{"id":12113,"date":"2016-01-27T11:58:59","date_gmt":"2016-01-27T17:58:59","guid":{"rendered":"http:\/\/blogs.edf.org\/energyexchange\/?p=12113"},"modified":"2016-01-27T12:44:43","modified_gmt":"2016-01-27T18:44:43","slug":"2016-starts-with-growing-momentum-to-cut-oil-and-gas-methane-pollution","status":"publish","type":"post","link":"https:\/\/blogs.edf.org\/energyexchange\/2016\/01\/27\/2016-starts-with-growing-momentum-to-cut-oil-and-gas-methane-pollution\/","title":{"rendered":"2016 Starts With Growing Momentum To Cut Oil And Gas Methane Pollution"},"content":{"rendered":"<p><img loading=\"lazy\" decoding=\"async\" class=\"alignright size-full wp-image-12126\" src=\"https:\/\/blogs.edf.org\/energyexchange\/wp-content\/blogs.dir\/38\/files\/2016\/01\/Logo_PDD_2016.svg-1.png\" alt=\"Logo_PDD_2016.svg (1)\" width=\"447\" height=\"161\" srcset=\"https:\/\/blogs.edf.org\/energyexchange\/wp-content\/blogs.dir\/38\/files\/2016\/01\/Logo_PDD_2016.svg-1.png 447w, https:\/\/blogs.edf.org\/energyexchange\/wp-content\/blogs.dir\/38\/files\/2016\/01\/Logo_PDD_2016.svg-1-300x108.png 300w\" sizes=\"auto, (max-width: 447px) 100vw, 447px\" \/>We\u2019re less than a month into 2016, and there are already signs that this could be the year the United States finally gets serious about addressing methane pollution from the oil and gas industry.<\/p>\n<p>Some strong first steps in 2015 got the ball rolling, and now attention-grabbing events like the massive methane leak in Southern California and the announcement that 2015 was the <a href=\"http:\/\/www.nasa.gov\/press-release\/nasa-noaa-analyses-reveal-record-shattering-global-warm-temperatures-in-2015\">warmest year on record<\/a> are opening people\u2019s eyes to the urgency of tackling this potent climate-forcing pollution.<\/p>\n<p><strong>Great Strides Made in 2015<\/strong><\/p>\n<p>Many important first steps to\u00a0curb oil and gas methane pollution were taken\u00a0in 2015, most notably, the Obama administration <a href=\"https:\/\/www.whitehouse.gov\/the-press-office\/2015\/01\/14\/fact-sheet-administration-takes-steps-forward-climate-action-plan-anno-1\">setting a goal<\/a> of reducing this pollution 40 to 45 percent by 2025. To help achieve this goal, the U.S. Environmental Protection Agency (EPA) in August proposed a national methane emissions\u00a0standard for newly built oil and gas sources.<!--more--> The proposal received overwhelming support; nearly 850,000 comments in support of the rule were submitted to the agency: <a href=\"http:\/\/www.iccr.org\/investors-unite-climate-advocates-support-federal-regs-cut-methane-emissions\">Investors<\/a> and businesses <a href=\"http:\/\/www.regulations.gov\/#!documentDetail;D=EPA-HQ-OAR-2010-0505-6877\">big<\/a> and <a href=\"http:\/\/www.regulations.gov\/#!documentDetail;D=EPA-HQ-OAR-2010-0505-5676\">small<\/a> weighed in as well as national <a href=\"https:\/\/www.edf.org\/media\/latino-leaders-announce-support-epas-methane-pollution-standard\">Latino organizations, civic leaders <\/a>representing <a href=\"https:\/\/www.earthworksaction.org\/library\/detail\/community_group_letter_to_epa_administrator_mccarty_urging_strong_methane_r\">impacted communities<\/a>, and state <a href=\"http:\/\/www.regulations.gov\/#!documentDetail;D=EPA-HQ-OAR-2010-0505-5285\">officials<\/a> and <a href=\"http:\/\/www.post-gazette.com\/opinion\/editorials\/2015\/09\/09\/Rein-in-methane-The-EPA-rules-are-needed-to-cut-greenhouse-gases\/stories\/201509090090\">editorial boards<\/a> from oil and gas producing states.<\/p>\n<p>The need for national action was further reinforced in 2015, with the release of new scientific studies (as part of an EDF-led <a href=\"https:\/\/www.edf.org\/climate\/methane-studies\">16 part research effort<\/a>) that revealed methane emissions in some locations are\u00a0higher than what\u2019s being reported in current federal inventories, and that these emissions are prevalent throughout the oil and gas supply chain. We have a bigger pollution problem on our hands than we thought, so we need to be bolder in our response.