I \u2013 and <a href=\"https:\/\/www.aee.net\/articles\/aee-awea-seia-letter-to-doe-sec-perry\">many others<\/a> in the clean energy industry \u2013 are concerned this so-called study will amount to little more than a pro-coal fluff piece.<\/p>\n<p>To people familiar with energy policy and the coal industry\u2019s rhetoric, Perry\u2019s request is a transparent promotion of coal and a backdoor attack on clean energy resources, like solar, wind, and energy efficiency. Besides, 60 days is barely enough time to fill job vacancies in a new administration, much less conduct a thorough analysis of America\u2019s complex energy policies.<\/p>\n<p>But until the report is released, we can only look at what Perry and other Trump appointees have said and done about energy, generally, and coal, specifically, to predict what arguments Perry\u2019s office will make.<\/p>\n<p>Over the next few weeks, EDF will examine several of the administration\u2019s pro-coal arguments and explain why:<!--more--><\/p>\n<p>[Tweet &#8220;What we know so far about Rick Perry\u2019s power grid \u201cstudy\u201d&#8221;]<\/p>\n<ul>\n<li><strong>Perry\u2019s coal propaganda has nothing to do with reliability and everything to do with giving the pollution industry what it wants. <\/strong>The \u201cgrid reliability\u201d angle is a ruse, and one Perry <a href=\"https:\/\/www.dallasnews.com\/business\/energy\/2011\/03\/06\/giant-luminant-plants-that-failed-during-texas-winter-storm-are-major-part-of-energy-future-holdings-financial-woes\">used a decade ago<\/a> when he tried to fast track new coal plants in Texas. This issue has been studied relentlessly by <a href=\"http:\/\/www.pjm.com\/~\/media\/about-pjm\/newsroom\/2017-releases\/20170330-pjms-evolving-resource-mix-and-system-reliability.ashx\">grid operators<\/a> and <a href=\"http:\/\/www.nrel.gov\/analysis\/re_futures\/\">government agencies<\/a> around the country, and the grid is handling coal\u2019s decline just fine. The Trump administration is using the reliability argument as cover to distract the American people from their close ties with the coal industry. Just look at Perry\u2019s staff at DOE \u2013 it\u2019s a who\u2019s who of the fossil fuel industry lobby. His Chief of Staff, who will manage the study, worked for the Edison Electric Institute \u2013 where <a href=\"http:\/\/www.energyandpolicy.org\/edison-electric-institute-brian-mccormack-rooftop-solar\/\">he led its anti-solar campaign<\/a>.<\/li>\n<li><strong>Perry\u2019s (and Trump\u2019s and Pruitt\u2019s) flip-flop on states\u2019 rights is hypocritical. <\/strong>EPA Administrator Scott Pruitt recently took time off from decimating our clean air and water protections to <a href=\"http:\/\/www.utilitydive.com\/news\/epa-chief-pruitt-coal-plants-necessary-to-ensure-grid-reliability\/442049\/\">second<\/a> Perry\u2019s argument that some state policies that encourage fuels other than coal could be a national security risk and should be reversed. I must admit, suggesting that coal makes America safer is a clever tactic. But it\u2019s not true, and I suspect this tack is little more than a way for Perry and Pruitt to counter all their vile attacks against the federal government when they were governor of Texas and attorney general of Oklahoma. Apparently, states\u2019 rights are so 2016.<\/li>\n<li><strong>Coal is terrible for the economy, human health, and the environment. <\/strong>Propping up the ailing coal industry will hurt the economy and American jobs, serving as another broken promise from Trump. Market trends <a href=\"https:\/\/www.energy.gov\/sites\/prod\/files\/2017\/01\/f34\/2017%20US%20Energy%20and%20Jobs%20Report_0.pdf\">undeniably show<\/a> that cleaner, smarter energy \u2013 like solar and wind \u2013 is creating more jobs than fossil fuel electricity. Furthermore, we know doubling down on dirty coal means more asthma attacks, more health problems for elderly Americans, and a more polluted future.<\/li>\n<\/ul>\n<p>The Trump administration may look chaotic, but its actions suggest it is meticulously and unapologetically laying the groundwork for four years of pro-coal policy. This so-called study is just another step of the plan. See also Trump\u2019s latest 2018 budget proposal \u2013 leaked last week \u2013 which aims to <a href=\"https:\/\/www.axios.com\/scoop-trumps-plan-to-slash-renewables-70-2410406110.html\">cut funding<\/a> for DOE\u2019s renewable and energy efficiency program by 70 percent.<\/p>\n<p>So stay tuned.
