It\u2019s reducing 0.86 tons of nitrogen oxide pollution per day, demonstrating it is well on its way to reducing the <\/span><a href=\"https:\/\/www.aqmd.gov\/docs\/default-source\/Agendas\/Governing-Board\/2021\/2021-May7-027.pdf\"><span style=\"font-weight: 400;\">projected<\/span><\/a><span style=\"font-weight: 400;\"> 1.5-3.0 tons of nitrogen oxide pollution per day \u2014 an amount expected to result in 150 to 300 fewer deaths; 2,500 to 5,800 fewer asthma attacks; 9,000 to 20,000 fewer work loss days and $1.2 to $2.7 billion in health savings from 2022-2031.\u00a0<\/span><\/p>\n<p><b>Policy innovation for public health<\/b><\/p>\n<p><span style=\"font-weight: 400;\">ISR is a decade\u2019s-old mechanism to reduce air pollution, but South Coast Air Quality Management District\u2019s warehouse ISR, which is part of its <\/span><a href=\"https:\/\/www.aqmd.gov\/home\/rules-compliance\/compliance\/waire-program\"><span style=\"font-weight: 400;\">WAIRE program<\/span><\/a><span style=\"font-weight: 400;\">, is the first instance an ISR is being applied to reign in pollution from the rapidly expanding e-commerce industry. It requires warehouse operators to earn a specified number of points via a flexible menu of compliance options to facilitate local and regional emission reductions associated with warehouses subject to the rule, and the mobile sources attracted to these warehouses.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">E-commerce revenue <\/span><a href=\"https:\/\/www.marketplacepulse.com\/stats\/us-e-commerce-sales\"><span style=\"font-weight: 400;\">approximately doubled<\/span><\/a><span style=\"font-weight: 400;\"> in the United States in the past five years, and the accompanying diesel truck traffic that swarms warehouses poses a major health threat to nearby communities. According to a <\/span><a href=\"https:\/\/www.nature.com\/articles\/s41467-024-50000-0\"><span style=\"font-weight: 400;\">NASA-funded study<\/span><\/a><span style=\"font-weight: 400;\"> authored by researchers at George Washington University and <\/span><a href=\"https:\/\/haqast.org\/rapid-response-teams\/#2022-2023-rapid-response-teams\"><span style=\"font-weight: 400;\">supported<\/span><\/a><span style=\"font-weight: 400;\"> by EDF, people living in communities located near warehouses are exposed to air with 20% more nitrogen dioxide, a major truck pollutant that leads to and exacerbates asthma and other life-threatening health conditions. It also found that warehouses are disproportionately located in Black, Hispanic\/Latino, and Asian communities \u2014 results backed up by <\/span><a href=\"https:\/\/www.edf.org\/media\/new-report-finds-roughly-1-3-new-jersey-residents-lives-near-mega-warehouse\"><span style=\"font-weight: 400;\">EDF research<\/span><\/a><span style=\"font-weight: 400;\">.\u00a0<\/span><\/p>\n<p><b>Delivering results despite challenges<\/b><\/p>\n<p><span style=\"font-weight: 400;\">While the report demonstrates the benefits of warehouse ISRs, it is clear-eyed about the large amount of work that is still required to ensure wider compliance. Just over 40% of 1,408 regulated warehouses 250,000 square feet and up have submitted required reports and initiated pollution reducing compliance actions. Slightly less than 30% of the regulated warehouses between 150,000 and 250,000 square feet have submitted required reports and initiated pollution reducing compliance actions.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Despite the implementation challenges, the warehouse ISR has spurred a <\/span><a href=\"https:\/\/californiahvip.org\/impact\/#deployed-vehicle-mapping-tool\"><span style=\"font-weight: 400;\">higher number<\/span><\/a><span style=\"font-weight: 400;\"> of zero-emission vehicle deployments in the District over its first three years than California\u2019s HVIP program did during its first three years. Furthermore, data shows that warehouse operators that are in compliance with the rule are earning a surplus of points. The surplus demonstrates that warehouse operators are finding compliance feasible thanks to the combination of state and federal incentives and the <\/span><a href=\"https:\/\/rmi.org\/inflation-reduction-act-will-help-electrify-heavy-duty-trucking\/\"><span style=\"font-weight: 400;\">already-competitive<\/span><\/a><span style=\"font-weight: 400;\"> total cost of ownership for ZE vehicles. For example, <\/span><a href=\"https:\/\/nam11.safelinks.protection.outlook.com\/?url=https%3A%2F%2Fwww.nfiindustries.com%2F&amp;data=05%7C02%7Csbecker%40edf.org%7Cd568cb6580724aa05bc808dd09b9c6b9%7Cfe4574edbcfd4bf0bde843713c3f434f%7C0%7C0%7C638677415728073991%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C0%7C%7C%7C&amp;sdata=snPb4qucLjDHzPS1qug7PWnGevntOp%2FhtrqEuxYB2gQ%3D&amp;reserved=0\"><span style=\"font-weight: 400;\">NFI<\/span><\/a><span style=\"font-weight: 400;\"> \u2014 one of the largest logistics fleets and warehouse operators in the country \u2014 is achieving WAIRE compliance for its large Southern California presence by <\/span><a href=\"https:\/\/spectrumnews1.com\/ca\/southern-california\/news\/2024\/09\/09\/warehouse--air-pollution--emissions?cid=id-app15_m-share_s-web_cmp-app_launch_august2020_c-producer_posts_po-organic\"><span style=\"font-weight: 400;\">purchasing a portion<\/span><\/a><span style=\"font-weight: 400;\"> of its electric fleet of Class 8 trucks and terminal tractors through the <\/span><a href=\"https:\/\/nam11.safelinks.protection.outlook.com\/?url=https%3A%2F%2Fwww.jetsiproject.com%2F&amp;data=05%7C02%7Csbecker%40edf.org%7C4bed11fbb34a4364b08708dd08e04892%7Cfe4574edbcfd4bf0bde843713c3f434f%7C0%7C0%7C638676481595868810%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C0%7C%7C%7C&amp;sdata=qmG7mQqB4B8kcUTvGWgoypU1nOPlledN55ja9EXGJuk%3D&amp;reserved=0\"><span style=\"font-weight: 400;\">Joint Electric Truck Scaling Initiative<\/span><\/a><span style=\"font-weight: 400;\">. Jointly funded by the California Air Resources Board and the California Energy Commission, the initiative is also supported by South Coast Air Quality Management District.<\/span><\/p>\n<p><b>Replicating the California model<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Clean air advocates across the country will be carefully following South Coast Air Quality Management District\u2019s efforts to increase compliance and expand the rule to the smallest section of regulated warehouses, those between 100,000 and 150,000 square feet.
