{"id":15213,"date":"2017-03-21T14:40:42","date_gmt":"2017-03-21T18:40:42","guid":{"rendered":"http:\/\/blogs.edf.org\/energyexchange\/?p=15213"},"modified":"2017-03-21T16:47:30","modified_gmt":"2017-03-21T20:47:30","slug":"keeping-america-great-smart-rules-can-help-the-economy-and-nature-prosper","status":"publish","type":"post","link":"https:\/\/blogs.edf.org\/energyexchange\/2017\/03\/21\/keeping-america-great-smart-rules-can-help-the-economy-and-nature-prosper\/","title":{"rendered":"Keeping America Great: Smart Rules Can Help The Economy And Nature Prosper"},"content":{"rendered":"<p><img loading=\"lazy\" decoding=\"async\" class=\"alignright size-medium wp-image-15217\" src=\"https:\/\/blogs.edf.org\/energyexchange\/wp-content\/blogs.dir\/38\/files\/2017\/03\/GA_San-Francisco-300x200.jpg\" alt=\"\" width=\"300\" height=\"200\" srcset=\"https:\/\/blogs.edf.org\/energyexchange\/wp-content\/blogs.dir\/38\/files\/2017\/03\/GA_San-Francisco-300x200.jpg 300w, https:\/\/blogs.edf.org\/energyexchange\/wp-content\/blogs.dir\/38\/files\/2017\/03\/GA_San-Francisco-768x512.jpg 768w, https:\/\/blogs.edf.org\/energyexchange\/wp-content\/blogs.dir\/38\/files\/2017\/03\/GA_San-Francisco-1024x683.jpg 1024w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/>Barely a month after his inauguration, President Trump is proceeding with plans to dismantle protections under the Clean Air Act and Clean Water Act.\u00a0 The targets include <a href=\"https:\/\/www.washingtonpost.com\/news\/fact-checker\/wp\/2017\/03\/02\/trumps-claim-that-waters-of-the-united-states-rule-cost-hundreds-of-thousands-of-jobs\/?utm_term=.20526f5dce31\" target=\"_blank\">limiting<\/a> pollution into streams and wetlands that flow into drinking water for a hundred million Americans, automobile fuel economy <a href=\"https:\/\/www.nytimes.com\/2017\/03\/03\/us\/politics\/trump-vehicle-emissions-regulation.html\" target=\"_blank\">standards<\/a> that cut tailpipe pollution, and performance standards under the <a href=\"http:\/\/dailycaller.com\/2017\/03\/01\/trump-readies-executive-order-to-dismantle-epas-clean-power-plan\/\" target=\"_blank\">Clean Power Plan<\/a> that would boost renewable power and fight climate change.\u00a0 Trump and his EPA Administrator, Scott Pruitt, have drawn up reckless <a href=\"https:\/\/www.washingtonpost.com\/news\/energy-environment\/wp\/2017\/03\/01\/white-house-proposes-cutting-epa-staff-by-one-fifth-eliminating-key-programs\/?hpid=hp_rhp-top-table-main_epa-210pm%3Ahomepage%2Fstory&amp;utm_term=.417b96387b21\" target=\"_blank\">plans<\/a> to slash EPA\u2019s budget\u2014greeted with derision even by some Republicans in Congress.\u00a0 With the tragic story of <a href=\"https:\/\/www.edf.org\/blog\/2016\/03\/17\/flint-water-crisis-shines-spotlight-our-national-lead-problem\">Flint<\/a> still fresh in people\u2019s minds, the President is betraying the demands of his own supporters \u2014 fully <a href=\"http:\/\/grist.org\/briefly\/even-trump-voters-oppose-trumps-climate-agenda\/\" target=\"_blank\">64%<\/a> of Trump voters want to maintain or increase spending on environmental protection.<\/p>\n<p>These actions are a tragic wrong turn for the country \u2014 and not just because they threaten to roll back decades of progress on air and water pollution, and the recent steps forward on climate change.<\/p>\n<p>What I especially worry about are the lost opportunities for economic growth, new jobs, and the competitiveness of American companies \u2014 at a time when <a href=\"https:\/\/blogs.edf.org\/energyexchange\/2017\/01\/12\/a-tale-of-two-countries-chinas-betting-on-renewable-energy-while-trump-dreams-of-coals-glory-days\/\">China<\/a> and others are stepping up.<\/p>\n<p><!