Solar is <a href=\"https:\/\/www.theguardian.com\/environment\/2017\/jun\/06\/spectacular-drop-in-renewable-energy-costs-leads-to-record-global-boost\">getting cheaper<\/a> every day, making it an increasingly affordable option for people to produce their own electricity and save money on their electric bills. The solar industry is <a href=\"http:\/\/fuelfix.com\/blog\/2017\/03\/30\/solar-power-jobs-on-the-rise-in-texas\/\">employing thousands<\/a> of people across Texas. And numerous studies <a href=\"http:\/\/www.seia.org\/policy\/distributed-solar\/solar-cost-benefit-studies\">show<\/a> solar helps keep the electric grid balanced and reliable. What\u2019s not to like?<\/p>\n<p>Well, some utilities see customer-owned solar power as a threat to their profits \u2013 and want to stop its growth.<\/p>\n<p>That\u2019s why El Paso Electric has a new proposal that discriminates against homes and small businesses with solar panels. This proposal unfairly penalizes people who install solar, limits customer choice, and works against sunny El Paso\u2019s <a href=\"http:\/\/blogs.edf.org\/texascleanairmatters\/2016\/08\/24\/new-study-solar-energy-efficiency-can-help-the-texas-national-guard-save-money-and-water\/\">impressive solar potential<\/a>. Let\u2019s break down the details.<!--more--><\/p>\n<p><strong>The utility<\/strong><\/p>\n<p>El Paso Electric serves approximately 400,000 customers in West Texas and New Mexico, and supports solar power \u2013 but only when the utility owns and controls the resources. This isn\u2019t the first time El Paso Electric has tried to block solar growth \u2013 last year, it unsuccessfully <a href=\"http:\/\/blogs.edf.org\/texascleanairmatters\/2016\/08\/29\/2-ways-el-paso-just-upped-texas-solar-game\/\">attempted<\/a> to hit solar customers with a new, unexpected monthly charge. Now the utility\u2019s back with a similar agenda.<\/p>\n<p><strong>The utility\u2019s proposal<\/strong><\/p>\n<p>El Paso Electric is proposing a new rate structure that targets solar customers. If the utility succeeds, people and small businesses with solar panels will suddenly be hit with a higher monthly customer charge, as well as a new charge with which they will likely be unfamiliar: a demand charge.<\/p>\n<p>A demand charge is a fee the customer pays based on the maximum amount of energy they use at any given point over the course of a month. A demand charge is normally imposed on larger commercial customers, like big box stores, not homes and small businesses. Today, El Paso Electric does not even measure the demand of individual residential or small commercial customers, meaning people don\u2019t have the information needed to understand how their demand charge would be calculated. And if the utility gets its way, it will not notify a customer of their maximum demand for the prior month until weeks after the fact \u2013 denying customers the ability to manage their highest demand, which could result in a substantial fee.<\/p>\n<p>El Paso Electric also proposes all solar customers (but not all customers) be switched to a time-of-use rate that charges more for electricity used in the summer during the hot day. If done right, time-of-use pricing can <a href=\"https:\/\/blogs.edf.org\/energyexchange\/2017\/06\/06\/southern-california-edison-attempts-to-delay-renewable-friendly-electricity-rates\/\">encourage the use<\/a> of clean energy, but El Paso Electric\u2019s proposal misses the mark.<\/p>\n<p>[Tweet &#8220;This city has impressive clean energy potential, but its utility is trying to block solar\u2019s growth&#8221;]<\/p>\n<p><strong>People and solar lose<\/strong><\/p>\n<p>The utility isn\u2019t going after the big players \u2013 like industrial customers or megastore chains \u2013 whose energy-use is significant and makes up a large part of El Paso Electric\u2019s total demand. Instead, the utility\u2019s targeting individual people and small businesses with solar, who have little means to fight back and make up a little more than <a href=\"https:\/\/protect-us.mimecast.com\/s\/8JwKBacX65s0?domain=interchange.puc.state.tx.us\">one half of one percent<\/a> of the utility\u2019s <a href=\"https:\/\/protect-us.mimecast.com\/s\/DzkaBAF64MHr?domain=interchange.puc.state.tx.us\">Texas customers<\/a>.<\/p>\n<p>Moreover, the proposal is a bait-and-switch: El Paso Electric encouraged customers to install solar generation by <a href=\"https:\/\/www.elpasotexas.gov\/ors\/solar-energy\">offering financial incentives<\/a>, and now wants to impose high charges on those same customers, who likely purchased solar to buy less electricity and save money.<\/p>\n<p>El Paso Electric publicly claims to support energy efficiency and solar. For example, the utility <a href=\"https:\/\/www.epelectric.com\/tx\/business\/programs\">touts<\/a> its investment in solar facilities, and advertises its <a href=\"http:\/\/www.elpasotimes.com\/story\/news\/local\/el-paso\/2017\/04\/07\/el-paso-electric-solar-energy-rates\/100170884\/\">growing community solar program<\/a>. But \u00a0it seems the utility only supports solar when it owns the panels, not when customers do.<\/p>\n<p><strong>The clock is ticking<\/strong><\/p>\n<p>El Paso Electric\u2019s hearing is later this summer, from August 21 \u2013 September 1. If the utility succeeds, new rates will start to be collected later this fall, but the higher rates will apply for usage since July 18<sup>th<\/sup>. The El Paso City Council just <a href=\"http:\/\/www.utilitydive.com\/news\/texas-city-council-rejects-el-paso-electric-proposed-rate-hike-solar-fees\/444951\/\">rejected the proposal<\/a>, so El Paso Electric will consolidate its appeal of that decision into its current application at the Public Utility Commission of Texas.<\/p>\n<p>El Pasoans will never be able to reap the rewards of their city\u2019s solar potential if their utility nips customer-owned solar in the bud. Environmental Defense Fund and others have intervened in this case to protect Texas\u2019 burgeoning solar economy and ensure El Paso Electric does not get away with its harmful efforts.
