John Bel Edwards, became the latest state <a href=\"https:\/\/www.edf.org\/media\/louisiana-proposes-critical-action-address-wasteful-gas-flaring-and-stem-tide-orphaned-oil\">taking action<\/a> to curb pollution and waste from oil and gas production. In a <a href=\"https:\/\/www.doa.la.gov\/media\/xamlov5p\/2307.pdf\">new proposal<\/a>, the state says it will limit natural gas venting and flaring and attempt to reduce the risk of thousands of idle wells becoming orphaned. Both actions will help create jobs, protect taxpayers and safeguard the environment. Here&#8217;s how.<\/p>\n<p><!--more--><\/p>\n<p><strong>A future without excessive venting and flaring<\/strong><\/p>\n<p>Venting and flaring is a particularly wasteful practice in the oil and gas industry. Routine flaring occurs when operators burn off natural gas produced from oil wells instead of capturing it and selling it or putting it to productive use, while venting is the intentional release of natural gas directly into the atmosphere.<\/p>\n<p><a href=\"https:\/\/blogs.edf.org\/energyexchange\/wp-content\/blogs.dir\/38\/files\/\/flaringventing.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-22590 size-full aligncenter\" src=\"https:\/\/blogs.edf.org\/energyexchange\/wp-content\/blogs.dir\/38\/files\/\/flaringventing.jpg\" alt=\"\" width=\"1600\" height=\"900\" srcset=\"https:\/\/blogs.edf.org\/energyexchange\/wp-content\/blogs.dir\/38\/files\/flaringventing.jpg 1600w, https:\/\/blogs.edf.org\/energyexchange\/wp-content\/blogs.dir\/38\/files\/flaringventing-300x169.jpg 300w, https:\/\/blogs.edf.org\/energyexchange\/wp-content\/blogs.dir\/38\/files\/flaringventing-1024x576.jpg 1024w, https:\/\/blogs.edf.org\/energyexchange\/wp-content\/blogs.dir\/38\/files\/flaringventing-768x432.jpg 768w, https:\/\/blogs.edf.org\/energyexchange\/wp-content\/blogs.dir\/38\/files\/flaringventing-1536x864.jpg 1536w\" sizes=\"auto, (max-width: 1600px) 100vw, 1600px\" \/><\/a><\/p>\n<p>These practices not only create air and <a href=\"https:\/\/www.edf.org\/climate\/methane-crucial-opportunity-climate-fight\">climate pollution<\/a>, they also waste a valuable energy resource because methane essentially is natural gas. In 2019, Louisiana oil and gas producers wasted approximately 5.2 billion cubic feet of methane through venting and flaring alone \u2014 that\u2019s $16 million of natural gas. That\u2019s enough wasted gas to supply all the households in Baton Rouge for over a year and a half.<\/p>\n<span class='bctt-click-to-tweet'><span class='bctt-ctt-text'><a href='https:\/\/x.com\/intent\/tweet?url=https%3A%2F%2Fblogs.edf.org%2Fenergyexchange%2F2023%2F07%2F31%2Fnew-rules-could-mean-less-waste-less-pollution-and-more-jobs-for-louisiana%2F&#038;text=New%20rules%20could%20mean%20less%20waste%2C%20less%20pollution%20and%20more%20jobs%20for%20Louisiana&#038;via=EDFEnergyEx&#038;related=EDFEnergyEx' target='_blank'rel=\"noopener noreferrer\">New rules could mean less waste, less pollution and more jobs for Louisiana <\/a><\/span><a href='https:\/\/x.com\/intent\/tweet?url=https%3A%2F%2Fblogs.edf.org%2Fenergyexchange%2F2023%2F07%2F31%2Fnew-rules-could-mean-less-waste-less-pollution-and-more-jobs-for-louisiana%2F&#038;text=New%20rules%20could%20mean%20less%20waste%2C%20less%20pollution%20and%20more%20jobs%20for%20Louisiana&#038;via=EDFEnergyEx&#038;related=EDFEnergyEx' target='_blank' class='bctt-ctt-btn'rel=\"noopener noreferrer\">Share on X<\/a><\/span>\n<p>Reducing this waste is overwhelmingly cost-effective and can help create good-paying jobs in the fast-growing methane mitigation industry, which already boasts <a href=\"https:\/\/www.edf.org\/sites\/default\/files\/content\/Louisiana-Methane-Economy-EDF-008.pdf\">32 facilities<\/a> across the state.<\/p>\n<p>Louisiana&#8217;s proposal would prohibit flaring at certain wells, require operators to develop a plan for how they will manage gas at any new wells, improve flare safety standards and require companies to report gas that is vented or flared.\u00a0 These updates will help modernize the state&#8217;s oil and gas regulations and reduce wasted gas.