But the Trump administration\u2019s assault on clean energy started before Perry cleared the first hurdle for becoming\u00a0Secretary of Energy today, signaling he\u2019ll likely be confirmed by the full Senate.<\/p>\n<p>In two short weeks, President Trump laid out the dismal, dirty, and dangerous energy platform he\u2019ll expect Rick Perry to execute. It\u2019s up to us to protect and defend the jobs clean energy creates, along with its benefits for business, consumers, health, and our natural resources.<\/p>\n<p><strong>Energy efficiency<\/strong><br \/>\nPresident Trump\u2019s\u00a0<a href=\"https:\/\/www.washingtonpost.com\/news\/energy-environment\/wp\/2017\/01\/21\/this-is-how-change-comes-to-washington-detail-by-bureaucratic-detail\/?utm_term=.59700198cc5f\">regulatory freeze<\/a> halted four rules designed to reduce energy waste and, consequently, energy bills and greenhouse gas pollution. <em>The Washington Post<\/em> reported, \u201cThe freeze would appear to have the effect of sweeping up four very nearly finished Energy Department energy efficiency standards,\u00a0affecting an array of products, including\u00a0<a href=\"http:\/\/www.appliance-standards.org\/blog\/standards-%E2%80%9Ccooling-choice-last-resort%E2%80%9D-will-slash-energy-waste\">portable air conditioners<\/a> and\u00a0<a href=\"http:\/\/www.appliance-standards.org\/blog\/building-owners-will-save-new-efficiency-standards\">commercial boilers<\/a>.\u201d Heating and cooling use the most energy in buildings. <a href=\"http:\/\/thehill.com\/policy\/energy-environment\/263647-feds-push-historic-new-air-conditioning-energy-rules\">This rule<\/a> on commercial air-conditioners was published last year. The amount of C02 reduction and the fact that the Department of Energy negotiated the rule with industry make it a landmark example of how efficiency rules don\u2019t hurt manufacturers while saving utility customers <a href=\"http:\/\/www.neep.org\/blog\/major-agreement-rooftop-air-conditioners-will-lead-biggest-energy-savings-yet\">billions<\/a> of dollars. Closing off this avenue of cooperation between the government and industry stakeholders takes away drive for innovation and allows others (China) to take the lead.<!--more--><\/p>\n<p><strong>Free energy markets<\/strong><br \/>\nOn Jan. 27, the president named Cheryl LaFleur acting chair of the Federal Energy Regulatory Commission, bumping former chairman Norman Bay to a regular commissioner. Under Bay\u2019s watch, FERC won the monumental <a href=\"https:\/\/blogs.edf.org\/energyexchange\/2015\/05\/04\/u-s-supreme-court-breathes-new-life-into-ferc-order-745-demand-response\/\">Order 745<\/a> demand response case before the U.S. Supreme Court, and it <a href=\"https:\/\/blogs.edf.org\/energyexchange\/2016\/05\/02\/ohio-failed-to-protect-customers-and-markets-so-federal-regulators-came-to-the-rescue\/\">blocked<\/a> subsidies to aging coal and nuclear facilities in Ohio. LaFleur\u2019s appointment clearly marks a new philosophy, and Bay <a href=\"http:\/\/www.utilitydive.com\/news\/ferc-chair-norman-bay-resigns-after-trump-names-lafleur-to-top-job\/434921\/\">resigned<\/a> hours after the announcement.<\/p>\n<p><strong>Renewables<\/strong><br \/>\nTrump\u2019s team <a href=\"http:\/\/www.thehill.com\/policy\/finance\/314991-trump-team-prepares-dramatic-cuts\">outlined<\/a> a proposal for eliminating the Office of Electricity and the Office of Energy Efficiency and Renewable Energy. In addition, <em>The Hill<\/em> reported the proposal would \u201croll back funding for nuclear physics and advanced scientific computing research to 2008 levels\u2026\u201d \u2013 back when the GDP was 20 percent smaller than it is <a href=\"https:\/\/en.wikipedia.org\/wiki\/Economy_of_the_United_States\">today<\/a>.