--more--><\/p>\n<p>I think we can all agree that America is great in part because of our huge capacity for innovation \u2014 from Henry Ford to Elon Musk. But sadly, the new administration fails to understand that affirmative government policy has a crucial role to play in keeping the engine of innovation healthy and humming. In fact, during my decades of working under six different EPA administrators, almost all of them Republicans, I\u2019ve seen <a href=\"https:\/\/www.forbes.com\/sites\/edfenergyexchange\/2017\/01\/17\/ive-served-under-many-republican-epa-administrators-heres-why-scott-pruitt-is-wrong-for-this-job\/#4ce0d162200e\" target=\"_self\">first-hand<\/a> the ability of smart regulations to unleash the enormous power of American ingenuity and entrepreneurship.<\/p>\n<p>[Tweet &#8220;Keeping America Great: Smart Rules Can Help The Economy And Nature Prosper&#8221;]<\/p>\n<p>Smart rules \u2014 focused on results, not process \u2014 stimulate new ideas, create new markets and jobs, and raise living standards for all Americans. The limits imposed on pollution spewing from auto exhaust pipes not only cleaned the air and improved health, for example, they also spurred new technologies that increase fuel efficiency. As a result, Americans save money every time they pull up to the gas pump (though these benefits are threatened by the plans to roll back fuel economy standards). Similarly, protecting the ozone layer drove the development of new refrigerants, bringing higher profits for the innovative companies that paved the way to the new products.<\/p>\n<p>But don\u2019t take my word for it.<\/p>\n<p><strong>Clean states <\/strong><div class=\"simplePullQuote right\"><p>&#8220;I refused to gamble on the energy diversity options.&#8221; \u2014 Illinois Gov. Bruce Rauner<\/p>\n<\/div><\/p>\n<p>Listen instead to Bruce Rauner, the Republican governor of Illinois. Rauner recently <a href=\"http:\/\/midwestenergynews.com\/2016\/12\/08\/illinois-energy-bill-after-race-to-the-finish-what-does-it-all-mean\/\" target=\"_blank\">signed<\/a> a <a href=\"https:\/\/blogs.edf.org\/energyexchange\/wp-content\/blogs.dir\/38\/files\/2016\/12\/EDF-Future-Energy-Jobs-Bill-Part-I-Renewables.pdf\" target=\"_blank\">bipartisan bill<\/a> that requires utilities in the state to generate 25% of their electricity from clean renewable sources like wind and solar by 2025\u00a0and to significantly boost the efficiency of energy use in homes and businesses. The mandates are good for the planet, of course, because they will cut the state\u2019s emissions of climate change-causing greenhouse gases even more than would be required under Obama\u2019s Clean Power Plan. And far from killing the economy, they will entice more than <a href=\"https:\/\/edf.org\/7dK\" target=\"_blank\">$10 billion<\/a> in new investment dollars into the state and save people money on their electric bills. \u201cI refused to gamble on thousands of good-paying jobs, and I refused to gamble on the energy diversity options for the people of Illinois,\u201d Rauner told the <a href=\"http:\/\/chicago.suntimes.com\/news\/rauner-signs-energy-bill-as-comed-announces-delivery-bump\/\" target=\"_blank\">Chicago Sun-Times<\/a>. \u201cThat\u2019s why I fought to make this bill happen.\u201d<\/p>\n<p><strong>Clean\u00a0grid <\/strong><div class=\"simplePullQuote right\"><p>These regulations are stimulating the economy by creating high-paying jobs in construction and in manufacturing.<\/p>\n<\/div><\/p>\n<p>Or consider a seemingly arcane change in rules by the Federal Energy Regulatory Commission (FERC) about how transmission grid operators are paid to manage power fluctuations on the grid. The rule change has already spurred competition and made it cheaper (and more effective) to rely on batteries instead of ramping up gas generators \u2014 and helped fuel a whole new business in large-scale <a href=\"http:\/\/aesenergystorage.com\/deployments\/\" target=\"_blank\">battery storage<\/a>. Now, that industry is being truly kick-started by <a href=\"http:\/\/blogs.dnvgl.com\/energy\/energy-storage-mandates-what-they-mean-for-the-market\" target=\"_blank\">regulatory