The past several years&nbsp;were&nbsp;defined by announcements,&nbsp;ambition&nbsp;and supply targets. The next phase is being shaped by tougher questions: where hydrogen makes the most economic sense, how demand can be scaled in priority&nbsp;sectors&nbsp;and what rules will govern emerging global markets.&nbsp;<\/p>\n\n\n\n<p>Last month, the International Organization for Standardization approved new methodologies for calculating greenhouse gas emissions from hydrogen and ammonia production. As public funding, industrial&nbsp;policy&nbsp;and long-term offtake agreements&nbsp;\u2014&nbsp;in countries across Europe,&nbsp;Asia&nbsp;and the Middle East&nbsp;\u2014&nbsp;increasingly depend on emissions thresholds and certification systems, the methodologies underpinning those systems are becoming economically consequential, and not just technically important.&nbsp;&nbsp;<\/p>\n\n\n\n<p>The new methodologies are&nbsp;an important step&nbsp;forward. But they also reveal a growing gap between rapidly evolving science and the way hydrogen and ammonia emissions are currently being accounted for&nbsp;and addressed.&nbsp;<\/p>\n\n\n\n<p><strong>Hydrogen and ammonia are more than a carbon story<\/strong>&nbsp;<\/p>\n\n\n\n<p>Hydrogen and ammonia are often discussed through a narrow carbon lens: how much&nbsp;<a href=\"https:\/\/blogs.edf.org\/energyexchange\/2025\/05\/16\/getting-to-clean-the-carbon-capture-imperative-for-blue-hydrogen\/\" target=\"_blank\" rel=\"noreferrer noopener\">CO2<\/a>&nbsp;(and in some cases,&nbsp;methane)&nbsp;they emit compared to fossil fuels. That comparison matters, particularly for sectors like steel, fertilizers,&nbsp;chemicals&nbsp;and shipping where alternatives&nbsp;remain&nbsp;limited.&nbsp;<\/p>\n\n\n\n<p>But hydrogen and ammonia also create other climate, safety,&nbsp;and environmental risks that are&nbsp;frequently&nbsp;overlooked in lifecycle assessments and policy frameworks.&nbsp;<\/p>\n\n\n\n<p>Hydrogen can warm the atmosphere when leaked&nbsp;or vented. Ammonia systems can release reactive nitrogen compounds that contribute to climate change, air&nbsp;pollution&nbsp;and ecosystem damage. These impacts may occur outside the smokestack, but they still affect the&nbsp;environment&nbsp;and&nbsp;ultimately determine&nbsp;whether these fuels deliver the climate outcomes policymakers and investors expect.&nbsp;<\/p>\n\n\n\n<p>Best practices exist to mitigate&nbsp;losses to the&nbsp;atmosphere&nbsp;and minimize risks. But as hydrogen markets mature and credibility and accountability replace ambition, these emissions can no longer be treated as secondary issues.&nbsp;<\/p>\n\n\n\n<p><strong>Hydrogen&nbsp;loss&nbsp;could weaken climate benefits<\/strong>&nbsp;<\/p>\n\n\n\n<p>Hydrogen has an important role to play in decarbonizing hard-to-electrify sectors.&nbsp;But hydrogen is also a small and highly diffusive molecule that can&nbsp;be released&nbsp;during production,&nbsp;from pipelines, valves, compressors, storage&nbsp;tanks&nbsp;and end-use equipment.&nbsp;<\/p>\n\n\n\n<p>When released into the atmosphere,&nbsp;<a href=\"https:\/\/www.edf.org\/sites\/default\/files\/2024-02\/H2WarmingEffectsFactSheet_FEB2024.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">hydrogen contributes to warming<\/a>&nbsp;by interacting with methane,&nbsp;ozone&nbsp;and water vapor chemistry. The Intergovernmental Panel on Climate Change&nbsp;<a href=\"https:\/\/archive.ipcc.ch\/publications_and_data\/ar4\/wg1\/en\/ch2s2-10-3-6.html\" target=\"_blank\" rel=\"noreferrer noopener\">recognized<\/a>&nbsp;this effect&nbsp;decades&nbsp;ago, and scientific understanding has advanced&nbsp;even further&nbsp;since then.&nbsp;<\/p>\n\n\n\n<p><a href=\"https:\/\/blogs.edf.org\/energyexchange\/2023\/07\/19\/new-research-reaffirms-hydrogens-impact-on-the-climate-provides-consensus\/\" target=\"_blank\" rel=\"noreferrer noopener\">Science<\/a>&nbsp;shows&nbsp;that current estimates of hydrogen\u2019s warming potential are robust enough to inform policy and business decision-making&nbsp;now. Yet hydrogen\u2019s indirect warming effects&nbsp;remain&nbsp;absent from the ISO methodologies.