<\/p>\n<p>[Tweet &#8220;As new energy secretary, Rick Perry will inherit Trump\u2019s assault on American clean energy&#8221;]<\/p>\n<p><strong>Energy information<\/strong><br \/>\nThe new administration gutted the Department of Energy\u2019s website, <a href=\"http:\/\/www.eenews.net\/stories\/1060048785\">essentially erasing<\/a> most of the home page and deleting blog entries and news items. <a href=\"https:\/\/energy.gov\/articles\/doe-releases-second-annual-national-energy-employment-analysis-0\">Numbers\u00a0<\/a>on the Energy Department\u2019s web page show, among other things, that 2.2 million Americans are employed, in whole or in part, in energy efficiency jobs. This data loss is part of a <a href=\"http:\/\/thehill.com\/homenews\/administration\/315284-white-house-climate-change-webpage-disappears-after-trumps\">pattern<\/a> of hiding important environmental data on which many <a href=\"https:\/\/www.edf.org\/blog\/2017\/01\/23\/whats-stake-when-facts-are-ignored-here-are-10-examples\">sectors<\/a> of the economy depend.<\/p>\n<p><strong>Clean air funding and rules<\/strong><br \/>\nA leaked administration draft <a href=\"https:\/\/www.axios.com\/axios-am-2207230091.html\">document<\/a> shows plans to undercut clean energy \u2013 presumably through executive orders, congressional bills, budget cuts \u2013 by barring EPA from permit decisions and ending Clean Air Act greenhouse gas regulations.<\/p>\n<p>The Huffington Post\u2019s <a href=\"http:\/\/www.huffingtonpost.com\/entry\/america-before-the-epa-documerica_us_5886ebc5e4b070d8cad5211d?\">Nick Visser put it perfectly<\/a>: \u201cWe know what the country looks like without the EPA: Filthy.\u201d Some of us still recall the dirty air, <a href=\"https:\/\/www.epa.gov\/history#timeline\">burning rivers<\/a>, and indiscriminate use of dangerous pesticides that spurred the creation of the Environmental Protection Agency in the first place. We also recall that it was a Republican president who <a href=\"https:\/\/www.epa.gov\/history#timeline\">planned and built<\/a> the agency. When it comes to clean energy and clean air, those of us with long memories know that federal rules are just as important today.<\/p>\n<div class=\"simplePullQuote right\"><p>When it comes to clean energy and clean air, those of us with long memories know that federal rules are just as important today.<\/p>\n<\/div>\n<p>The EPA is a frequent and easy political target in election years. We\u2019re used to venomous and ignorant soundbites about the agency. But President Trump\u2019s attack on environmental and energy progress goes far beyond the usual rhetoric. In his first two weeks in office, he\u2019s taken a blowtorch to the very institutions that have spurred energy innovation, jobs, and the protection of our children\u2019s health.<\/p>\n<p>Recent clean energy victories in <a href=\"https:\/\/www.edf.org\/climate\/AB32\">California<\/a>,\u00a0<a href=\"https:\/\/blogs.edf.org\/energyexchange\/2016\/12\/07\/illinois-future-energy-jobs-bill-shows-states-are-taking-the-lead-to-build-the-clean-energy-economy\/?_ga=1.266127052.2126085569.1483040159\">Illinois<\/a>,\u00a0<a href=\"https:\/\/blogs.edf.org\/energyexchange\/2016\/12\/16\/how-maryland-tackles-grid-modernization-could-have-big-impact\/?_ga=1.124701641.2126085569.1483040159\">Maryland<\/a>, <a href=\"https:\/\/blogs.edf.org\/energyexchange\/2017\/01\/26\/3-republican-governors-embrace-clean-energys-economic-promise\">Michigan<\/a>, <a href=\"https:\/\/www.edf.org\/media\/new-york-city-carbon-challenge-advances-path-clean-energy-economy\">New York<\/a>, and\u00a0<a href=\"https:\/\/www.edf.org\/media\/ohio-governor-stands-clean-energy-economy\">Ohio<\/a>,\u00a0make clear that <a href=\"https:\/\/blogs.edf.org\/energyexchange\/2017\/01\/05\/states-environmental-commitments-are-key-to-nations-clean-energy-future\/\">states<\/a> are taking the lead as the federal government makes plans to dismantle progress.
