And several more including Shell, Pemex and Statoil have committed to a <a href=\"http:\/\/ccacoalition.org\/en\/resources\/reducing-methane-emissions-across-natural-gas-value-chain-guiding-principles\">near-zero methane future<\/a> and announced plans to release reduction targets this fall.<\/p>\n<p><!--more--><\/p>\n<p>In no case are these voluntary programs valid replacements for solid, across the board regulations, and not all voluntary programs are created equal. As a new EDF report recommends, <a href=\"https:\/\/www.edf.org\/media\/five-keys-oil-gas-companies-establish-credible-methane-reduction-targets\">five criteria <\/a>\u00a0(scope, form, stringency, timeline and transparency) are critical to making sure these industry plans achieve needed methane reductions. Scope in particular is key \u2013 for a target to be effective it must include methane from oil production and not just from production of marketable natural gas.<\/p>\n<p>Some of these voluntary programs \u2013 like BP\u2019s \u2013 exclude \u201cunmarketed\u201d natural gas from their methane targets. If targets don\u2019t address the methane that doesn\u2019t make it into a pipe to sell, a large amount of methane emissions remain unaddressed. This is a huge loophole that producers must look to close. Natural gas that is produced as a byproduct of oil production is a large source of methane emissions. Globally, it represents more than half of all upstream methane emissions according to an <a href=\"https:\/\/www.edf.org\/sites\/default\/files\/documents\/EDF_TakingAim.pdf\">EDF analysis<\/a> of International Energy Administration data.<\/p>\n<p><strong>Permian will be a key test of methane commitments<\/strong><\/p>\n<p>Industry observers say the Permian Basin of West Texas and Southeastern New Mexico may become the <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2018-04-24\/permian-basin-seen-growing-to-largest-oil-patch-in-the-world\">world\u2019s largest oil field<\/a> over the next decade. An estimated 60-70 billion barrels of recoverable oil is located in the area, which is worth roughly $3.3 trillion at current prices, according to <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2017-09-25\/permian-super-basin-holds-up-to-3-3-trillion-in-untapped-oil\">IHS Markit<\/a>.<\/p>\n<p>But oil isn\u2019t the only resource in abundant supply. The Energy Information Administration estimates that operators in the Permian are also producing <a href=\"https:\/\/www.eia.gov\/petroleum\/drilling\/pdf\/permian.pdf\">over 9 billion cubic feet<\/a> of natural gas per day. Yet much of that production is currently unmarketed.<\/p>\n<p><a href=\"https:\/\/blogs.edf.org\/energyexchange\/wp-content\/blogs.dir\/38\/files\/2018\/05\/Dark-Sky-NM-pg-12.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-17765 alignright\" src=\"https:\/\/blogs.edf.org\/energyexchange\/wp-content\/blogs.dir\/38\/files\/2018\/05\/Dark-Sky-NM-pg-12-300x185.jpg\" alt=\"\" width=\"300\" height=\"185\" srcset=\"https:\/\/blogs.edf.org\/energyexchange\/wp-content\/blogs.dir\/38\/files\/2018\/05\/Dark-Sky-NM-pg-12-300x185.jpg 300w, https:\/\/blogs.edf.org\/energyexchange\/wp-content\/blogs.dir\/38\/files\/2018\/05\/Dark-Sky-NM-pg-12-768x475.jpg 768w, https:\/\/blogs.edf.org\/energyexchange\/wp-content\/blogs.dir\/38\/files\/2018\/05\/Dark-Sky-NM-pg-12-1024x633.jpg 1024w, https:\/\/blogs.edf.org\/energyexchange\/wp-content\/blogs.dir\/38\/files\/2018\/05\/Dark-Sky-NM-pg-12.jpg 1222w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><\/a>Currently, Permian operators flare their unmarketed gas. \u00a0An EDF analysis showed that some of the top producers working in the Texas portion of the Permian Basin were wasting close to <a href=\"https:\/\/blogs.edf.org\/energyexchange\/wp-content\/blogs.dir\/38\/files\/2017\/11\/Permian-Flaring-Report-2017.pdf\">10 percent<\/a> of their produced gas due to flaring practices. This flaring is so extreme, it can be seen from space. Without sensible standards to reduce flaring and methane emissions from oil and gas production in the Permian, too much of the Permian\u2019s natural gas will go to waste.