mandates<\/a>, first in California, then in Oregon and Massachusetts, requiring that hundreds of megawatts of storage be added to the grid. This support in the early phase will help make battery storage competitive everywhere. These regulations are crucial weapons in the fight against climate change. But just as important, they are stimulating the economy by creating high-paying jobs in construction and in manufacturing facilities like Tesla\u2019s battery gigafactory. As California Governor Jerry Brown says: \u201c<a href=\"https:\/\/riskybusiness.org\/site\/assets\/uploads\/sites\/5\/2016\/10\/A-4-Case-Studies.pdf\" target=\"_blank\">Regulation inspires innovation.<\/a>\u201d<\/p>\n<p><strong>Clean cars<\/strong><\/p>\n<div class=\"article-body-content clearfix\">\n<div class=\"article-text clearfix\">\n<div class=\"\">\n<p>I\u2019ve been fortunate to personally benefit from such innovations. Pacific Gas and Electric is paying me to use my electric car as flexible power storage on their grid. PG&amp;E and BMW have teamed up in a <a href=\"https:\/\/www.pge.com\/en\/about\/newsroom\/newsdetails\/index.page?title=20161114_pge_and_bmw_partner_on_next_phase_of_pilot_studying_advanced_electric_vehicle_charging_\" target=\"_blank\">pilot project<\/a> to test how to use plugged-in electric vehicles to meet short spikes in the supply of clean power. The utility saves money on power plants, can build-in more renewables, and will pay owners like me up to $900 over the two-year program. I\u2019m also thrilled by the many advantages of the car itself: peppy acceleration, whisper-quiet operation, and low maintenance costs.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<p><strong>Clean tech<\/strong><\/p>\n<p>Breathtaking innovation in <a href=\"https:\/\/edf.org\/7d9\" target=\"_blank\">sensors<\/a>, artificial intelligence, and advanced materials can thrive because the US creates the right environment. But an ideologically blinded attack on all government funding and regulation will create uncertainty and smother innovation that we desperately need. More than ever, we urgently need to protect the environment and slow climate change with smart investments and standards that also increase prosperity for all Americans. \u201cThe key is designing policies that point the way forward while creating a wide playing field for innovators to develop the best solutions,\u201d says <a href=\"http:\/\/www.pgecorp.com\/aboutus\/our_team\/TEarley.shtml\" target=\"_blank\">Anthony (Tony) F. Earley, Jr<\/a>., Executive Chair of the Board of PG&amp;E Corporation.<\/p>\n<p><strong>Global momentum <\/strong><div class=\"simplePullQuote right\"><p>China is creating the world\u2019s largest <a href=\"https:\/\/edf.org\/7dF\" target=\"_blank\">carbon emissions trading<\/a> system.<\/p>\n<\/div><\/p>\n<p>Other countries understand this urgency. China is creating the world\u2019s largest <a href=\"https:\/\/edf.org\/7dF\" target=\"_blank\">carbon emissions trading<\/a> system, harnessing the power of the free market to fuel innovation and find the cheapest and best approaches to cutting carbon pollution.\u00a0 In a powerful symbolic move, China just announced a competition to develop key market infrastructure \u2014 on the Friday before the National People\u2019s Congress.<\/p>\n<p>Countries like Germany, Denmark, the Netherlands, and Norway are already far ahead of us in shares of renewable power or electric cars\u00a0and are reaping the resulting economic benefits from their homegrown innovations and world-leading companies. Eliminating the rules that have been successful in stimulating clean energy advances here in America will only put us further behind.<\/p>\n<div class=\"article-body-content clearfix\">\n<div class=\"article-text clearfix\">\n<div class=\"\">\n<p>With the right smart regulations and policies, we can protect our cherished clean air and clean water and stabilize the climate.
