Unfortunately, Acting EPA Administrator Andrew Wheeler has <a href=\"https:\/\/www.edf.org\/media\/trump-administration-attacks-sensible-methane-standards-putting-americans-risk\">proposed to weaken standards<\/a> limiting pollution from new and modified oil and gas facilities.<\/p>\n<p>Companies across the value chain with a stake in the future of gas have an incentive to urge continued\u2014and enhanced\u2014nationwide methane regulation that helps industry as a whole improve. As EPA reportedly considers issuing an even more extreme, second proposal to eliminate methane regulation, some industry responses include promising signs of leadership that underscore just how out of step this administration\u2019s attacks have been. Other responses (and non-responses) from industry have been more discouraging in supporting regulatory rollbacks that will increase harmful emissions and further call into question the role of natural gas as investors, customers and others demand cleaner energy.<\/p>\n<p><!--more--><\/p>\n<p><strong>ExxonMobil calls for continued EPA methane regulation<\/strong><\/p>\n<p>Importantly, <a href=\"https:\/\/www.regulations.gov\/document?D=EPA-HQ-OAR-2017-0483-1586\">ExxonMobil<\/a> filed comments with EPA noting the company\u2019s support for \u201cfederal regulatory standards to mitigate methane emissions for both new and existing source oil and gas facilities,\u201d and urging EPA to \u201ccontinue\u201d to regulate methane. Exxon also expressed support for comments submitted by the American Petroleum Institute (API) that call for a loosening of the current leak detection and repair requirements for new sources.<\/p>\n<p>Although EDF strongly disagrees with the API comments, Exxon deserves recognition for becoming the first company to call for continued EPA methane regulation. This aspect of Exxon\u2019s comments supports its prior public <a href=\"http:\/\/business.edf.org\/blog\/2018\/09\/13\/methane-rollbacks-create-moment-of-truth-for-oil-and-gas-executives\">commitment to advocate for methane regulation<\/a> (BP, Chevron, Equinor and Shell are among those who have made the identical commitment) and position Exxon as an important voice against rollbacks in 2019 and beyond.<\/p>\n<span class='bctt-click-to-tweet'><span class='bctt-ctt-text'><a href='https:\/\/x.com\/intent\/tweet?url=https%3A%2F%2Fblogs.edf.org%2Fenergyexchange%2F2019%2F01%2F29%2Fexxonmobil-and-shell-lead-an-industry-divide-on-trump-climate-rollback%2F&#038;text=ExxonMobil%20and%20Shell%20lead%20as%20counterparts%20lag%20on%20EPA%20rollbacks&#038;via=EDFEnergyEx&#038;related=EDFEnergyEx' target='_blank'rel=\"noopener noreferrer\">ExxonMobil and Shell lead as counterparts lag on EPA rollbacks <\/a><\/span><a href='https:\/\/x.com\/intent\/tweet?url=https%3A%2F%2Fblogs.edf.org%2Fenergyexchange%2F2019%2F01%2F29%2Fexxonmobil-and-shell-lead-an-industry-divide-on-trump-climate-rollback%2F&#038;text=ExxonMobil%20and%20Shell%20lead%20as%20counterparts%20lag%20on%20EPA%20rollbacks&#038;via=EDFEnergyEx&#038;related=EDFEnergyEx' target='_blank' class='bctt-ctt-btn'rel=\"noopener noreferrer\">Share on X<\/a><\/span>\n<p><strong>Shell supports continuation of twice-yearly leak inspections<\/strong><\/p>\n<p>With EPA proposing to weaken leak detection and repair frequency, <a href=\"https:\/\/www.regulations.gov\/document?D=EPA-HQ-OAR-2017-0483-0996\">Shell<\/a> explained that from its experience, \u201ca continuation of semiannual survey frequency is reasonable for the reduction of fugitive emissions from\u2026affected sources.\u201d By supporting continued twice yearly inspections, Shell showed leadership in becoming the only operator to oppose proposed EPA changes that would immediately increase emissions.<\/p>\n<p>However, Shell stopped short of ExxonMobil by remaining quiet on the underlying need for continued federal regulation of methane, while noting its comments are intended to \u201ccomplement\u201d those submitted by API and other trade groups, which generally oppose federal methane regulation.<\/p>\n<p><strong>Other companies miss the mark<\/strong><\/p>\n<p>While some companies stepped up, others supported even more substantial rollbacks or stayed silent, letting lobbying from their trade associations\u2019 lowest common denominator speak for them.<\/p>\n<p>BP comments focused on innovative alternatives for compliance with leak detection standards, while largely ignoring the administration\u2019s proposal to dramatically weaken the core standards themselves, and stopping short of Exxon\u2019s call for continued federal methane regulation. <a href=\"http:\/\/business.edf.org\/blog\/2018\/06\/27\/future-ready-regulations-will-catalyze-innovation-for-the-oil-and-gas-industry\">EDF is committed<\/a> to supporting efforts that incentivize innovative technologies and methodologies to achieve greater emissions reductions at even less cost. Unfortunately, EPA\u2019s proposal to weaken the current core standards for leak detection\u2014an essential element of a rigorous alternative compliance pathway\u2014undermines incentives for innovation.<\/p>\n<p>Other companies actively supported EPA\u2019s proposed rollback and even more environmentally damaging actions. For instance, in its comments, <a href=\"https:\/\/www.regulations.gov\/document?D=EPA-HQ-OAR-2017-0483-0754\">Chevron<\/a> urged EPA to adopt weaker standards, calling for EPA to implement \u201cno more than an annual frequency for leak detection surveys.\u201d Chevron asserted that increasing emissions with fewer inspections is an \u201cappropriate tradeoff.\u201d<\/p>\n<p>And other companies with positive methane commitments, like Equinor, remained silent in the comment period, effectively allowing API to speak for them.<\/p>\n<p>As the administration reportedly considers eliminating EPA regulation of methane for the oil and gas sector, companies like ExxonMobil and Shell have an opportunity to build on their initial leadership and support a responsible regulatory environment for climate and the future of American natural gas.
