Alberta may undercut them."},"content":{"rendered":"<p>Last night, Canada <a href=\"https:\/\/www.edf.org\/media\/canada-methane-cuts-spur-global-action-address-major-climate-threat\">finalized new national regulations<\/a> on methane emissions from the oil and gas industry, its largest methane polluter. The rules are among the most comprehensive in the world, putting Canada on a clear path toward its 40 to 45 percent methane reduction goal, and delivering on a critical element of the Canadian climate plan.<\/p>\n<p>By finalizing regulations on methane, Canada continues its international climate leadership and is implementing policies to help achieve its Paris commitment. Further, this action places Canada as another <a href=\"https:\/\/www.edf.org\/media\/bp-goes-after-methane-stringent-quantitative-target\">example<\/a> of the momentum building to reduce oil and gas methane emissions \u2013 one of the cheapest and most impactful things we can do now to slow the rate of warming.<!--more--><\/p>\n<p>But not long before the federal regulations dropped, the provincial government of Alberta <a href=\"https:\/\/www.aer.ca\/documents\/directives\/DraftDirective017.pdf\">unveiled<\/a> its own draft methane rules. Canadian law allows provincial regulations to replace national rules, so long as they provide an equal or better level of protection. Our initial analysis of the Alberta regulations show that they do not achieve an equivalent level of reductions.<\/p>\n<p>While the final federal regulations deserve recognition, the real test now will be whether the federal government remains firm and ensures that their regulations are not undermined by weaker Alberta regulations.<\/p>\n<p><strong>True vs. False Equivalency<\/strong><\/p>\n<p>The gap between the federal regulations and the draft Alberta regulations is enormous.<\/p>\n<p>First, the Alberta regulations establish venting limits that are <em>much<\/em> higher than the allowable venting limits under the federal regulations &#8212; either2.4 or 12 times higher, depending on the type of facility.<\/p>\n<p>Second, the federal regulations require industry to look for these leaks three times a year, while most sites in Alberta only have to do this once. That\u2019s a critical difference, because studies confirm that much of Alberta\u2019s oil and gas emissions come from large but intermittent sources that are missed by annual inspections.<\/p>\n<p>Third, the federal regulations were designed to compensate for underreported emissions, but Alberta\u2019s are not. And <a href=\"https:\/\/blogs.edf.org\/energyexchange\/2017\/10\/17\/vastly-underreported-emissions-in-albertas-oil-patch-reveal-excessive-natural-gas-waste\/\">recent studies prove<\/a> that oil and gas methane emissions are underreported by as much as 50 percent in Alberta.<\/p>\n<p>Finally, Alberta\u2019s regulations are a sharp departure from what every other jurisdiction is doing to reduce oil and gas methane. For example, Alberta\u2019s per-site emission limits cannot be enforced because current monitoring technology that would ensure continuous compliance with site limits is not yet available.<\/p>\n<p>In essence, Alberta has given industry the ability to speed while taking away the radar guns from its traffic cops. On nearly every level, Alberta\u2019s methane rules fall short of the federal rules.<\/p>\n<p>And there\u2019s plenty of reason for concern. Over the last six months, multiple studies (<a href=\"https:\/\/www.elementascience.org\/articles\/10.1525\/elementa.284\/\">here<\/a>, <a href=\"https:\/\/pubs.acs.org\/doi\/abs\/10.1021\/acs.est.7b03525\">here<\/a> and <a href=\"https:\/\/www.atmos-chem-phys.net\/17\/12405\/2017\/acp-17-12405-2017-discussion.html\">here<\/a>) using multiple approaches in multiple parts of Western Canada all came to a startlingly similar conclusion: Actual measurements of methane emissions are much higher than what the oil and gas industry reports. (This is a trend uncovered in similar regions in the United States.)<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\" wp-image-17701 aligncenter\" src=\"https:\/\/blogs.edf.org\/energyexchange\/wp-content\/blogs.dir\/38\/files\/2018\/04\/Canada-Studies-graphic.jpg\" alt=\"Canada studies graphic\" width=\"660\" height=\"510\" srcset=\"https:\/\/blogs.edf.org\/energyexchange\/wp-content\/blogs.dir\/38\/files\/2018\/04\/Canada-Studies-graphic.jpg 1200w, https:\/\/blogs.edf.org\/energyexchange\/wp-content\/blogs.dir\/38\/files\/2018\/04\/Canada-Studies-graphic-300x232.jpg 300w, https:\/\/blogs.edf.org\/energyexchange\/wp-content\/blogs.dir\/38\/files\/2018\/04\/Canada-Studies-graphic-768x593.jpg 768w, https:\/\/blogs.edf.org\/energyexchange\/wp-content\/blogs.dir\/38\/files\/2018\/04\/Canada-Studies-graphic-1024x791.jpg 1024w\" sizes=\"auto, (max-width: 660px) 100vw, 660px\" \/><\/p>\n<p><strong>No Time to Waste, and No More Room for Compromise<\/strong><\/p>\n<p>If nationwide regulations are to be effective in driving down Canada\u2019s methane emissions to what we know is technically and economically feasible, it will be up to the federal government to ensure that the provinces meet the national standard they have set. Pushing back on Alberta\u2019s false claim of equivalence will be the feds\u2019 first test.<\/p>\n<p><a href=\"https:\/\/www.edf.org\/climate\/canadas-oil-and-gas-methane-opportunity\">Economic analysis<\/a> has demonstrated that reducing methane emissions from the oil and gas industry is among the quickest and most affordable climate strategies at our disposal. These reductions become even more cost-effective once the higher measured emissions are taken into account. And in fact, a <a href=\"https:\/\/blogs.edf.org\/energyexchange\/2017\/05\/04\/numbers-dont-lie-finding-and-fixing-methane-leaks-create-jobs-across-north-america\/\">2017 report cited<\/a> nearly 180 companies that can immediately help oil and gas operators comply with new regulations. Most of them expected to hire more staff under Canada\u2019s methane regulations.<\/p>\n<p><strong>Canada\u2019s Earned its Climate Leadership<\/strong><\/p>\n<p>The <a href=\"https:\/\/blogs.edf.org\/energyexchange\/2017\/11\/16\/whether-you-love-or-hate-natural-gas-stopping-methane-emissions-now-is-crucial\/\">International Energy Agency<\/a> said worldwide oil and gas methane emissions can be reduced 50 percent at no net cost, which would have the same climate benefit in 2100 as immediately closing all the coal plants in China. Companies like Shell, BP, Saudi Aramco, and Exxon Mobile have all recently announced plans to reduce their emissions.<\/p>\n<p>That\u2019s the future of the industry, and unless the feds stand strong, Alberta\u2019s industry won\u2019t be part of that future.<\/p>\n<p>Canada has so far seized its opportunity to lead on methane. These regulations are a tangible and meaningful fulfillment of Mr. Trudeau\u2019s methane pledge and demonstrate to leaders in other energy producing nations that a pro-energy nation can tackle the methane challenge head-on.
