{"id":3806,"date":"2013-03-22T20:19:55","date_gmt":"2013-03-22T20:19:55","guid":{"rendered":"http:\/\/blogs.edf.org\/energyexchange\/?p=3806"},"modified":"2013-03-22T21:30:06","modified_gmt":"2013-03-22T21:30:06","slug":"should-america-get-behind-the-fuels-of-the-future-or-the-past","status":"publish","type":"post","link":"https:\/\/blogs.edf.org\/energyexchange\/2013\/03\/22\/should-america-get-behind-the-fuels-of-the-future-or-the-past\/","title":{"rendered":"Should America Get Behind The Fuels Of The Future Or The Past?"},"content":{"rendered":"<p><a href=\"https:\/\/blogs.edf.org\/energyexchange\/wp-content\/blogs.dir\/38\/files\/2013\/03\/Jim_Marston1.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignright  wp-image-3807\" src=\"https:\/\/blogs.edf.org\/energyexchange\/wp-content\/blogs.dir\/38\/files\/2013\/03\/Jim_Marston1-199x300.jpg\" alt=\"\" width=\"139\" height=\"210\" srcset=\"https:\/\/blogs.edf.org\/energyexchange\/wp-content\/blogs.dir\/38\/files\/2013\/03\/Jim_Marston1-199x300.jpg 199w, https:\/\/blogs.edf.org\/energyexchange\/wp-content\/blogs.dir\/38\/files\/2013\/03\/Jim_Marston1.jpg 426w\" sizes=\"auto, (max-width: 139px) 100vw, 139px\" \/><\/a>One of Yogi Berra\u2019s famed quotes is about to apply to America\u2019s energy policy:\u00a0 \u201cWhen you come to a fork in the road, take it.\u201d<\/p>\n<p>The truth is, America\u2019s been staring at a fork in the road for a few decades.\u00a0 Every president since Nixon has talked about freeing the country from its dependence on foreign oil.\u00a0 And each recent administration has understood that our energy policy affects more than the price of a gallon of gas or a kilowatt of electricity.\u00a0 It affects job growth, technological innovation and environmental progress (or decline).<\/p>\n<p>The last few months of the budget and debt debate gives us a good picture of the paths America could take.<\/p>\n<p>One path, embraced for years by both parties, <a href=\"http:\/\/change.gov\/agenda\/energy_and_environment_agenda\/\">entails government investments in new, clean, efficient and affordable energy<\/a>.\u00a0 It harnesses the creative talents of our top scientists, engineers, businesspeople and research centers.<\/p>\n<p>The other, most recently articulated in Representative <a href=\"http:\/\/budget.house.gov\/fy2013prosperity\/\">Paul Ryan\u2019s budget<\/a>, is driven only by a doctrinaire obsession with cutting government \u2013 no matter what we sacrifice in doing so.\u00a0 According to that view, \u00a0the government need not invest, because the private sector has it all figured out.\u00a0 That\u2019s a stunning philosophy given that some of the most important breakthroughs \u2013 the Internet, our space program, wind and solar energy development \u2013 have happened because government and industry worked hand-in-hand.<\/p>\n<p>The President recently called for a <a href=\"http:\/\/articles.washingtonpost.com\/2013-03-15\/politics\/37738445_1_clean-energy-president-obama-obama-first\">$2 billion Clean Energy Trust<\/a> that would fund energy research and development.\u00a0 That\u2019s exactly the kind of thing we need in order to continue the clean energy technology revolution that will make it possible to reduce imports of foreign oil and weaken the threat of rising greenhouse gas emissions. The budget is tight, so how do we find the money for it?\u00a0 By using money collected from oil companies when they drill for oil and gas on federal lands. \u00a0Put another way, we can use some of the proceeds from the fossil fuel industry to help accelerate the transition to a clean, low-carbon energy economy.\u00a0<!