Some new industry water-carrier opposing commonsense efforts to improve public health.\u201d<\/p>\n<p>Now, to be sure, Texas is not the only state where groups have been telling lies and fearmongering in the press about these new clean air standards. But at least here in Texas, there seems to be one group in particular that\u2019s leading the pack of spreading misinformation: Texas Public Policy Foundation (TPPF). They\u2019ve been regurgitating the same tired, <a href=\"https:\/\/blogs.edf.org\/texascleanairmatters\/2012\/02\/27\/why-the-latest-report-from-the-texas-public-policy-foundation-has-no-foundation\/\">anti-science, anti-health<\/a> nonsense for years.<\/p>\n<p>A conservative think tank based in Austin, Texas, TPPF claims it is trying to protect people\u2019s wallets \u2013 which is true if by \u2018people,\u2019 you mean its members. Just take a look at its <a href=\"http:\/\/www.texasobserver.org\/revealed-the-corporations-and-billionaires-that-fund-the-texas-public-policy-foundation\/\">donor list<\/a>, which includes out-of-state interests like the Koch Brothers and Big Tobacco, as well as major coal players like The American Coalition for Clean Coal and Texas coal-burning electric generators.<\/p>\n<p>The truth is, they don\u2019t want Texans to realize the <a href=\"https:\/\/blogs.edf.org\/texascleanairmatters\/2015\/08\/04\/clean-power-plan-should-be-met-with-texas-sized-innovation\/\">pollution standards are good<\/a> for our health, water supply, and economy. Here are a few other things they\u2019d prefer you didn\u2019t know about the Clean Power Plan:<!--more--><\/p>\n<p><strong>Their \u201csky is falling\u201d predictions on cost increases are bogus:<\/strong> Electricity prices will not skyrocket under the Clean Power Plan. As more wind and natural gas have\u00a0come online in Texas, electricity prices have actually gone down. In fact, average annual real-time market prices for electricity <a href=\"https:\/\/www.potomaceconomics.com\/index.php\/markets_monitored\/ERCOT\">decreased<\/a> nearly 50 percent from 2005-2013, largely due to the significant decline of the cost of renewable energy and natural gas.<\/p>\n<p>[Tweet &#8220;What this Texas think tank doesn\u2019t want you to know about the Clean Power Plan &#8220;]<\/p>\n<p>Then you need to factor in that the cheapest energy of all is energy we don\u2019t use in the first place. Texas has barely begun to take advantage of our most cost-effective clean energy resource: energy efficiency. The state\u2019s energy efficiency levels are <a href=\"http:\/\/www.brattle.com\/system\/publications\/pdfs\/000\/005\/013\/original\/Exploring_Natural_Gas_and_Renewables_in_ERCOT_Part_III_Shavel_Weiss_Fox-Pennerf.pdf?1401907416\">currently<\/a> at 0.21 percent of our energy generation mix, meaning there is a huge potential to lower bills through helping families and businesses use less energy.<\/p>\n<p>In our grid operator\u2019s <a href=\"http:\/\/www.ercot.com\/content\/news\/presentations\/2015\/ERCOT_Analysis_of_the_Impacts_of_the_Clean_Power_Plan-Final_.pdf\">recent assessment<\/a> of the Clean Power Plan, costs rise just one percent per year in its <em>worst-case scenario<\/em>. The difference is less than typical price increases from year to year, plus those projected 2030 prices are still lower than where we were in 2002 before the deregulation of the electricity market. Regardless, we can avoid those increases if Texas gets to work on a thoughtful plan that harnesses our abundant clean energy resources.<\/p>\n<p>Furthermore, historically, opponents of environmental standards have predicted crazy cost increases time and again \u2013 and have <a href=\"https:\/\/www.edf.org\/climate\/3-times-industry-has-missed-cost-estimates\">consistently been wrong<\/a>. This is exactly <a href=\"https:\/\/blogs.edf.org\/climate411\/2015\/11\/04\/polluters-are-making-the-same-old-sky-is-falling-claims-about-the-clean-power-plan\/\">what happened<\/a> with the Mercury and Air Toxics Standards, when industry made outrageous cost predictions that ended up being as much as eight times greater than the real cost.