How utilities incorporate transportation into foundational utility functions will inform where, when, and how fast electric vehicles come online. These decisions fall mainly under the authority of state utility regulators (Public Utility Commissions) rather than transportation regulators. Since 2023:<\/p>\n<ul>\n<li><a class=\"Hyperlink SCXW264236876 BCX0\" href=\"https:\/\/www.utilitydive.com\/news\/california-newsom-signs-clean-energy-bills-SB-410\/695964\/\" target=\"_blank\" rel=\"noreferrer noopener\"><span class=\"FieldRange SCXW264236876 BCX0\"><span class=\"TextRun Underlined SCXW264236876 BCX0\" lang=\"EN-US\" xml:lang=\"EN-US\" data-contrast=\"none\"><span class=\"NormalTextRun CommentStart SCXW264236876 BCX0\" data-ccp-charstyle=\"Hyperlink\">California<\/span><\/span><\/span><\/a><span class=\"TextRun SCXW264236876 BCX0\" lang=\"EN-US\" xml:lang=\"EN-US\" data-contrast=\"auto\"> <span class=\"NormalTextRun SCXW264236876 BCX0\">and <\/span><\/span><a class=\"Hyperlink SCXW264236876 BCX0\" href=\"https:\/\/www.nrdc.org\/bio\/max-baumhefner\/bill-passes-power-colorado\" target=\"_blank\" rel=\"noreferrer noopener\"><span class=\"TextRun Underlined SCXW264236876 BCX0\" lang=\"EN-US\" xml:lang=\"EN-US\" data-contrast=\"none\"><span class=\"NormalTextRun SCXW264236876 BCX0\" data-ccp-charstyle=\"Hyperlink\">Colorado<\/span><\/span><\/a><span class=\"TextRun SCXW264236876 BCX0\" lang=\"EN-US\" xml:lang=\"EN-US\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW264236876 BCX0\"> both <\/span><span class=\"NormalTextRun SCXW264236876 BCX0\">ena<\/span><span class=\"NormalTextRun SCXW264236876 BCX0\">cted <\/span><span class=\"NormalTextRun SCXW264236876 BCX0\">\u201cPowering Up\u201d bills<\/span><span class=\"NormalTextRun SCXW264236876 BCX0\"> that<\/span><span class=\"NormalTextRun SCXW264236876 BCX0\">, among other things,<\/span> <span class=\"NormalTextRun SCXW264236876 BCX0\">require utilities <\/span><span class=\"NormalTextRun SCXW264236876 BCX0\">to plan <\/span><span class=\"NormalTextRun SCXW264236876 BCX0\">for future electrification needs and reduce <\/span><span class=\"NormalTextRun SCXW264236876 BCX0\">the time they take to connect customers to the grid.<\/span> <span class=\"NormalTextRun SCXW264236876 BCX0\">Legislators in <\/span><\/span><a class=\"Hyperlink SCXW264236876 BCX0\" href=\"https:\/\/www.nysenate.gov\/legislation\/bills\/2023\/S9113\" target=\"_blank\" rel=\"noreferrer noopener\"><span class=\"TextRun Underlined SCXW264236876 BCX0\" lang=\"EN-US\" xml:lang=\"EN-US\" data-contrast=\"none\"><span class=\"NormalTextRun SCXW264236876 BCX0\" data-ccp-charstyle=\"Hyperlink\">New York<\/span><\/span><\/a><span class=\"TextRun SCXW264236876 BCX0\" lang=\"EN-US\" xml:lang=\"EN-US\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW264236876 BCX0\">, <\/span><\/span><a class=\"Hyperlink SCXW264236876 BCX0\" href=\"https:\/\/www.nrdcactionfund.org\/our-legislative-blueprint-for-a-clean-and-healthy-illinois\/\" target=\"_blank\" rel=\"noreferrer noopener\"><span class=\"TextRun Underlined SCXW264236876 BCX0\" lang=\"EN-US\" xml:lang=\"EN-US\" data-contrast=\"none\"><span class=\"NormalTextRun SCXW264236876 BCX0\" data-ccp-charstyle=\"Hyperlink\">Illinois<\/span><\/span><\/a><span class=\"TextRun SCXW264236876 BCX0\" lang=\"EN-US\" xml:lang=\"EN-US\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW264236876 BCX0\">\u00a0and <\/span><\/span><a class=\"Hyperlink SCXW264236876 BCX0\" href=\"https:\/\/www.njleg.state.nj.us\/bill-search\/2024\/S258\" target=\"_blank\" rel=\"noreferrer noopener\"><span class=\"TextRun Underlined SCXW264236876 BCX0\" lang=\"EN-US\" xml:lang=\"EN-US\" data-contrast=\"none\"><span class=\"NormalTextRun SCXW264236876 BCX0\" data-ccp-charstyle=\"Hyperlink\">New Jersey<\/span><\/span><\/a><span class=\"TextRun SCXW264236876 BCX0\" lang=\"EN-US\" xml:lang=\"EN-US\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW264236876 BCX0\"> are considering similar bills.