{"id":15494,"date":"2017-05-12T15:48:14","date_gmt":"2017-05-12T19:48:14","guid":{"rendered":"http:\/\/blogs.edf.org\/energyexchange\/?p=15494"},"modified":"2017-05-15T15:31:16","modified_gmt":"2017-05-15T19:31:16","slug":"ohio-pipeline-spill-underscores-the-need-for-better-regulation-and-oversight","status":"publish","type":"post","link":"https:\/\/blogs.edf.org\/energyexchange\/2017\/05\/12\/ohio-pipeline-spill-underscores-the-need-for-better-regulation-and-oversight\/","title":{"rendered":"Ohio pipeline spill underscores the need for strong regulation and oversight"},"content":{"rendered":"<p><a href=\"https:\/\/blogs.edf.org\/energyexchange\/2017\/05\/12\/ohio-pipeline-spill-underscores-the-need-for-better-regulation-and-oversight\/ohio-epa-etp-spill\/\" rel=\"attachment wp-att-15495\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-15495 alignright\" src=\"https:\/\/blogs.edf.org\/energyexchange\/wp-content\/blogs.dir\/38\/files\/2017\/05\/Ohio-EPA-ETP-spill.jpg\" alt=\"\" width=\"398\" height=\"260\" srcset=\"https:\/\/blogs.edf.org\/energyexchange\/wp-content\/blogs.dir\/38\/files\/2017\/05\/Ohio-EPA-ETP-spill.jpg 924w, https:\/\/blogs.edf.org\/energyexchange\/wp-content\/blogs.dir\/38\/files\/2017\/05\/Ohio-EPA-ETP-spill-300x196.jpg 300w, https:\/\/blogs.edf.org\/energyexchange\/wp-content\/blogs.dir\/38\/files\/2017\/05\/Ohio-EPA-ETP-spill-768x502.jpg 768w\" sizes=\"auto, (max-width: 398px) 100vw, 398px\" \/><\/a>Energy Transfer Partners (ETP), the same company responsible for the Dakota Access Pipeline, just spilled millions of gallons of drilling sludge into an Ohio wetland \u2013 but don\u2019t worry, they say everything is \u201c<a href=\"https:\/\/thinkprogress.org\/ohio-fines-company-behind-dakota-access-430-000-for-wetlands-destruction-59f4c4b6b819\">safe<\/a>.\u201d<\/p>\n<p>Craig Butler, Director of the Ohio Environmental Protection Agency called the company\u2019s response \u201c<a href=\"https:\/\/www.washingtonpost.com\/news\/energy-environment\/wp\/2017\/05\/10\/pipeline-shut-down-after-18-leaks-and-a-2-million-gallon-spill-of-drilling-materials\/?tid=sm_tw&amp;utm_term=.2655df7a8044\">dismissive<\/a>,\u201d and \u201cexceptionally disappointing,\u201d and he\u2019s right.<\/p>\n<p>Fortunately, federal and state regulators have stepped up to hold ETP accountable.<\/p>\n<p>The Federal Energy Regulatory Commission ordered ETP to halt plans to continue with other pipeline drilling projects in the area and to double the number of environmental inspectors on its payroll. \u00a0And the Ohio EPA fined ETP $400,000 for the damage caused by this spill, damage that OEPA says could be <a href=\"https:\/\/www.washingtonpost.com\/news\/energy-environment\/wp\/2017\/05\/08\/pipeline-spill-by-dakota-access-company-could-have-a-deadly-effect\/?utm_term=.9b69aba48896\">deadly<\/a> and last for decades.<!--more--><\/p>\n<p>Still, ETP claims that they \u201cdo not believe that there will be any long-term impact to the environment.\u201d\u00a0 How do they figure that? It is clear that without regulators stepping in to manage the literal muck, the company would not have done the right thing.<\/p>\n<p>Companies routinely argue that spilling is never their objective and thus regulations to prevent spills from happening are unnecessary. This is flawed logic. The objective of a driver speeding down the highway isn\u2019t to get into an accident, it\u2019s to get where they\u2019re going faster. But accidents happen\u2014on the highway and in the oilfield \u2013 and it\u2019s exactly why we have traffic laws and environmental standards. \u00a0Because many people, and companies, won\u2019t follow the rules unless someone makes them.<\/p>\n<p>This should be a wakeup call about the real risks associated with oil and gas operations. These risks cannot be reduced to zero, but regulation is the only assurance that the American public has that they are protected when something goes wrong.<\/p>\n<p>Of course, not all drivers run red lights, and not all companies are as reckless and destructive as what we see in this instance. Many are mindful of the environmental risks of constructing and operating well sites and pipelines.\u00a0 Regulations that require more rigorous oversight and environmental enforcement reward the companies that are already doing the right thing, and they hold the bad actors accountable for their mess.<\/p>\n<p>The way ETP handled the situation in Ohio is regrettable and it\u2019s a clear indicator for why we cannot allow oil and gas companies to operate with flagrant disregard for our health and our environment.
