Although this DOE effort was rightly <a href=\"https:\/\/blogs.edf.org\/energyexchange\/2018\/01\/08\/fercs-rejection-of-does-pro-coal-and-nuclear-proposal-shows-evidence-can-still-trump-politics\/\">rejected<\/a> by the Federal Energy Regulatory Commission (FERC) in January, the issue of resilience remains.<\/p>\n<p>In denying DOE\u2019s proposal, FERC (the agency responsible for overseeing our nation\u2019s electric grid) asked regional grid operators to report practices they are currently implementing to ensure a reliable, resilient electric grid. In March, grid operators filed their reports, which generally concluded that the grid is resilient and we don\u2019t need uneconomic coal and nuclear plants to keep the lights on.<\/p>\n<p>Today, Environmental Defense Fund (EDF) \u2013 alongside numerous other stakeholders from business, academia, industry, and public interest organizations \u2013 submitted to FERC <a href=\"https:\/\/blogs.edf.org\/energyexchange\/wp-content\/blogs.dir\/38\/files\/2018\/05\/Reply-Comments-of-the-Environmental-Defense-Fund-AD18-7.pdf\">individual<\/a> and <a href=\"https:\/\/blogs.edf.org\/energyexchange\/wp-content\/blogs.dir\/38\/files\/2018\/05\/Comments-of-Public-Interest-Organizations-AD18-7-FINAL.pdf\">joint<\/a> comments on these grid operator reports and the topic of grid resilience.<!--more--><\/p>\n<p>[Tweet &#8220;Recommendations for a resilient grid, no federal coal bailout required&#8221;]<\/p>\n<p>Our comments make clear that dirty, costly coal power is unnecessary for a well-functioning electric grid, and DOE\u2019s fundamental approach \u2013 which has focused on mandating profit-guarantees for politically-favored coal \u2013 has no place in America\u2019s competitive power markets. In addition, EDF\u2019s joint comments made several recommendations to support a cleaner, more affordable, reliable, and resilient electric grid, including the following:<\/p>\n<ul>\n<li><strong>Resilience improvements should focus on the wires, not generation.<\/strong> The vast majority of outages (according to DOE, <a href=\"https:\/\/www.energy.gov\/sites\/prod\/files\/2017\/01\/f34\/Chapter%20IV%20Ensuring%20Electricity%20System%20Reliability%2C%20Security%2C%20and%20Resilience.pdf\">over 90 percent<\/a>, in fact), are caused because distribution lines, which connect the electric grid to customers, go down. A focus on power plants, rather than the wires connecting the grid, is thus misplaced.<\/li>\n<li><strong>Don\u2019t lose sight of what matters.<\/strong> FERC\u2019s legal responsibility is to make sure the electric grid delivers reliable, affordable power to Americans \u2013 not to pick which private companies win or lose in the process. Any action by FERC or grid operators should be done with this in mind: If customers don\u2019t need it, don\u2019t do it. And as a recent <a href=\"https:\/\/blogs.edf.org\/energyexchange\/2018\/05\/02\/new-study-answers-the-question-what-is-grid-resilience\/\">report<\/a> on the topic concludes, the most effective resilience measures should focus on state-regulated distribution systems.<\/li>\n<li><strong>Create a pathway for more flexibility on the grid.<\/strong> The grid of today and tomorrow needs fast-acting resources like energy storage and demand response that can respond quickly to variations in energy supply and demand. FERC recently <a href=\"https:\/\/www.edf.org\/media\/ferc-opens-wholesale-markets-energy-storage\">took steps<\/a> to ensure energy storage has the same opportunity to compete in our competitive power markets as resources like gas and coal, but has not yet provided a similar pathway for other distributed energy resources. Our comments recommend that FERC quickly and concretely take steps to provide access for these resources to improve grid resilience.<\/li>\n<li><strong>Support clean, distributed energy resources.<\/strong> Because most outages occur on the distribution grid, improvements on or near the customer side of the grid can be particularly valuable. Measures taken to support distributed energy resources like rooftop solar or microgrids can thus support local communities and provide clean, affordable electricity to the grid.<\/li>\n<li><strong>Respect regional differences.<\/strong> There are six FERC-regulated grid operators in the United States. What works for one region may not work well for another. Respecting, encouraging, and learning from regional differences can support a more innovative, dynamic grid.<\/li>\n<\/ul>\n<p>EDF\u2019s comments today use the grid operator reports as an opportunity to recommend how FERC should consider resilience as our electric grid continues to evolve and adapt. Separately, we\u2019re also <a href=\"https:\/\/blogs.edf.org\/energyexchange\/2018\/05\/09\/resilience-proceeding-gives-ferc-a-chance-to-advance-gas-electric-coordination\/\">filing comments<\/a> on new, more efficient ways for pipelines and electric generators to contract with one another.<\/p>\n<p>EDF will continue to engage as the docket before FERC unfolds. How FERC will act, however, is still unknown.<\/p>\n<p>Market forces and technology are increasingly making old, dirty power plants uneconomic \u2013 but the Trump administration is committed to saving coal at the expense of the American people and their health.
