This workshop is timely, since the <a href=\"https:\/\/www.edf.org\/sites\/default\/files\/the_state_of_the_energy_crunch_in_texas.pdf\">Texas energy crunch<\/a> continues to be <a href=\"http:\/\/stateimpact.npr.org\/texas\/2012\/06\/27\/rolling-blackouts-a-black-eye-for-texas\/\">in<\/a> <a href=\"http:\/\/www.star-telegram.com\/2012\/06\/01\/4002477\/texas-needs-aggressive-measures.html\">the<\/a> <a href=\"http:\/\/www.chron.com\/default\/article\/To-solve-energy-crunch-focus-on-real-solutions-3600360.php\">spotlight<\/a>. Just last week, the <a href=\"http:\/\/www.nytimes.com\/2012\/07\/20\/us\/texas-ranks-last-in-electrical-power-reliability.html?_r=1\">New York Times<\/a> reported that Texas ranks last in electrical reliability among all states in the U.S. Texas won\u2019t stay <a href=\"http:\/\/s3.amazonaws.com\/static.texastribune.org\/media\/images\/perry-openforbusiness_png_800x1000_q100.png\">open for business<\/a> if that remains the case and year after year it seems our state energy policy is based on a hope and a <a href=\"http:\/\/i.qkme.me\/6e3t.jpg\">prayer<\/a>.<\/p>\n<p>Table 1 of the Brattle report outlines the five policy options to solve the long-term problems.<\/p>\n<p>The report specifically states that &#8220;reliance on scarcity prices is unlikely to achieve current reliability objectives.\u201d Therefore raising the price cap is, alone, not going to solve the problem. As mentioned at the <a href=\"https:\/\/blogs.edf.org\/energyexchange\/2012\/07\/13\/ercot-protocols-debated-in-business-commerce-committee-hearing\/\">Senate Business &amp; Commerce committee<\/a> earlier this month, this issue was plagued by <a href=\"http:\/\/www.texaselectricityratings.com\/blog\/2012\/06\/29\/ercot-market-manipulated\/\">accusations<\/a> that the market was being manipulated because of violent price fluctuations on June 25 and 26. It turns out the market is not being manipulated, which is good, but that it is really just dysfunctional in design, which is not so good. <a href=\"https:\/\/blogs.edf.org\/energyexchange\/2012\/07\/19\/the-texas-electric-market-isnt-being-manipulated-its-just-built-that-way-and-thats-not-a-good-thing\/\">Colin Meehan\u2019s blog<\/a> last week highlights this issue and makes the point that while the PUC is willing to potentially pass the costs of a price cap increase onto ratepayers, it should also consider demand-side resources suggested by Brattle which could positively affect ratepayers. For example, in the PJM market demand-side resources are allowed to participate in energy and capacity markets and over <a href=\"http:\/\/pjm.com\/~\/media\/markets-ops\/dsr\/2012-dsr-activity-report-20120612.ashx\">$20 million<\/a> of the payments went to residential customers.<\/p>\n<p>EDF <a href=\"http:\/\/interchange.puc.state.tx.us\/WebApp\/Interchange\/Documents\/40480_22_730853.PDF\">submitted comments<\/a> for this workshop and will be in attendance. <a href=\"http:\/\/interchange.puc.state.tx.us\/WebApp\/Interchange\/application\/dbapps\/filings\/pgControl.asp?TXT_UTILITY_TYPE=A&amp;TXT_CNTRL_NO=40480&amp;TXT_ITEM_MATCH=1&amp;TXT_ITEM_NO=&amp;TXT_N_UTILITY=&amp;TXT_N_FILE_PARTY=&amp;TXT_DOC_TYPE=ALL&amp;TXT_D_FROM=&amp;TXT_D_TO=&amp;TXT_NEW=true\">Other public comments<\/a> were made from a variety of stakeholder\u2019s including demand response advocacy groups, cities, MOUs, and power companies.<\/p>\n<p>EDF believes that \u201csuch reforms must include a substantially increased role for demand response (DR) and other demand-side resources in ERCOT&#8217;s markets; the report provides ample supporting evidence for this need.