--more--><\/p>\n<p>While technology entrepreneurs, university presidents and economic development experts are calling for energy policies that would invest in our economic future, Rep. Ryan\u2019s budget is <a href=\"http:\/\/thinkprogress.org\/climate\/2013\/03\/13\/1713251\/eight-things-paul-ryan-wishes-you-didnt-know-about-his-energy-budget\/\">a disappointing blast from the past<\/a>:\u00a0 Give the oil companies their subsidies and trash new ideas and solutions that will be the foundation of global job growth for the next 50 years.<\/p>\n<p>For example, with Rep. Ryan\u2019s plan, government investment in wind power technology that has helped companies <a href=\"http:\/\/www.nrel.gov\/docs\/fy12osti\/54526.pdf\">reduce the cost of wind power 65% between 2001 and 2004<\/a> and establish the US as one of the world\u2019s leaders in wind power would not be reduced.\u00a0 It would be <em>eliminated<\/em>. \u00a0Same for spending on solar energy research. \u00a0Never mind that experts predict wind, solar and other \u201cnew\u201d energy sectors will see much faster growth in coming decades than the fossil fuel industries.<\/p>\n<p>How about investing in oil?\u00a0 Rep. Ryan says \u201cyou bet.\u201d\u00a0 The $40 billion in subsidies and tax breaks for companies that he calls \u201ccompetitive\u201d would stand. (He has not explained why companies that are so \u201ccompetitive\u201d <em>need<\/em> these subsidies, but that\u2019s a different story.) On top of that, Rep. Ryan\u2019s plan gives the five largest oil companies an additional tax cut courtesy of the lower corporate income tax rate \u2013 presumably to make them even more competitive. \u00a0When the largest oil companies made\u00a0<a href=\"http:\/\/thinkprogress.org\/climate\/2012\/07\/31\/615661\/big-5-oil-companies-going-for-the-gold\/\">approximately $341 million per day<\/a>\u00a0in the first six months of 2012, there is no sound reason for Rep. Ryan to bestow them with more tax breaks.<\/p>\n<p>But aside from the usual argument about whether America should get behind the fuels of the future or the past, what\u2019s most troubling about the recent debate is <a href=\"http:\/\/www.thefiscaltimes.com\/Articles\/2013\/03\/07\/How-Sequester-Cuts-to-Science-Could-Hurt-Innovation.aspx#page1\">the effort to cut government funding of energy innovation<\/a>.<\/p>\n<p>Our government has invested billions upon billions over the last century in technology innovation, from the pharmaceutical and aviation industries to semiconductors and the GPS network.\u00a0 Each of these investments was based on the idea that the nation has a vested interest in technological progress and that the government has a role to play in helping it happen.\u00a0 Most of these investments have spurred economic growth and strengthened America\u2019s global standing.\u00a0 Imagine if the US government spent nothing on health or drug research.\u00a0 Imagine if the Department of Defense never launched the GPS network, or charged every app developer or smart phone user a fee to recoup the $1 billion it takes to run the system per year.<\/p>\n<p>The idea that government <a href=\"http:\/\/www.theledger.com\/article\/20130322\/EDIT02\/130329816\/1001\/BUSINESS?Title=History-Provides-Lessons-Regarding-Spending-and-Budget\">should invest in and spur innovation<\/a> is not a liberal idea, nor is it an environmental one.\u00a0 It\u2019s one that has been shared by most presidents and their Congressional colleagues since the industrial revolution.<\/p>\n<p>That is the real fork in the road America faces:\u00a0 Should the United States, the wealthiest and most powerful nation in the world, abandon its role in shaping an economic future that helps American companies and workers compete in the global marketplace, OR should we use our economic and political might to push the future forward and reap the economic and environmental benefits of a modern energy policy?\u00a0 Do we want progress and jobs, OR do we want to be stuck with dirty energy and a lackluster economy for years to come?<\/p>\n<p>EDF is pleased to see that the U.S. Senate made the right choice yesterday by rejecting Rep.
