The EPA\u2019s announcement comprises\u00a0the U.S. portion\u00a0of the North American <a href=\"https:\/\/blogs.edf.org\/energyexchange\/2016\/06\/29\/the-power-of-three-mexico-aligns-with-u-s-and-canada-on-oil-and-gas-methane-pollution\/\">commitment<\/a> to cut methane by up to 45% from the continent\u2019s oil and gas industry by 2025. Existing sources in the oil and gas industry make up over 90% of the sector\u2019s emissions, which contribute over 9 million tons of methane pollution annually.<\/p>\n<p><strong>The opportunity is open now\u00a0to tell the EPA what works in methane mitigation.<\/strong><\/p>\n<p>Emission standards for existing sources of methane will not only reduce greenhouse gases but could\u00a0also create new markets and customers for the growing mitigation industry. The regulation will likely start with one or more approved work practices to find and fix methane leaks, describing a technology or group of technologies that must be used in a certain manner. For example, EPA\u2019s New Source Performance Standards for new and modified sources of methane required the use of optical gas imaging cameras or \u201cMethod 21\u201d instruments. With far more existing sources of methane than new or modified sources, being part of an approved work practice for existing sources would open up a significant market opportunity.<!--more--><\/p>\n<p>In one of the first steps toward developing the existing source rule, the EPA has set up a voluntary <a href=\"https:\/\/www.regulations.gov\/document?D=EPA-HQ-OAR-2016-0346-0001\">Request for Information<\/a>, asking anyone with \u201cinformation about monitoring, detection of fugitive emissions, and alternative mitigation approaches\u201d to submit details by commenting on the Request for Information docket <a href=\"https:\/\/www.regulations.gov\/docket?D=EPA-HQ-OAR-2016-0346\">online<\/a>. The <a href=\"https:\/\/www.regulations.gov\/document?D=EPA-HQ-OAR-2016-0346-0001\">EPA states it is particularly interested<\/a> in \u201cadvanced monitoring technologies\u201d that could be \u201cbroadly applicable to existing sources.\u201d\u00a0The EPA cites as an example \u201cmonitoring systems that provide coverage across emission points or equipment in a way that was not previously possible, thus enabling a different approach to setting standards.\u201d\u00a0A good submission may include \u201cpublished or unpublished papers, technical information, data, or any other information\u201d that might be relevant.<\/p>\n<p>The deadline to submit information via comment to the agency is November 15, 2016. But there is no need to wait\u2013those who submit earlier will be part of the conversation sooner. And a number of important topics need to be discussed to shape the existing source regulation. The federal <a href=\"https:\/\/www.federalregister.gov\/articles\/2016\/06\/03\/2016-11971\/oil-and-natural-gas-sector-emission-standards-for-new-reconstructed-and-modified-sources#p-496\">New Source Performance Standards<\/a> and <a href=\"https:\/\/www.colorado.gov\/pacific\/cdphe\/AIMM\">Colorado\u2019s<\/a> methane regulation contain a\u00a0pathway for innovative technologies\u2014a mechanism, supported by industry and\u00a0 environmentalists alike, for the EPA to evaluate and approve better methane reduction approaches.