<\/span> <\/span><\/li>\n<li>Maryland enacted the <a href=\"https:\/\/blog.advancedenergyunited.org\/articles\/the-drive-act-maryland-passage\">DRIVE Act<\/a> to spur bidirectional vehicle-to-grid charging.<\/li>\n<li>Texas passed <a href=\"https:\/\/blogs.edf.org\/energyexchange\/2023\/06\/30\/texas-creates-task-force-to-evaluate-charging-needs-for-zev-trucks\/\">a budget rider<\/a> establishing an Interagency Task Force \u201cto evaluate how to deploy zero-emission medium-duty and heavy-duty vehicle charging infrastructure to best support growth in that market . . . .\u201d<\/li>\n<\/ul>\n<p>These achievements are laudable, but they are not ends unto themselves. What these laws actually accomplish will be largely determined by how they are implemented at the utility regulatory level. Stakeholder input will play a critical role in shaping this implementation.<\/p>\n<p>Utility regulation will only grow more important as the electricity and transportation sectors continue to converge. Historically, utilities have tended to approach transportation electrification through special programs \u2013 e.g., providing rebates and incentives, piloting new technologies and rates, and offering technical assistance \u2013 following a well-established model for utility energy efficiency programs. Such programs comprise the bulk of most utility regulators\u2019 exposure to transportation electrification issues to date. These programs are (and will continue to be) important, but they are ancillary to utilities\u2019 core business of delivering electric service.<\/p>\n<p>This paradigm is changing. As EDF discusses in further detail in a 2024 report, <a href=\"https:\/\/www.edf.org\/sites\/default\/files\/2024-01\/BuildingGridforNeed2024.pdf\">\u201cBuilding the Grid to Need: Best Practices for Proactively Developing Distribution Grids to Support Truck and Bus Electrification,\u201d<\/a> EVs will play a growing role in how utilities must plan, construct, and operate the grid to meet their fundamental obligation to provide safe and reliable electric service.<\/p>\n<p>Utility system operators must increasingly consider characteristics of electric vehicles, including:<\/p>\n<ul>\n<li>Concentration of power needs. In particular, medium- and heavy-duty vehicles are expected to cluster their charging in discrete locations. This is in contrast to light-duty vehicle charging and other types of loads that tend to have a more even geographic distribution.<\/li>\n<li>The speed at which fleets seek to get interconnected. Many fleets want to interconnect in two years or less. This can be significantly shorter lead time than comparably-sized traditional loads, such as stadiums or factories, which can take years to build and thus provide longer planning and construction runways for utilities.