But it isn\u2019t about any of that. And it\u2019s barely about Ohio. Ohioans deserve to know the truth, and the legislature should reject this dishonest bill.<\/p>\n<p>FirstEnergy claims it needs $150 to $190 million a year from Ohioans to keep two old nuclear plants online. And this would be the fifth time Ohioans will have paid for these plants. They first paid when the plants were built. They paid again in 1999 when the electricity market was restructured. They paid again when companies were allowed to add plants back into their supply plans in 2008. And finally, they\u2019ve paid via the <a href=\"https:\/\/blogs.edf.org\/energyexchange\/2016\/10\/13\/ohio-regulators-deliver-undoubtedly-unconventional-decision-in-firstenergy-bailout-case\/\">bailout ruling<\/a> approved by the Public Utilities Commission of Ohio in 2016.<\/p>\n<p><!--more--><\/p>\n<p>Despite all these bailouts, FirstEnergy is claiming poverty and needs the money to keep its business afloat, its employees employed and its vendors paid. And some legislators are buying it, saying that the bailout would flow to local creditors and vendors that supply the company with paper, furniture or maintenance services.<\/p>\n<span class='bctt-click-to-tweet'><span class='bctt-ctt-text'><a href='https:\/\/x.com\/intent\/tweet?url=https%3A%2F%2Fblogs.edf.org%2Fenergyexchange%2F2019%2F07%2F01%2Fthe-firstenergy-bailout-bill-benefits-out-of-state-executives-and-investors-not-ohioans%2F&#038;text=The%20FirstEnergy%20bailout%20bill%20benefits%20out-of-state%20executives%20and%20investors%2C%20not%20Ohioans&#038;via=EDFEnergyEx&#038;related=EDFEnergyEx' target='_blank'rel=\"noopener noreferrer\">The FirstEnergy bailout bill benefits out-of-state executives and investors, not Ohioans <\/a><\/span><a href='https:\/\/x.com\/intent\/tweet?url=https%3A%2F%2Fblogs.edf.org%2Fenergyexchange%2F2019%2F07%2F01%2Fthe-firstenergy-bailout-bill-benefits-out-of-state-executives-and-investors-not-ohioans%2F&#038;text=The%20FirstEnergy%20bailout%20bill%20benefits%20out-of-state%20executives%20and%20investors%2C%20not%20Ohioans&#038;via=EDFEnergyEx&#038;related=EDFEnergyEx' target='_blank' class='bctt-ctt-btn'rel=\"noopener noreferrer\">Share on X<\/a><\/span>\n<p>But the biggest beneficiaries, by far, would be Wall Street, not Main Street. Investors gambled billions of dollars on FirstEnergy before and after its bailout campaign began. They want profit, and some of them are spending millions lobbying Ohio legislators on HB 6.<\/p>\n<p>A dark money group named Generation Now, for instance, has <a href=\"https:\/\/www.daytondailynews.com\/news\/local\/battle-over-energy-bill-includes-ads-sway-public\/tLAs56rT6DdVrs9FRbSBfJ\/\">spent<\/a> more than $2.76 million on TV and radio ads to promote HB 6. Even before this ad buy, FirstEnergy and FirstEnergy Solutions <a href=\"https:\/\/www.cleveland.com\/open\/2019\/04\/firstenergy-and-allies-spend-millions-influencing-ohio-legislature-as-they-seek-nuclear-bailout.html\">invested<\/a> $1.2 million in campaign contributions and $2.7 million on <a href=\"https:\/\/www.cleveland.com\/open\/2019\/04\/firstenergy-and-allies-spend-millions-influencing-ohio-legislature-as-they-seek-nuclear-bailout.html\">lobbying and public relations<\/a> efforts. That\u2019s a ton of money, but it pales in comparison to what\u2019s at stake for these high-dollar gamblers.<\/p>\n<p>Americans for Prosperity Ohio, a conservative think tank, calculated that the legislation would provide the FirstEnergy investors a return of more than 3,000 percent.<br \/>\n\u201cLet that sink in for a second,\u201d <a href=\"https:\/\/blogs.edf.org\/energyexchange\/wp-content\/blogs.dir\/38\/files\/2019\/07\/Testimony_MicahDerry_AmericansforProsperity_5.8.2019-1.pdf\">testified<\/a> AFP\u2019s Micah Derry, \u201cand think about (what) the average person, or a small business owner might think when they hear that information. Surely one thought that would cross their mind would be that it\u2019s a better deal than the government has ever offered them.\u201d<\/p>\n<p>Let\u2019s be clear. There\u2019s no crime in gambling on troubled companies. It happens a lot on Wall Street. But their risky bets shouldn\u2019t cost Ohioans $150 million a year.<\/p>\n<p>Even FirstEnergy <a href=\"https:\/\/blogs.edf.org\/energyexchange\/wp-content\/blogs.dir\/38\/files\/2019\/07\/MooreCharlesTestimony-chief-restructuring-officer.pdf\">admits<\/a> these \u201clong-lived plants are unprofitable and lose money,\u201d even after the bankruptcy court allowed the company to shed some \u201cburdensome contracts,\u201d and said \u201cwe cannot force creditors or any other parties to take on ownership and continued operation of units that are expected to lose money in the future.\u201d But that\u2019s exactly what HB 6 would do \u2013 force Ohioans to take on ownership of a money loser.<\/p>\n<p>The people who would pay for HB 6 all live right here \u2013 on Main Street in every town across the state. But their $150 million annual \u201cinvestment\u201d would exit Ohio so quickly we\u2019ll be able to hear the \u201cwhoosh\u201d sound.<\/p>\n<p>FirstEnergy and its supporters may want us to think HB 6 is about clean air, jobs or the local economy. But it\u2019s nothing more than a publicly-funded money grab.