<\/p>\n<p>In 2015 alone, enough Texas Permian natural gas was flared to serve all of the Texas household needs in the Permian counties for two and a half years. And in recent weeks, industry analysts have been raising the alarm that gas production in the Permian is outpacing pipeline capacity creating the perfect recipe for a dramatic increase in <a href=\"http:\/\/www.worldoil.com\/news\/2018\/3\/28\/texas-sized-gas-conundrum-emerges-in-americas-busiest-oil-field\">excessive flaring<\/a>.<\/p>\n<span class='bctt-click-to-tweet'><span class='bctt-ctt-text'><a href='https:\/\/x.com\/intent\/tweet?url=https%3A%2F%2Fblogs.edf.org%2Fenergyexchange%2F2018%2F05%2F04%2Fpermian-a-litmus-test-for-oil-and-gas-industrys-methane-targets%2F&#038;text=Permian%20a%20litmus%20test%20for%20oil%20and%20gas%20industry%E2%80%99s%20methane%20targets&#038;via=EDFEnergyEx&#038;related=EDFEnergyEx' target='_blank'rel=\"noopener noreferrer\">Permian a litmus test for oil and gas industry\u2019s methane targets <\/a><\/span><a href='https:\/\/x.com\/intent\/tweet?url=https%3A%2F%2Fblogs.edf.org%2Fenergyexchange%2F2018%2F05%2F04%2Fpermian-a-litmus-test-for-oil-and-gas-industrys-methane-targets%2F&#038;text=Permian%20a%20litmus%20test%20for%20oil%20and%20gas%20industry%E2%80%99s%20methane%20targets&#038;via=EDFEnergyEx&#038;related=EDFEnergyEx' target='_blank' class='bctt-ctt-btn'rel=\"noopener noreferrer\">Share on X<\/a><\/span>\n<p>Flaring is just part of the waste problem. In the Permian, oil tanks are <a href=\"https:\/\/blogs.edf.org\/energyexchange\/2018\/04\/05\/new-regional-emissions-study-offers-insights-into-new-mexicos-oil-and-gas-emissions-problems\/\">responsible for over 50 percent<\/a> of the total methane emissions, meaning, contrary to claims from some in the oil and gas industry, methane emissions from oil production facilities are a significant contributor that must be addressed.<\/p>\n<p>Again, methane emissions targets that fail to account for natural gas that doesn\u2019t reach a pipeline would leave much of the natural gas that\u2019s flared or leaked in the Permian unmeasured and unaccounted for.<\/p>\n<p>Overall, according to an EDF analysis of the <a href=\"https:\/\/blogs.edf.org\/energyexchange\/2018\/04\/05\/new-regional-emissions-study-offers-insights-into-new-mexicos-oil-and-gas-emissions-problems\/\">most current Permian inventory<\/a> from the Western Regional Air Partnership, Permian basin methane emissions from natural gas and oil production was 1.9 million tons in 2014. This is the equivalent of 131 billion cubic feet of saleable natural gas, valued at $390 million in today\u2019s prices \u2013 or enough gas to provide the heating and cooking needs for every home in Houston and Dallas for a year.<\/p>\n<p><strong>\u00a0If not in the Permian, where?<\/strong><\/p>\n<p>The Permian Basin is a world-class oil and gas resource, but it deserves leading methane emission and waste reduction measures to match. Without them there\u2019s good reason to believe that the Permian will continue to see increases in methane emissions as the oil boom continues.<\/p>\n<p>If oil and gas companies can\u2019t manage their methane in the biggest and most important U.S. and global oil play, the question will be, can they anywhere?<\/p>\n","protected":false},"excerpt":{"rendered":"<p>This blog was co-authored by Jon Goldstein and Colin Leyden.