<\/li>\n<\/ul>\n<p>Indeed, each of the legislative efforts discussed earlier in California, Colorado, New York and elsewhere illustrates the growing consensus that transportation electrification is becoming a core utility issue. But legislation does not (and, as a practical matter, cannot) tackle the myriad ways in which utility planners and engineers should incorporate transportation considerations into their everyday work. Those details are <span class=\"NormalTextRun CommentStart SCXW89673860 BCX0\">necessarily left to <\/span><span class=\"NormalTextRun SCXW89673860 BCX0\">be hashed out in <\/span><span class=\"NormalTextRun SCXW89673860 BCX0\">the regulatory process<\/span><span class=\"NormalTextRun SCXW89673860 BCX0\">.<\/span><span class=\"NormalTextRun SCXW89673860 BCX0\">\u00a0<\/span><span class=\"NormalTextRun SCXW89673860 BCX0\">\u00a0<\/span><\/p>\n<p>Utility regulators\u2019 relative inexperience with transportation planning poses challenges in the near term. For example: pursuant to SB410, one of the California statutes mentioned above, the CPUC r timelines by which utilities must energize service in response to customer requests. The statute specifies that these timelines must be calibrated to enable customers to come online at a pace needed to meet California\u2019s decarbonization and electrification targets, including state regulations to ramp up adoption of zero-emission trucks. This directive is not as simple as it may sound. Translating transportation decarbonization targets into utility energization timelines requires a detailed examination of where, when, and how vehicles operate. Such analysis falls outside utility regulators\u2019 traditional wheelhouse. Possibly as a consequence, the CPUC struggled to incorporate California\u2019s transportation goals into their initial timelines, and instead adopted targets based on past utility performance. (EDF has urged the CPUC to take a deeper dive in the next phase of that proceeding.)<\/p>\n<p><span class=\"TextRun SCXW203509215 BCX0\" lang=\"EN-US\" xml:lang=\"EN-US\" data-contrast=\"auto\"><span class=\"NormalTextRun CommentStart SCXW203509215 BCX0\">Despite the <\/span><span class=\"NormalTextRun SCXW203509215 BCX0\">need<\/span><span class=\"NormalTextRun SCXW203509215 BCX0\"> to <\/span><span class=\"NormalTextRun SCXW203509215 BCX0\">work through<\/span> <span class=\"NormalTextRun SCXW203509215 BCX0\">detailed<\/span><span class=\"NormalTextRun SCXW203509215 BCX0\"> transportation considerations<\/span><span class=\"NormalTextRun SCXW203509215 BCX0\"> with utility regulators<\/span><span class=\"NormalTextRun SCXW203509215 BCX0\">, <\/span><span class=\"NormalTextRun SCXW203509215 BCX0\">relatively few<\/span> <span class=\"NormalTextRun SCXW203509215 BCX0\">transportation advocate<\/span><span class=\"NormalTextRun SCXW203509215 BCX0\">s tend to <\/span><span class=\"NormalTextRun SCXW203509215 BCX0\">join<\/span><span class=\"NormalTextRun SCXW203509215 BCX0\"> PUC proceedings<\/span><span class=\"NormalTextRun SCXW203509215 BCX0\">.<\/span> <span class=\"NormalTextRun SCXW203509215 BCX0\">PUC <\/span><span class=\"NormalTextRun SCXW203509215 BCX0\">proceedings<\/span><span class=\"NormalTextRun SCXW203509215 BCX0\"> can be complex<\/span><span class=\"NormalTextRun SCXW203509215 BCX0\">.<\/span> <span class=\"NormalTextRun SCXW203509215 BCX0\">H<\/span><span class=\"NormalTextRun SCXW203509215 BCX0\">ow to <\/span><span class=\"NormalTextRun SCXW203509215 BCX0\">participate<\/span><span class=\"NormalTextRun SCXW203509215 BCX0\"> in them<\/span> <span class=\"NormalTextRun SCXW203509215 BCX0\">is beyond the scope of this blog post<\/span><span class=\"NormalTextRun SCXW203509215 BCX0\">.
