In front of the state lie two paths for how to implement rules for methane emissions from oil and gas production, and leaders in Wyoming need to decide which direction the state will go.<\/span><\/p>\n<p><!--more--><\/p>\n<p><span style=\"font-weight: 400;\">One path is to stand by while neighboring states adopt measures that make their state more competitive and improve air quality\u2013 issues that Wyoming has a history of leadership on, notably their requirements for <\/span><a href=\"https:\/\/blogs.edf.org\/energyexchange\/2014\/07\/10\/a-wyoming-two-step-for-better-air-regulations\/\"><span style=\"font-weight: 400;\">green completions<\/span><\/a><span style=\"font-weight: 400;\">, <\/span><a href=\"https:\/\/www.edf.org\/media\/wyoming-moves-slash-oil-and-gas-emissions\"><span style=\"font-weight: 400;\">strong new source<\/span><\/a><span style=\"font-weight: 400;\"> rules and <\/span><a href=\"https:\/\/www.edf.org\/media\/bold-new-rule-cuts-oil-and-gas-air-pollution-wyoming\"><span style=\"font-weight: 400;\">pioneering rules<\/span><\/a><span style=\"font-weight: 400;\"> to protect air quality and reduce emissions in the Upper Green River Basin. This path may be simpler in the short<\/span><\/p>\n<div class=\"fui-Toolbar ___1bl6c8c f22iagw f122n59 f1mk8lai\" role=\"toolbar\" data-tabster=\"{&quot;mover&quot;:{&quot;cyclic&quot;:true,&quot;direction&quot;:0,&quot;memorizeCurrent&quot;:true}}\" aria-label=\"Calling indicators\" data-tid=\"ubar-indicators\"><\/div>\n<p><span style=\"font-weight: 400;\">term, but in the long term it risks Wyoming\u2019s industry being left behind in a future where <\/span><a href=\"https:\/\/www.reuters.com\/sustainability\/climate-energy\/eu-approves-law-hit-gas-imports-with-methane-emissions-limit-2024-05-27\/\"><span style=\"font-weight: 400;\">international energy markets<\/span><\/a><span style=\"font-weight: 400;\"> are demanding cleaner sources of energy, and Wyoming\u2019s oil and gas producers can\u2019t compete with those <\/span><a href=\"https:\/\/blogs.edf.org\/energyexchange\/2024\/05\/29\/colorado-again-leads-the-way-with-methane-verification-protocol\/\"><span style=\"font-weight: 400;\">other states<\/span><\/a><span style=\"font-weight: 400;\"> that implemented tighter standards.<\/span><\/p>\n<span class='bctt-click-to-tweet'><span class='bctt-ctt-text'><a href='https:\/\/x.com\/intent\/tweet?url=https%3A%2F%2Fblogs.edf.org%2Fenergyexchange%2F2024%2F10%2F02%2Fwyoming-is-at-a-crossroads-moment-for-methane-that-may-decide-its-energy-future%2F&#038;text=Wyoming%20is%20at%20a%20crossroads%20moment%20for%20methane%20that%20may%20decide%20its%20energy%20future&#038;via=EDFEnergyEx&#038;related=EDFEnergyEx' target='_blank'rel=\"noopener noreferrer\">Wyoming is at a crossroads moment for methane that may decide its energy future <\/a><\/span><a href='https:\/\/x.com\/intent\/tweet?url=https%3A%2F%2Fblogs.edf.org%2Fenergyexchange%2F2024%2F10%2F02%2Fwyoming-is-at-a-crossroads-moment-for-methane-that-may-decide-its-energy-future%2F&#038;text=Wyoming%20is%20at%20a%20crossroads%20moment%20for%20methane%20that%20may%20decide%20its%20energy%20future&#038;via=EDFEnergyEx&#038;related=EDFEnergyEx' target='_blank' class='bctt-ctt-btn'rel=\"noopener noreferrer\">Share on X<\/a><\/span>\n<p><span style=\"font-weight: 400;\">The other path is to draft and adopt strong <\/span><a href=\"https:\/\/www.edf.org\/climate\/methane-crucial-opportunity-climate-fight\"><span style=\"font-weight: 400;\">methane<\/span><\/a><span style=\"font-weight: 400;\"> rules for both new and existing oil and gas wells that will lead to a more reliable future for the state\u2019s energy industry, save taxpayers money and reduce the health harms <\/span><a href=\"https:\/\/trib.com\/news\/local\/business\/wyoming-air-quality-affected-by-oil-and-gas-study-finds\/article_1734c7ac-f376-11ed-abe7-1b6a85f98de5.html\"><span style=\"font-weight: 400;\">associated with methane emissions<\/span><\/a><span style=\"font-weight: 400;\"> that are affecting people in Wyoming. It\u2019s not going to be as simple though, and it\u2019ll take great leadership to push this process all the way to the finish line.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Fortunately, Wyoming has already taken significant steps towards that second future by scheduling meaningful engagement sessions for existing sources, and we\u2019re excited to see how the Wyoming Department of Environmental Quality can follow through to deliver meaningful progress, on new sources, for their state on October 23.