, as well as the energy efficiency and peak demand reduction targets (with the new, higher targets to be announced at a later date).\u00a0 Like a true leader, Gov. O\u2019Malley aims high and is unafraid to be different.\u00a0 His call to raise these clean energy standards comes at a time when some states have been <a href=\"https:\/\/blogs.edf.org\/energyexchange\/2013\/07\/18\/states-stand-up-to-alecs-assault-on-renewable-energy-clean-energy-26-alec-o\/#more-4559\">unsuccessfully pressured by the fossil-fuel industry<\/a> to consider lowering their clean energy standards.<\/p>\n<p><!--more--><\/p>\n<p>In addition to the 2008 Climate Action Plan and the new GGRA Plan, Gov. O\u2019Malley\u2019s key accomplishments include:<\/p>\n<ul>\n<li>(2008) Amendment to the\u00a0<a href=\"https:\/\/data.maryland.gov\/goals\/renewable-energy\">Maryland Renewable Energy Portfolio Standard<\/a>\u00a0doubled the existing standard to require that 20% of Maryland&#8217;s energy be created by renewable resources by 2022, including 2% from solar energy;<\/li>\n<\/ul>\n<ul>\n<li>(2008)\u00a0<a href=\"http:\/\/energy.maryland.gov\/facts\/empower.html\">EmPOWER Maryland Act<\/a>\u00a0set an energy efficiency target and peak demand reduction target of 15% by 2015;<\/li>\n<\/ul>\n<figure id=\"attachment_4643\" aria-describedby=\"caption-attachment-4643\" style=\"width: 300px\" class=\"wp-caption alignright\"><a href=\"https:\/\/blogs.edf.org\/energyexchange\/wp-content\/blogs.dir\/38\/files\/2013\/07\/Maryland-Energy-Policy.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-4643 \" src=\"https:\/\/blogs.edf.org\/energyexchange\/wp-content\/blogs.dir\/38\/files\/2013\/07\/Maryland-Energy-Policy.jpg\" alt=\"\" width=\"300\" height=\"169\" \/><\/a><figcaption id=\"caption-attachment-4643\" class=\"wp-caption-text\">Source: CBS Baltimore<\/figcaption><\/figure>\n<div>\n<ul>\n<li>(2008)\u00a0<a href=\"http:\/\/energy.maryland.gov\/documents\/MEA_FY10.pdf\">Maryland Strategic Energy Investment Program<\/a>\u00a0was created using revenues from the Northeast RGGI to offset ratepayers\u2019 electricity bills and invest in energy efficiency programs;<\/li>\n<\/ul>\n<\/div>\n<ul>\n<li>(2009) <a href=\"http:\/\/www.mde.state.md.us\/programs\/Air\/ClimateChange\/Documents\/www.mde.state.md.us\/assets\/document\/Air\/ClimateChange\/GGRA_factsheet.pdf\">Maryland Greenhouse Gas Emissions Reduction Act<\/a> requires Maryland to cut greenhouse gas emissions 25% below 2006 levels by 2020; and<\/li>\n<\/ul>\n<ul>\n<li>(2013) <a href=\"http:\/\/www.governor.maryland.gov\/wind.asp\">Maryland Offshore Wind Energy Act of 2013<\/a> created a fund to build 200 megawatts of wind energy, which Gov. O\u2019Malley intends to use to construct one of the nation\u2019s first offshore wind energy farms off the coast of Ocean City.<\/li>\n<\/ul>\n<p>EDF applauds Gov. O\u2019Malley for his leadership on progressive and effective climate and clean energy policy.\u00a0 Maryland is showing how states can take meaningful steps to reduce greenhouse gas emissions despite the lack of a comprehensive federal climate and clean energy strategy.\u00a0 Gov. O\u2019Malley is balancing environmental protection with economic growth \u2013 Maryland\u2019s unemployment rate is below the national average and the U.S. Chamber of Commerce has named Maryland the <a href=\"http:\/\/www.uschamber.com\/sites\/default\/files\/reports\/Enterprising-States-2012-web.pdf\" target=\"_blank\">number one state in the country<\/a> for innovation and entrepreneurship the past two years.\u00a0 Gov.