<\/p>\n<p><strong>The Clean Power Plan is good for all Texans\u2019 health (including the members of TPPF): <\/strong>Carbon pollution is a clear and present danger and our communities are already suffering serious harm. This is especially true for those neighboring coal-fired power plants \u2013 which often also happen to be the home of some our most vulnerable citizens.<\/p>\n<p>A <a href=\"http:\/\/www.chgeharvard.org\/resource\/health-co-benefits-carbon-standards-existing-power-plants\">study<\/a> evaluating a carbon reduction strategy similar to the Clean Power Plan shows it would save approximately 2300 lives, as well as prevent 790 hospitalizations and 140 heart attacks, in Texas alone between 2020 and 2030. Those are real Texan lives saved \u2013 lives that TPPF conveniently leaves out of the equation.<\/p>\n<p><strong>\u201cBusiness as usual\u201d gets Texas nearly <\/strong><a href=\"https:\/\/blogs.edf.org\/texascleanairmatters\/2015\/10\/13\/its-time-to-change-the-conversation-about-the-clean-power-plan-in-texas\/\"><strong>90% of the way<\/strong><\/a><strong> to meeting its 2030 Clean Power Plan goals: <\/strong>The existing market \u2013 not an environmental agenda \u2013 is already transitioning our state to a clean energy economy. If those trends continue as they are expected to, we will only need a handful of thoughtful investments to get us over the finish line.<\/p>\n<p>That\u2019s because Texas\u2019 electric grid operator has created the most competitive market in the country, meaning the most economical resources get put on the grid first. Increasingly, some of the most affordable options also happen to be clean, like energy efficiency, natural gas, and solar and wind energy. Plus, independent sources like Bloomberg New Energy Finance <a href=\"https:\/\/blogs.edf.org\/texascleanairmatters\/2015\/07\/16\/powering-texas-big-clean-market-driven-changes-are-already-underfoot\/\">show<\/a> coal \u2013 which TPPF is trying to prop up \u2013 will continue to increase in price as the cost of wind and solar continues to fall.<\/p>\n<p><strong>The majority of Texans are in favor of limiting carbon pollution: <\/strong>61 percent of Texans <a href=\"http:\/\/thinkprogress.org\/climate\/2015\/11\/03\/3718675\/most-americans-support-clean-power-plan\/\">support<\/a> setting strict limits on coal-fired power plants. Good to know Governor Abbott and Attorney General Paxton are <a href=\"https:\/\/blogs.edf.org\/texascleanairmatters\/2015\/11\/04\/texas-attorney-general-governor-could-learn-from-fellow-republicans-on-clean-power-plan\/\">going ahead with a lawsuit<\/a> without giving two cents about what the majority of Texans actually want.<\/p>\n<p><strong>The military recognizes how critical clean energy is: <\/strong>A <a href=\"https:\/\/www.cna.org\/CNA_files\/PDF\/National-Security-Assured-Electrical-Power.pdf\">new report<\/a> from retired military leaders says, \u201cRenewable, distributed energy is not just a \u2018policy objective\u2019 for the U.S. military, it is an operational imperative.\u201d The Clean Power Plan will help usher in an era of a smarter, cleaner, more efficient grid that will improve national security and make the U.S. more energy-independent.<\/p>\n<p><strong>The Clean Power Plan is firmly anchored in law and fact: <\/strong>Despite our state leaders\u2019 use of valuable resources to fight the plan, established law is not on their side. Three Supreme Court cases have confirmed the applicability of the Clean Air Act to regulate carbon dioxide emissions \u2013 i.e. the Clean Power Plan is on solid legal ground.<\/p>\n<p>Texas has a bounty of clean energy resources at hand to tackle carbon pollution. For example, we have more solar, wind, and energy efficiency potential than any other state \u2013 but you wouldn\u2019t know it from the TPPF.