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Some quick background on how we got here:<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In 2023, the United States Environmental Protection Agency finalized a groundbreaking methane rule requiring every oil- and gas-producing state to draft methane protections for two kinds of oil and gas facilities: new sources and existing sources.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cNew sources\u201d applies to wells that were constructed or modified after Dec. 6, 2022. Controlling methane from new sources is something that <\/span><a href=\"https:\/\/www.cop28.com\/en\/news\/2023\/12\/Oil-Gas-Decarbonization-Charter-launched-to--accelerate-climate-action\"><span style=\"font-weight: 400;\">the oil and gas industry<\/span><\/a><span style=\"font-weight: 400;\"> has identified as an important goal and <\/span><a href=\"https:\/\/www.spglobal.com\/commodityinsights\/en\/market-insights\/latest-news\/energy-transition\/120223-cop28-fifty-oil-and-gas-companies-sign-net-zero-methane-pledges\"><span style=\"font-weight: 400;\">made commitments<\/span><\/a><span style=\"font-weight: 400;\"> to do. The exciting new component of the EPA Methane Rule is the additional requirement to craft rules for \u201cExisting Sources\u201d (any well constructed before December 6, 2022). This component is what makes the rule a bit more complex, but it is also exactly what will prepare state energy industries to be globally competitive <\/span><i><span style=\"font-weight: 400;\">and<\/span><\/i><span style=\"font-weight: 400;\"> deliver on significant emissions reductions.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Drafting a rule like this requires a ton of details, and it requires a democratic process so all involved stakeholders can have their input. These processes are, by necessity, time-consuming, but methane emissions are a pretty urgent issue in Wyoming.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In 2023, EDF conducted an aerial survey of more than 70% of U.S. oil and gas onshore production. In an analysis released earlier this summer, we <\/span><a href=\"https:\/\/www.methanesat.org\/project-updates\/new-data-show-us-oil-and-gas-methane-emissions-over-four-times-higher-epa-estimates\"><span style=\"font-weight: 400;\">found <\/span><\/a><span style=\"font-weight: 400;\">that oil and gas operations in the Greater Green River Basin had the third-highest methane loss rate in the nation. Since methane is the primary component of natural gas, when methane emissions occur Wyoming schools, taxpayers, and royalty owners lose out on millions in <\/span><a href=\"https:\/\/www.edf.org\/media\/new-study-quantifies-natural-gas-wasted-us-public-and-tribal-lands\"><span style=\"font-weight: 400;\">lost tax revenue<\/span><\/a><span style=\"font-weight: 400;\">. This is a needless waste of Wyoming resources that could instead have heated homes this upcoming winter.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">With that urgency to act in mind, the DEQ recently announced it will hold a meaningful engagement session on Oct. 4 for the existing source rule, the second such state to do so. They\u2019ll hold seven total in-person sessions around Wyoming throughout October and a new source hearing on Oct. 23, creating many opportunities for stakeholders to give their input so the process can end with two effective rules that deliver great results for the state\u2019s economy and cleaner air for its communities.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Governor Gordon has <\/span><a href=\"https:\/\/www.cbsnews.com\/news\/wyoming-energy-innovation-60-minutes\/\"><span style=\"font-weight: 400;\">called for<\/span><\/a><span style=\"font-weight: 400;\"> a diverse and productive energy industry, and showing leadership here is a great way to follow through on that goal. The DEQ can ensure that the state\u2019s oil and gas producers are ready to comply with more serious international methane standards, and that the booming methane mitigation industry will continue to create <\/span><a href=\"https:\/\/www.edf.org\/sites\/default\/files\/content\/Wyoming-Methane-Economy-EDF-003.pdf\"><span style=\"font-weight: 400;\">good-paying jobs<\/span><\/a><span style=\"font-weight: 400;\"> around Wyoming.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Crossroads are more important than paths because they require a choice. Following a path may not always be easy, but it doesn\u2019t take the same kind of leadership as looking at two potential ways to go and deciding which one must be taken.
