And based upon the volume and content of comments they have received, the agency should realize opposition to this proposal is both widespread and strong.<\/p>\n<p>It is no surprise that more than 300,000 commenters weighed in to oppose this harmful proposal when you consider that EPA themselves admit it will lead to <a href=\"https:\/\/blogs.edf.org\/energyexchange\/2019\/09\/03\/epas-proposal-to-rollback-methane-rules-ignores-scientific-evidence-will-lead-to-5-million-tons-of-methane-pollution\/\">millions of tons of additional air pollution<\/a> and potentially prevent any future federal methane regulation of hundreds of thousands of older oil and gas facilities. Not to mention that this proposal will supercharge climate change due to the fact that methane is an extremely potent greenhouse gas, responsible for a quarter of the warming that we are experiencing today, and the oil and gas sector is the largest industrial source of methane pollution.<\/p>\n<p>EPA heard from <a href=\"https:\/\/www.edf.org\/sites\/default\/files\/content\/Joint Environmental Comments on EPA%27s Proposed NSPS Review.pdf\">EDF<\/a> and other environmental groups, but they also heard from a diverse range of other powerful voices explaining why they oppose this rollback.<\/p>\n<p><!--more--><\/p>\n<p><strong>Government and tribal officials spoke up out of a duty to protect their residents.<\/strong><\/p>\n<p>As a <a href=\"http:\/\/www.marylandattorneygeneral.gov\/news documents\/112219_Comments_of_States_and_Cities.pdf\">letter<\/a> from 25 attorneys general including major oil and gas states like California\u2019s Xavier Becerra; New Mexico\u2019s Hector Balderas; Pennsylvania\u2019s Josh Shapiro; Colorado\u2019s Phil Weiser and other state officials said, \u201cstates and cities have a demonstrated, legally protected interest in protecting our residents from harmful air pollution that contributes to climate change and endangers public health and welfare.\u201d<\/p>\n<p>Similarly, the environmental departments in New Mexico, <a href=\"https:\/\/www.regulations.gov\/document?D=EPA-HQ-OAR-2017-0757-0095\">Colorado<\/a> and <a href=\"https:\/\/www.regulations.gov\/document?D=EPA-HQ-OAR-2017-0757-2075\">Pennsylvania<\/a> weighed in to defend the health of their residents, with James Kenney, Secretary of the New Mexico Environment Department <a href=\"https:\/\/www.regulations.gov\/document?D=EPA-HQ-OAR-2017-0757-0092\">saying<\/a>, \u201cthe proposed revisions will significantly degrade air quality and adversely impact public health throughout the U.S, including the State of New Mexico.\u201d<\/p>\n<p>Tribal air regulators also weighed in highlighting the harm EPA\u2019s proposal would cause for tribal communities. This includes Navajo Nation EPA Executive Director Oliver Whaley who <a href=\"https:\/\/www.regulations.gov\/document?D=EPA-HQ-OAR-2017-0757-1839\">stated<\/a> that the proposal \u201cwould negatively impact air quality and public health in the Navajo Nation.\u201d They also spoke out against increased climate pollution from this rollback, <a href=\"https:\/\/www.regulations.gov\/document?D=EPA-HQ-OAR-2017-0757-1243\">citing<\/a> \u201cobserved and projected changes of increased wildfire, diminished snowpack, pervasive drought, flooding, ocean acidification and sea level rise threaten the viability\u201d of tribes\u2019 \u201ctraditional subsistence and commercial sector activities.\u201d<\/p>\n<p><strong>Leaders express concern for groups disproportionately impacted by pollution<\/strong><\/p>\n<p>The <a href=\"https:\/\/www.regulations.gov\/document?D=EPA-HQ-OAR-2017-0757-1119\">American Academy of Pediatrics<\/a>, which represents 67,000 pediatricians across the nation, specifically weighed in on the impact of increased toxic air emissions and climate pollution from this proposal. They unequivocally say, \u201cEPA\u2019s proposed amendments would disproportionately harm child health,\u201d citing higher breathing rates, time spent outdoors, and the many ways children are hurt by climate change.