<\/p>\n<p><strong>Problems \u2013 and solutions \u2013 already seen in 2016<\/strong><\/p>\n<p>As 2016 began, we were starkly reminded of the need to take oil and gas methane pollution seriously as a natural gas storage well outside of Los Angeles continued to leak <a href=\"https:\/\/www.edf.org\/climate\/californias-massive-methane-leak\">staggering amounts of methane pollution<\/a> into the atmosphere. The leak has put the industry\u2019s unchecked methane pollution problem in the national spotlight, opening people\u2019s eyes to a problem that is occurring every day across the country unbeknownst to many.<\/p>\n<p>But here\u2019s the good news: While awareness is growing, so is action to address the problem. Just weeks into the new year, states and the federal government have stepped up in their commitment to addressing methane pollution from today\u2019s oil and gas infrastructure.<\/p>\n<p>Last week, Pennsylvania, the nation\u2019s second largest natural gas producer, <a href=\"https:\/\/blogs.edf.org\/energyexchange\/2016\/01\/20\/pennsylvania-announces-plan-for-strongest-methane-rules-in-the-nation\/\">released<\/a> a concept paper that lays out their intention to set methane limits across the natural gas supply chain\u2014positioning the state as a leader and setting a model for national action.<\/p>\n<p>Days following Pennsylvania\u2019s announcement, the Bureau of Land Management <a href=\"https:\/\/blogs.edf.org\/energyexchange\/2016\/01\/22\/blm-tackles-waste-methane-pollution-on-federal-and-tribal-lands\/?utm_source=email&amp;utm_medium=email&amp;utm_campaign=legteam\">proposed<\/a>\u00a0its\u00a0long awaited rules to curb methane emissions by setting limits on wasteful venting and flaring of natural gas., This rule tackles both new and existing infrastructure and, once implemented, could cut up to $168 million in taxpayer and tribal-owned natural gas that\u2019s wasted every year\u2014and have short term climate benefits equivalent to taking nearly 3 million cars off the road.<\/p>\n<p><strong>But the job is far from done\u2026<\/strong><\/p>\n<p>We applaud these actions, and the early 2016 momentum has been impressive. But it\u2019s clear that much more needs to be done to realize the opportunity methane reductions present to slow down the rate of warming. <img loading=\"lazy\" decoding=\"async\" class=\"alignleft wp-image-12115\" src=\"https:\/\/blogs.edf.org\/energyexchange\/wp-content\/blogs.dir\/38\/files\/2016\/01\/70-percent-updated.png\" alt=\"70 percent updated\" width=\"459\" height=\"230\" srcset=\"https:\/\/blogs.edf.org\/energyexchange\/wp-content\/blogs.dir\/38\/files\/2016\/01\/70-percent-updated.png 797w, https:\/\/blogs.edf.org\/energyexchange\/wp-content\/blogs.dir\/38\/files\/2016\/01\/70-percent-updated-300x150.png 300w, https:\/\/blogs.edf.org\/energyexchange\/wp-content\/blogs.dir\/38\/files\/2016\/01\/70-percent-updated-768x384.png 768w\" sizes=\"auto, (max-width: 459px) 100vw, 459px\" \/><\/p>\n<p>Even with all that\u2019s been proposed, the vast majority of methane emission sources in the United States (roughly 70 percent) would remain unregulated\u00a0under the rules as they\u2019re currently written. More needs to be done by the administration\u2014we can\u2019t rely on the oil and gas industry to fix this problem voluntarily. \u00a0And while states can be a model for national action, we need national standards to ensure that all communities receive the clean air protections they deserve.<\/p>\n<p>It\u2019s increasingly urgent, and apparent, that additional action by EPA is needed. Momentum from the recent <a href=\"http:\/\/blogs.edf.org\/climatetalks\/2015\/12\/21\/report-back-from-paris-what-the-new-climate-deal-means-and-where-we-go-from-here\/\">breakthrough agreement in Paris<\/a>, coupled with overwhelming support for EPA\u2019s proposed new source rule and a boost from early 2016 action, gives EPA has a solid foundation to move forward with setting strong, common sense rules for existing oil and gas operations.<\/p>\n<p>With readily available solutions and growing support among policy leaders and the general public, there\u2019s no reason to wait. We have a golden opportunity to change the global warming trajectory right now\u2014one that could be measured in my children\u2019s lifetime!
