That because conventional power plants <a href=\"https:\/\/blogs.edf.org\/energyexchange\/2013\/07\/11\/its-time-our-policies-reflect-the-fact-that-energy-and-water-are-fundamentally-intertwined\/\">require<\/a> huge volumes of water to operate, lower water availability will mean less reliable power. \u00a0And that the changing climate will <a href=\"http:\/\/www.theatlantic.com\/technology\/archive\/2012\/11\/in-all-probability-climate-change-and-the-risk-of-more-storms-like-sandy\/265402\/\">prompt<\/a> more extreme and frequent storms, increasing energy demand due to extreme temperature changes and threatening our aging and already stressed electric grid with potential blackouts.<\/p>\n<p>In essence, the affirms the many the calls-to-action that EDF and many other groups have been leading for years and the lessons we <a href=\"https:\/\/blogs.edf.org\/energyexchange\/2013\/01\/10\/weathering-the-storm-next-time-gov-cuomos-nys-2100-panel-offers-smart-plan-to-keep-the-lights-on-emissions-down\/\">learned<\/a> from Superstorm Sandy made painfully real and salient: \u00a0Our existing energy technologies and policies were designed for a 20<sup>th<\/sup> century climate. \u00a0To weather the extremes of a 21<sup>st<\/sup> century climate, we need to a <a href=\"http:\/\/www.edf.org\/climate\/smart-grid-overview\">21<sup>st<\/sup> century energy system<\/a> \u2013 one\u00a0 that promotes energy efficiency, enables widespread adoption of homegrown, renewable sources of power and allows people to control their own energy use and reduce their electricity costs.<\/p>\n<p>I have been very encouraged by President Obama\u2019s recent movement on climate change, and the DOE report provides research backing the urgency of his <a href=\"http:\/\/www.whitehouse.gov\/share\/climate-action-plan\">Climate Action Plan<\/a>.\u00a0 Hopefully, this recent movement will translate into real national momentum, as our national approach to energy truly needs an overhaul.<!--more--><\/p>\n<p>Consider this outdated thinking:<\/p>\n<ul>\n<li><strong><span style=\"text-decoration: underline\">Utility Business Models<\/span><\/strong><\/li>\n<\/ul>\n<p style=\"padding-left: 30px\">If utilities are paid <em>more<\/em> when customers use <em>more<\/em> energy, what incentive do they have to invest in energy efficiency programs that urge customers to use <em>less<\/em>?\u00a0 Utilities that control generation (and profit from energy demand no matter how high it goes) have zero incentive to burn less fossil fuels and encourage renewables. We need to create new business models that reward utilities for providing a platform for clean energy, allowing them to earn at least as much from investing in clean energy as they do from investing in fossil fuels.<\/p>\n<ul>\n<li><strong><span style=\"text-decoration: underline\">Smart Grid<\/span><\/strong><\/li>\n<\/ul>\n<figure id=\"attachment_4578\" aria-describedby=\"caption-attachment-4578\" style=\"width: 300px\" class=\"wp-caption alignright\"><a href=\"https:\/\/blogs.edf.org\/energyexchange\/wp-content\/blogs.dir\/38\/files\/2013\/07\/NYC.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-4578\" src=\"https:\/\/blogs.edf.org\/energyexchange\/wp-content\/blogs.dir\/38\/files\/2013\/07\/NYC-300x227.jpg\" alt=\"\" width=\"300\" height=\"227\" srcset=\"https:\/\/blogs.edf.org\/energyexchange\/wp-content\/blogs.dir\/38\/files\/2013\/07\/NYC-300x227.jpg 300w, https:\/\/blogs.edf.org\/energyexchange\/wp-content\/blogs.dir\/38\/files\/2013\/07\/NYC.jpg 660w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><\/a><figcaption id=\"caption-attachment-4578\" class=\"wp-caption-text\">(Source: Iwan Baan\/Getty Images)<\/figcaption><\/figure>\n<p style=\"padding-left: 30px\">The fundamental design of our grid is the same as when Thomas Edison invented it over 100 years ago.\u00a0 For all the talk about the power of America\u2019s tech-economy, our energy system is remarkably low-tech.\u00a0 The DOE report warns that climate change could outpace our best adaptation efforts if we don\u2019t adopt a comprehensive and accelerated <a href=\"https:\/\/blogs.edf.org\/energyexchange\/2013\/01\/10\/weathering-the-storm-next-time-gov-cuomos-nys-2100-panel-offers-smart-plan-to-keep-the-lights-on-emissions-down\/\">approach to grid resiliency<\/a>.\u00a0 And new, proven technology can help us do just that. \u00a0Conventional utility business models were built around large-scale, centralized fossil-fuel power plants located far away from electricity customers.\u00a0 Today, a whole suite of new clean energy technologies is enabling more on-site power generation and customer-side participation.<\/p>\n<p style=\"padding-left: 30px\">Increasing the amount of electricity sourced locally makes the grid fundamentally more resistant to damage caused by extreme weather events.\u00a0\u00a0 And unlike conventional fossil fuel-based power generation, clean energy sources don\u2019t contribute to a worsening climate. \u00a0Utilities can empower their customers to become energy \u201cprosumers\u201d (rather than energy consumers) by incentivizing renewable energy, energy efficiency and demand response, which rewards those who reduce electricity during peak times.<\/p>\n<ul>\n<li><strong><span style=\"text-decoration: underline\">Energy-Water Nexus<\/span><\/strong><\/li>\n<\/ul>\n<p style=\"padding-left: 30px\">Finally, the national energy discussion woefully ignores the <a href=\"https:\/\/blogs.edf.org\/energyexchange\/2013\/07\/11\/its-time-our-policies-reflect-the-fact-that-energy-and-water-are-fundamentally-intertwined\/\">fundamental connection<\/a> between energy and water. \u00a0But in this era of a changing climate, policymakers must also take a comprehensive approach to energy and water management.\u00a0 The energy-water nexus, as policy wonks call it, is a classic example of a vicious cycle. \u00a0As the climate changes, air and water temperatures will increase, resulting in higher energy demand (due to ramped up use of air conditioners and heaters, among others).\u00a0 But higher temperatures reduce power plant efficiency, which \u2013 in addition to the higher electricity demand \u2013 will increase power plants\u2019 water demand.\u00a0 With large parts of the country in the midst of historic droughts like <a href=\"http:\/\/usnews.nbcnews.com\/_news\/2012\/07\/10\/12665235-2011-texas-drought-was-20-times-more-likely-due-to-warming-study-says?lite\">the one gripping Texas<\/a>, now is FINALLY the time to recognize this important relationship and inject it into our energy policy.<\/p>\n<p>It would be wise to take the DOE\u2019s warnings and recommendations to heart before the next major storm, flood or prolonged drought. \u00a0Investing in innovative clean energy technologies provides a two-fold benefit for our energy system, making it more resilient to climate change and reducing harmful carbon emissions.<\/p>\n<p>Without the right incentives in place to encourage adoption of climate-resilient energy technologies, we could wind up spending trillions to band-aid a broken energy system.\u00a0 Instead we need to build a resilient and reliable electric grid that is fit to withstand more extreme weather events in the future.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>No one likes being told \u201cI told you so.\u201d\u00a0 But since DOE released its report last week, I\u2019ve been tempted.
