The Louisiana Department of Natural Resources has <\/span>finalized<\/span> new rules to <\/span>help <\/span>improve <\/span>manage<\/span>ment<\/span> of <\/span>17,000 <\/span>non-productive<\/span> oil<\/span><\/span> and gas<\/span><\/span><\/span> wells<\/span><\/span> by encouraging<\/span><\/span><\/span> the<\/span><\/span><\/span>ir proper closure <\/span><\/span><\/span>\u2014an <\/span>action <\/span>that <\/span>will create jobs<\/span>,<\/span> raise property values across the state<\/span> and <\/span>facilitate<\/span> new clean energy projects. <\/span><\/span>\u00a0<\/span><\/p>\n

Louisiana has a long history of oil and gas development, with 50,000 wells distributed across the state and along the coast. The state has a responsibility to ensure none of these wells become an environmental or economic liability.<\/p>\n

About a third of these wells are non-producing but registered as having future utility, meaning the operator claims that they could be economically productive in the future. As a result, the operator isn\u2019t required to plug the well. However, once wells are idled for more than three years, just one in five ever return to service. Often they will only see a tiny fraction of their former production levels.<\/p>\n

U<\/span>nplugged wells cause a host of economic, <\/span>environmental<\/span> and even public health and safety problems.<\/span> They can leak methane and toxic air pollution, contaminate water, reduce property <\/span>values<\/span> and prevent other economic uses of the land.<\/span><\/span>\u00a0<\/span><\/p>\n

<\/p>\n

Louisiana already has around 4,300 orphaned wells, a backlog that developed because of decades of underinvestment. The federal government is providing <\/span>Louisiana with<\/span> over $100 million dollars through 2030 to plug these wells<\/span>. \u00a0<\/span>About <\/span><\/span>500 of them<\/span><\/span><\/a> have been plugged this year alone<\/span>, b<\/span>ut the state has a long way to go. <\/span>Around 17,000<\/span> wells<\/span><\/span> across the state<\/span><\/span><\/span> are in \u201c<\/span>future utility<\/span>\u201d<\/span> status, <\/span>half<\/span> have not produced in five or more years, and tens of thousands of low-producing wells are likely to apply for the same status <\/span>in the near future<\/span>. Without better planning and policy, the list of wells that require taxpayer funding to plug could grow many times longer.<\/span><\/span>\u00a0<\/span>

Doing so not only protects the people living near these wells and reduces climate impact but also unleashes tremendous economic potential.