<\/p>\n<p><a href=\"https:\/\/www.regulations.gov\/document?D=EPA-HQ-OAR-2017-0757-1246\">Two coalitions<\/a> of Latinx leaders focused nationally and specifically in New Mexico also emphasized that their communities \u201care among the first and worst impacted by climate change and unhealthy air quality, both of which are exacerbated by pollution from the oil and gas industry.\u201d<br \/>\nPollution from this rollback will hurt local economies<\/p>\n<p>Diverse economic voices weighed in as well including outdoor recreation industry representatives like <a href=\"https:\/\/www.regulations.gov\/document?D=EPA-HQ-OAR-2017-0757-1219\">Western Spirit Cycling<\/a> noting that industry is greatly impacted by decreased air quality; \u201cthe absence of a federal methane rule [would allow] industry to leave communities with air quality problems that are terminal. If your community is not in compliance with the Clean Air Act, you cannot attract visitors or investors.\u201d<\/p>\n<p>Similarly, the <a href=\"https:\/\/www.regulations.gov\/document?D=EPA-HQ-OAR-2017-0757-0638\">Rocky Mountain Farmers Union, Pennsylvania Farmers Union<\/a> and other farmers and ranchers are already seeing the impact of climate change on their bottom line and oppose efforts that lead to more air pollution. \u201cClimate change has already cost many producers millions of dollars that can never be recovered. Severe storms and drought related to climate change have farmers and ranchers guessing about their future.\u201d<\/p>\n<p><strong>Rolling back rules would create uncertainty for oil and gas producers and American communities<\/strong><\/p>\n<p>Oil and gas producers themselves even <a href=\"https:\/\/blogs.edf.org\/energyexchange\/2019\/12\/06\/new-companies-oppose-methane-rollbacks-but-industry-divide-remains\/\">oppose this rollback<\/a>, recognizing that that voluntary actions from a handful of leading producers are \u201cinsufficient to meet the challenge of significantly reducing methane emissions\u201d and that \u201ca clear regulatory program would provide operators with certainty and predictability.\u201d<\/p>\n<p>Similarly, Americans deserve to know they\u2019re being protected from oil and gas pollution, no matter where they live. Without federal rules, oil and gas wells built just a few miles apart may be held to different standards depending on what side of a state border they\u2019re located. State officials <a href=\"https:\/\/www.regulations.gov\/document?D=EPA-HQ-OAR-2017-0757-0092\">agree<\/a> this would create an \u201cuncertain and unlevel playing field,\u201d and since pollution doesn\u2019t stop at state lines, residents would pay the price for the weakened oversight whether their state is stepping up or not.<\/p>\n<p>As EPA recognized when it decided to regulate methane in 2016, the science is clear: oil and gas methane pollution is a large contributor to climate change and a significant source of potent methane pollution in the United States. The latest evidence only underscores this threat. For example, an extensive, peer reviewed scientific study found the U.S. oil and gas industry emits over 13 million metric tons of methane pollution every year \u2014 60% more than EPA estimates suggest.<\/p>\n<p>EDF <a href=\"https:\/\/blogs.edf.org\/energyexchange\/2019\/09\/03\/epas-proposal-to-rollback-methane-rules-ignores-scientific-evidence-will-lead-to-5-million-tons-of-methane-pollution\/\">estimates<\/a> that if the administration successfully finalizes this proposal and its earlier proposal to weaken protections for the oil and gas sector, the net result would be 5 million metric tons of methane (3.8 million from existing sources alone), 1.2 million tons of smog-forming VOCs, and over 43,000 tons of hazardous air pollutants like cancer-causing benzene that would otherwise be prevented each year. This pollution directly threatens public health.<\/p>\n<p>With these compelling voices, as well as a final count of over 300,000 commenters speaking out in favor of continued federal action on methane, it\u2019s clear this rollback would be a lose-lose for our climate, our economy and our communities.
