According to our <a href=\"https:\/\/nam11.safelinks.protection.outlook.com\/?url=https%3A%2F%2Fdocs.google.com%2Fspreadsheets%2Fd%2F1l0m2Do1mjSemrb_DT40YNGou4o2m2Ee-KLSvHC-5vAc%2Fedit%3Fusp%3Dsharing&amp;data=05%7C02%7Cpmartin%40edf.org%7C3bc6c1842c304df70dd108ddb26af2c5%7Cfe4574edbcfd4bf0bde843713c3f434f%7C0%7C0%7C638862894582317478%7CUnknown%7CTWFpbGZsb3d8eyJFbXB0eU1hcGkiOnRydWUsIlYiOiIwLjAuMDAwMCIsIlAiOiJXaW4zMiIsIkFOIjoiTWFpbCIsIldUIjoyfQ%3D%3D%7C0%7C%7C%7C&amp;sdata=AqxKjEHHGLmL3U4aNaUSXdROXWd8COifB5lR1KGRvz4%3D&amp;reserved=0\">EDF Deployments Tracker<\/a>, there are at least 455 more electric trucks on order that will be on the road soon. After California, there are more zero-emission trucks on the road in Texas than any state in the country. And a new <a href=\"https:\/\/energyinnovation.org\/report\/delivering-affordability-the-emerging-cost-advantages-of-battery-electric-heavy-duty-trucks-and-u-s-policy-strategies-to-unlock-their-full-potential\/\">report from the International Council on Clean Transportation<\/a> found Texas \u201cas the most favorable state for adoption due to its low electricity costs\u201d for Class 8 battery electric trucks. With incentive programs at the federal level uncertain, Texas has quietly but confidently become a leader in the clean truck industry. Texas\u2019 light-touch approach to regulation allows it to move at the industry\u2019s pace, focusing on incentives and policies that support Texas businesses and drive forward new ideas that bolster the state\u2019s diverse economy.<\/p>\n<p>The bipartisan support that a <a href=\"https:\/\/blogs.edf.org\/energyexchange\/2025\/02\/13\/texas-policy-proposals-could-create-a-new-template-for-state-actions-on-zero-emission-trucks\/\">number of EDF\u2019s proposed policies<\/a> received during the legislature further underscores the opportunities in Texas:<\/p>\n<p><a href=\"https:\/\/library.edf.org\/AssetLink\/rf0582p75h320k835hh654uoeb71dd7l.pdf?_gl=1*yyo5mu*_gcl_au*MTc1NDY5MTA0OC4xNzQ0OTEzNDcw*_ga*MTYxNTU4NTM2NC4xNjQ2MTcyNTAy*_ga_2B3856Y9QW*czE3NTA3NzYyNzIkbzI0NSRnMCR0MTc1MDc3NjI5MCRqNDIkbDAkaDA.\">HB 1846<\/a> would have created a multi-agency Electric Truck Advisory Council in Texas, bringing together public and private stakeholders to develop a statewide implementation plan for charging infrastructure and to support the deployment of zero-emission trucks. The bill <a href=\"https:\/\/www.legis.state.tx.us\/BillLookup\/History.aspx?LegSess=89R&amp;Bill=HB1846\">passed the Texas House<\/a> with support from more than 60 Democrats and 35 Republicans but got stalled in the Texas Senate.<\/p>\n<p><a href=\"https:\/\/library.edf.org\/AssetLink\/7x7wic62h1yus5fe8w7inneua1j4a865.pdf\">HB 4519<\/a>\u00a0and <a href=\"https:\/\/library.edf.org\/AssetLink\/q3d6suwje774w1x50kpg8doi3pmywynd.pdf\">HB 4841<\/a>\u00a0would have reformed the Texas Emissions Reduction Plan, the state\u2019s air quality grants program that provides multiple grants that fund zero-emission trucks and infrastructure. The two bills received unanimous support in committee and were combined into an omnibus bill <a href=\"https:\/\/capitol.texas.gov\/BillLookup\/History.aspx?LegSess=89R&amp;Bill=HB3868\">HB 3868<\/a>, carried by Rep. Brooks Landgraf, the Chair of the House Environmental Regulation Committee. Though placed on the House Calendar the chamber ran out of time to pass the bill before the deadline.<\/p>\n<p>EDF will pursue opportunities to advance these issues at the state agency level in the coming months, while also pursuing additional funding and incentives, permitting reform and workforce training.<\/p>\n<p>While the bills didn\u2019t cross the finish line, the bipartisan support and industry momentum make one thing clear: Texas is ready to lead on zero-emission trucks.
