{"id":17004,"date":"2018-01-12T12:18:50","date_gmt":"2018-01-12T17:18:50","guid":{"rendered":"http:\/\/blogs.edf.org\/energyexchange\/?p=17004"},"modified":"2018-01-12T13:14:00","modified_gmt":"2018-01-12T18:14:00","slug":"does-compensation-scheme-for-coal-and-nuclear-is-dead-now-what","status":"publish","type":"post","link":"https:\/\/blogs.edf.org\/energyexchange\/2018\/01\/12\/does-compensation-scheme-for-coal-and-nuclear-is-dead-now-what\/","title":{"rendered":"DOE\u2019s compensation scheme for coal and nuclear is dead \u2013 Now what?"},"content":{"rendered":"<p><a href=\"https:\/\/blogs.edf.org\/energyexchange\/wp-content\/blogs.dir\/38\/files\/2018\/01\/matthew-henry-134263.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignleft wp-image-17011 size-medium\" src=\"https:\/\/blogs.edf.org\/energyexchange\/wp-content\/blogs.dir\/38\/files\/2018\/01\/matthew-henry-134263-300x200.jpg\" alt=\"\" width=\"300\" height=\"200\" srcset=\"https:\/\/blogs.edf.org\/energyexchange\/wp-content\/blogs.dir\/38\/files\/2018\/01\/matthew-henry-134263-300x200.jpg 300w, https:\/\/blogs.edf.org\/energyexchange\/wp-content\/blogs.dir\/38\/files\/2018\/01\/matthew-henry-134263-768x512.jpg 768w, https:\/\/blogs.edf.org\/energyexchange\/wp-content\/blogs.dir\/38\/files\/2018\/01\/matthew-henry-134263-1024x683.jpg 1024w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><\/a>In a January 8 <a href=\"https:\/\/www.ferc.gov\/CalendarFiles\/20180108161614-RM18-1-000.pdf\">Order<\/a>, the Federal Energy Regulatory Commission (FERC or Commission) swiftly dismissed the Department of Energy\u2019s (DOE) proposed out-of-market compensation scheme for coal and nuclear units.\u00a0 DOE\u2019s proposal would have provided guaranteed profits to coal and nuclear plants, despite the fact that these aging units are losing out to more efficient and affordable resources.\u00a0 Instead, FERC took a more measured approach, asking all regional market operators to submit additional information on resiliency issues within 60 days, and providing interested parties an opportunity to respond to those submittals within 30 days. \u00a0Here\u2019s what we can expect next.<!--more--><\/p>\n<p><strong>A robust process<\/strong><\/p>\n<p>The Commission has reasserted its independence and refused to be influenced by Secretary of Energy Rick Perry\u2019s poorly-reasoned proposal, and DOE\u2019s demand that FERC act swiftly without an adequate record.\u00a0 FERC\u2019s order makes clear that while it may take future action on resilience, it will only do so after a complete record and vetting of the issues.\u00a0 FERC\u2019s order provides a list of issues for Regional Transmission Organizations\/Independent System Operators (RTOs\/ISOs) to consider in order to develop a common understanding of resilience. It also sets the stage for developing an understanding how each RTO and ISO currently assesses resilience, and evaluating whether FERC action is warranted.<\/p>\n<p>[Tweet &#8220;DOE\u2019s compensation scheme for coal and nuclear is dead \u2013 Now what?&#8221;]<\/p>\n<p><strong>Resilience \u2013 Defined. <\/strong><\/p>\n<p>DOE asked FERC to compensate certain generators for resiliency attributes without any attempt to define the term.\u00a0 Agreeing with the majority of commenters, including Environmental Defense Fund, that resilience needs to be defined, FERC has proposed for further vetting the following definition of resilience:<\/p>\n<p><em>The ability to withstand and reduce the magnitude and\/or duration of disruptive events, which includes the capability to anticipate, absorb, adapt to, and\/or rapidly recover from such an event. <\/em><\/p>\n<p>Various definitions of resilience have been previously cited by the <a href=\"https:\/\/www.nap.edu\/catalog\/24836\/enhancing-the-resilience-of-the-nations-electricity-system\">National Academy of Sciences<\/a> and others, and we can expect commenters to propose further refinements to this definition, especially given that resilience could encompass a range of attributes, characteristics, and services.<\/p>\n<p><strong>Is there a need? <\/strong><\/p>\n<p>FERC has asked RTOs\/ISOs to respond to a list of questions to gauge how each currently evaluates resilience and how each mitigates threats to resilience.\u00a0 Market operators will be required to think through the risks associated with resilience and how each currently identifies and plans for those risks.\u00a0 They will also need to explain how existing procedures, market constructs, and standards consider and address resilience.