\"\"<\/a>The Cabinet Room was buzzing with (clean) energy on Tuesday as New Mexico Gov. Michelle Lujan Grisham was joined by her Energy Minerals and Natural Resources (EMNRD) Secretary Sarah Cottrell Propst and Environment Secretary Jim Kenney to sign one of the strongest climate executive orders in the nation.<\/p>\n

Crucially, the order also directs New Mexico\u2019s state agencies to move expeditiously and develop comprehensive, statewide methane regulations to cut energy wasted from the oil and gas industry and improve air quality.<\/p>\n

Now the question becomes, \u201cwhat next?\u201d<\/strong><\/p>\n

Governor Lujan Grisham made her wishes for a speedy methane rule development clear in the executive order<\/a>, directing her EMNRD and Environment Department to enact rules \u201cas soon as practicable.\u201d
\nAnd she set a high bar<\/a> for the strength and inclusiveness of the methane rules when she said that, \u201cOur goal is to eclipse states that are successfully doing this work.\u201d<\/p>\n

<\/p>\n

A roadmap of where things could head<\/strong><\/p>\n

Since methane, the primary component of natural gas, is both a potent greenhouse gas and a valuable energy source, the state is setting itself up well for a strong two-pronged strategy. Gov. Lujan Grisham has directed the EMNRD and Environment Department to work cooperatively on complementary, but not duplicative, rules.<\/p>\nNo time to waste: What lies ahead in New Mexico on methane policy? <\/a><\/span>Share on X<\/a><\/span>\n

The EMNRD\u2019s Oil Conservation Division would develop statewide rules focused on cutting energy and revenue waste from practices like venting and flaring. Meanwhile, since methane leaks allow other dangerous co-pollutants like cancer-causing benzene and smog-forming volatile organic compounds to escape, the Environment Department\u2019s Air Quality Bureau could complement these efforts with its own set of requirements focused on improving air quality.<\/p>\n

This approach would address the problems of methane waste and air pollution related to oil and gas development in the most holistic way possible: both as an issue that wastes $240 million<\/a> in New Mexico natural gas resources every year, and as an air pollution problem that increases ozone and smog in the state\u2019s biggest oil and gas counties.<\/p>\n

There is no time to waste<\/strong><\/p>\n

New Mexico is in the midst of a drilling boom, but without strong regulations on the books, every new well is another source of wasted resources.<\/p>\n

In the air quality realm, action to reduce pollution is required under state law where ozone levels are within 95 percent of the federal health-based standard. Currently, counties including San Juan, Eddy and Lea<\/a> \u2013 not coincidentally the state\u2019s largest oil and gas production centers – are within that danger zone.<\/p>\n

It only makes sense that the state with the worst oil and gas methane problem<\/a> in the nation, the weakest current regulations<\/a> (after eight years of policy retreats) and the country\u2019s most active drilling basin should step out to create the strongest, most comprehensive regulations it can as quickly as possible.<\/p>\n

Thanks to the leadership of Gov. Lujan Grisham, the road ahead in New Mexico appears to be fast leading to a brighter future for state revenue and air better protected from oil and gas pollution.<\/p>\n","protected":false},"excerpt":{"rendered":"