\u00a0 In the Gulf South\u2019s first Climate Action Plan, Gov. Edwards\u2019 administration identified that addressing methane waste from venting and flaring reduces harmful climate pollution and with this rulemaking, and now they are delivering.<\/p>\n<p><strong>Preventing catastrophic tide of orphaned wells<\/strong><\/p>\n<p>Another problem plaguing Louisiana is the issue of oil and gas wells that have been left by their owners to idle without producing for years or even decades to avoid the cost of proper closure. There are over <a href=\"https:\/\/www.edf.org\/sites\/default\/files\/2021-10\/Orphan%20Well%20FactSheet%20LA.pdf\">28,000 wells across the state<\/a> that aren\u2019t actively producing energy but also haven\u2019t been permanently sealed. They represent a potential $2.5 billion taxpayer liability if not plugged by their owners \u2014 on top of the state\u2019s current liability of $400 million from its existing documented orphan wells. And unplugged wells can cause a host of economic, environmental and even public health and safety problems by leaking methane and air toxics, contaminating groundwater and preventing economically beneficial alternative uses of the geology.<\/p>\n<p>Companies can leave a well idle essentially indefinitely, and many choose to do so to avoid spending money to properly seal or plug it \u2014 with only minimal showing of potential future utility for oil and gas production. Over three-fourths of Louisiana\u2019s idle wells are over 30 years old, and over one-third have not produced in ten years or more \u2014 with some out of production for more than five decades. <a href=\"https:\/\/blogs.edf.org\/energyexchange\/wp-content\/blogs.dir\/38\/files\/\/IdleWell1.png\"><img loading=\"lazy\" decoding=\"async\" class=\"alignright wp-image-22582 size-medium\" src=\"https:\/\/blogs.edf.org\/energyexchange\/wp-content\/blogs.dir\/38\/files\/\/IdleWell1-300x232.png\" alt=\"\" width=\"300\" height=\"232\" srcset=\"https:\/\/blogs.edf.org\/energyexchange\/wp-content\/blogs.dir\/38\/files\/IdleWell1-300x232.png 300w, https:\/\/blogs.edf.org\/energyexchange\/wp-content\/blogs.dir\/38\/files\/IdleWell1.png 712w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><\/a>Most inactive wells do not produce after a few years of being idle \u2014 instead, their risk of becoming orphaned only increases over time. This effectively operates as loophole that threatens a flood of potential orphaned wells on the horizon, ready to slam already overburdened Louisiana taxpayers with the responsibility of addressing the problem that ought to have been addressed by the industry.<\/p>\n<p>Louisiana is already creating jobs through its<a href=\"https:\/\/apnews.com\/article\/orphan-wells-louisiana-5a73b8adfe5df7338079531ed08f7322\"> Orphan Well Program<\/a>, but requiring the oil and gas industry to plug its inactive wells would create thousands more good-paying jobs across the state.<a href=\"https:\/\/blogs.edf.org\/energyexchange\/wp-content\/blogs.dir\/38\/files\/\/idlewell2.png\"><img loading=\"lazy\" decoding=\"async\" class=\"alignleft size-medium wp-image-22583\" src=\"https:\/\/blogs.edf.org\/energyexchange\/wp-content\/blogs.dir\/38\/files\/\/idlewell2-300x232.png\" alt=\"\" width=\"300\" height=\"232\" srcset=\"https:\/\/blogs.edf.org\/energyexchange\/wp-content\/blogs.dir\/38\/files\/idlewell2-300x232.png 300w, https:\/\/blogs.edf.org\/energyexchange\/wp-content\/blogs.dir\/38\/files\/idlewell2.png 765w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><\/a><\/p>\n<p>Proactively addressing this issue and preventing these wells from adding to the state\u2019s sizable orphan well problem is an opportunity to create jobs while safeguarding the environment and public health from future damage \u2014 and, as with venting and flaring, curbing orphan wells is a key plant of Louisiana\u2019s Climate Action Plan.<\/p>\n<p>These rules are an opportunity for Louisiana to rein in wasteful venting and flaring as well as require oil and gas companies to pay for plugging their oil and gas wells when they reach the end of their useful life.