\u00a0 We\u2019ve already received a preview of many of these issues in comments on the DOE proposal:<\/p>\n<ul>\n<li>Midcontinent Independent System Operator (MISO): \u201cMISO has existing processes already underway that are taking a holistic approach on ways to enhance grid reliability and resilience.\u201d (MISO Reply Comments, p. 2).<\/li>\n<li>PJM Interconnection (PJM): PJM\u2019s rigorous analysis of the reliability of the resource mix \u201cyielded encouraging results, and found no immediate (or even near-term) emergencies.\u201d (PJM Comments, p. 15).<\/li>\n<li>ISO New England (ISO-NE): \u201cISO-NE believes that the entire electricity industry, including RTOs and ISOs, should address \u2018resilience\u2019 on regional or utility-specific bases, and, to the extent necessary, develop market-based solutions to any identified needs.\u201d (ISO-NE Comments, p. 2).<\/li>\n<li>Southwest Power Pool (SPP): The important goal of ensuring grid resilience \u201cshould be addressed over a longer period of time and in a more deliberate manner that does not unduly disrupt\u201d the competitive markets. (SPP Comments, p. 2).<\/li>\n<li>California Independent System Operator (CAISO): \u201cThe CAISO already has mechanisms in place that ensure the CAISO [Balancing Authority Area] remains reliable and resilient in the face of unexpected loss of supply resources.\u201d (CAISO Comments, p. 2).<\/li>\n<li>New York Independent System Operator (NYISO): \u201cThere is no imminent threat to reliability in New York due to retirements of fuel-secure generation, and the resiliency risks of potential future \u2018Polar Vortex\u2019 events have been ameliorated.\u201d (NYISO Reply Comments, p. 1).<\/li>\n<\/ul>\n<p>To date, none of the RTOs\/ISOs have identified a pressing resiliency threat warranting the type of response sought by DOE.\u00a0 As demonstrated during the recent cold snap, long-standing and continually updated measures and practices provided the tools for the energy system\u2019s resilient response to this extreme weather event.\u00a0 While the RTO\/ISO submissions may identify additional areas to improve resiliency responses, FERC should only take action if a clear customer need is demonstrated.<\/p>\n<p><strong>Fuel neutral, or not at all\u00a0 <\/strong><div class=\"simplePullQuote right\"><p>The grid is becoming cleaner, more dynamic, and more distributed, and any new market rules need to reflect that evolution.<\/p>\n<\/div><\/p>\n<p>As noted by Commissioner Cheryl A. LaFleur, freezing \u201cyesterday\u2019s\u201d resources is not the proper solution.\u00a0 Coal and nuclear units are not the supposed bulwark suggested by DOE.\u00a0 Moreover, the fact that the Pilgrim Nuclear Power Station was removed from service in ISO-NE during the recent cold snap reinforces the point raised by the <a href=\"http:\/\/rhg.com\/notes\/doe-nopr-ferc-comments\">Rhodium Group\u2019s<\/a> analysis that most grid failures are on the transmission and distribution system. \u00a0The grid is becoming cleaner, more dynamic, and more distributed, and any new market rules need to reflect that evolution.\u00a0 Commissioner Richard Glick highlighted that the diverse array of generation resources (gas, solar, wind, geothermal, energy storage, distributed generation, and demand response) have contributed to, not hindered, the resilience of the bulk power system.\u00a0 If FERC does act, any new rules must be fuel neutral, and priced within the market to ensure customers receive the benefits that a competitive market provides.<\/p>\n<p><strong>The road ahead<\/strong><\/p>\n<p>While DOE narrowly focused its resilience efforts on generator compensation for onsite fuel in organized markets, FERC recognized that evaluation of grid resilience should encompass a broader consideration of issues, including wholesale electric market design, planning and coordination, and <a href=\"http:\/\/www.nerc.com\">North American Electric Reliability Corporation<\/a> standards. These issues will take time to unpack, and this first step is likely only the beginning of a multi-year process. This process may also include discussions of PJM\u2019s <a href=\"http:\/\/www.pjm.com\/-\/media\/library\/reports-notices\/special-reports\/20171115-proposed-enhancements-to-energy-price-formation.ashx?la=en\">pricing proposal<\/a>, which to date has not identified any meaningful nexus to resiliency.<\/p>\n<p>There will be much more on resilience from the regional markets and FERC, so stay tuned.