&nbsp;<\/p>\n\n\n\n<p>That omission matters because loss&nbsp;rates directly affect climate performance. Research suggests that&nbsp;every&nbsp;1% hydrogen&nbsp;loss&nbsp;can erode&nbsp;near-term climate benefits&nbsp;by 3%.&nbsp;<\/p>\n\n\n\n<p>Since we need hydrogen for hard-to-electrify sectors&nbsp;\u2014&nbsp;to enhance&nbsp;both&nbsp;energy security and fuel diversity&nbsp;\u2014&nbsp;the takeaway is that hydrogen systems need to be built and&nbsp;operated&nbsp;with emissions performance in mind from the beginning.&nbsp;Strong&nbsp;system&nbsp;designs,&nbsp;leak detection,&nbsp;monitoring&nbsp;and infrastructure standards are essential if hydrogen is to deliver on its climate promise.&nbsp;<\/p>\n\n\n\n<p><strong>Ammonia\u2019s&nbsp;overlooked&nbsp;reactive nitrogen&nbsp;impacts<\/strong>&nbsp;<\/p>\n\n\n\n<p>A similar&nbsp;risk&nbsp;exists for&nbsp;<a href=\"https:\/\/pubs.acs.org\/doi\/10.1021\/acs.est.4c13135\" target=\"_blank\" rel=\"noreferrer noopener\">ammonia<\/a>, which is made from hydrogen, currently used in fertilizer production, and is increasingly being explored as a low-carbon fuel for shipping.&nbsp;<\/p>\n\n\n\n<p>Ammonia combustion does not release CO2, making it attractive to parts of the maritime sector seeking alternatives to heavy fuel oil. But ammonia\u2019s overall emissions profile is more&nbsp;complex&nbsp;than many current accounting systems reflect.&nbsp;<\/p>\n\n\n\n<p>Ammonia\u00a0itself is highly toxic, and its\u00a0production handling(e.g.\u00a0storage,\u00a0transport,\u00a0refueling\u00a0and\u00a0effluent\u00a0management), and combustion can release reactive nitrogen compounds,\u00a0including nitrous oxide (N2O), nitrogen oxides (NOx), and\u00a0ammonia itself\u00a0\u2014\u00a0either\u00a0leaked\u00a0across the value chain\u00a0or\u00a0emitted as\u00a0unburned\u00a0fuel\u00a0in\u00a0the engine\u00a0(often called ammonia slip).\u00a0Beyond\u00a0direct emissions,\u00a0NOx and\u00a0ammonia\u00a0can\u00a0be transformed\u00a0through the nitrogen cycle\u00a0into\u00a0additional\u00a0N2O\u00a0(referred to as\u00a0\u201cindirect N2O\u201d)\u00a0via atmospheric and environmental pathways.\u00a0<\/p>\n\n\n\n<p>These emissions matter. N2O is a potent greenhouse gas (273 times more powerful than CO2 over 100 years), while excess reactive nitrogen&nbsp;input to the environment&nbsp;contributes&nbsp;to air and ozone pollution, biodiversity&nbsp;loss&nbsp;and aquatic ecosystem damage.&nbsp;<\/p>\n\n\n\n<p>The new ISO&nbsp;methodology&nbsp;includes direct N2O emissions from combustion, but&nbsp;other&nbsp;reactive&nbsp;nitrogen impacts&nbsp;across&nbsp;the&nbsp;value&nbsp;chain&nbsp;\u2014&nbsp;including&nbsp;ammonia losses&nbsp;and the formation of indirect N2O&nbsp;\u2014&nbsp;remain&nbsp;largely unaccounted&nbsp;for.&nbsp;<\/p>\n\n\n\n<p>That gap could become increasingly important as ammonia scales as a marine fuel.&nbsp;<a href=\"https:\/\/www.nature.com\/articles\/s44458-026-00076-0\" target=\"_blank\" rel=\"noreferrer noopener\">Our latest research<\/a>&nbsp;finds that without effective controls, reactive nitrogen emissions from ammonia fuel systems could be up to 185% higher than those associated with current marine fuels.&nbsp;<\/p>\n\n\n\n<p><strong>Standards must evolve with the industry<\/strong>&nbsp;<\/p>\n\n\n\n<p>None of this means hydrogen or ammonia should be dismissed. Both&nbsp;will&nbsp;play&nbsp;an important role&nbsp;in industrial decarbonization and clean&nbsp;transportation&nbsp;systems where direct electrification is difficult. But the next phase of hydrogen market development will depend not only on deployment volumes, but also on confidence that these systems are delivering genuine&nbsp;climate benefits.&nbsp;<\/p>\n\n\n\n<p>This is why standards matter. ISO deserves credit for creating a common foundation for hydrogen and ammonia emissions accounting. Consistent methodologies are critical for enabling trade,&nbsp;investment&nbsp;and international market development. But standards are not static. They need to evolve alongside&nbsp;the science.&nbsp;<\/p>\n\n\n\n<p>The hydrogen economy is being built now. Infrastructure decisions made over the next few years will shape energy systems for decades.&nbsp;<\/p>\n\n\n\n<p>What gets measured will shape what gets financed,&nbsp;regulated&nbsp;and&nbsp;ultimately deployed.
