In fact, it appears the company\u2019s bounty for the next two years is $435 million more than it was projected to earn.<\/p>\n<p>This is a direct result of FirstEnergy and other utilities\u2019 successful efforts earlier this year to convince PJM to change how its electricity auctions were structured.<\/p>\n<p>After the Polar Vortex of 2014, when many power plants shut down because they couldn\u2019t obtain fuel over frozen pipelines or highways, the utilities argued PJM should provide higher payments for power plants that could provide reliable electricity in winter months as well as in the summer when air conditioning demands are high. The change, of course, would provide more revenue to coal-fired and nuclear-fired units that tend to run consistently, including FirstEnergy\u2019s old and inefficient power plants.<\/p>\n<p>You might think FirstEnergy would celebrate its success in redesigned power markets. But you would be wrong. Despite the auction windfall, the company maintains it still needs the Public Utility Commission of Ohio (PUCO) to approve a <a href=\"https:\/\/blogs.edf.org\/energyexchange\/2015\/08\/30\/everything-you-need-to-know-about-firstenergys-bailout-request\/\">$3 billion bailout<\/a> from Ohio customers to keep its inefficient, dirty power plants running. Fortunately, it appears the PUCO staff has seen right through this request.<!--more--><\/p>\n<p><strong>PUCO staff: Reject the bailout <\/strong><\/p>\n<p>A conservative, private-sector company, FirstEnergy likes to argue for market-based solutions. When it comes to its bailout request, however, FirstEnergy tends to ignore the market, and instead pleads for assistance from regulators.<\/p>\n<p>[Tweet &#8220;Ohio\u2019s FirstEnergy gains hundreds of millions, but still wants more&#8221;]<\/p>\n<p>Last week the company got some bad news on that front when PUCO staff <a href=\"http:\/\/www.dispatch.com\/content\/stories\/business\/2015\/09\/18\/puco-staff-seeks-changes-to-firstenergy-coal-guarantees.html\">recommended<\/a> the decision-making commissioners deny FirstEnergy\u2019s $3 billion request. The staff experts said the utility was asking for income guarantees for too long a period (15 years), not providing the state with enough data to allow for a rigorous examination of its proposal, and insisting Ohio customers (rather than its shareholders) assume all the financial risk.<\/p>\n<p>PUCO hearings on FirstEnergy\u2019s bailout request will continue for a few more weeks, but the PJM auction results make it even harder for FirstEnergy to justify its appeal \u2013 and even easier for critics to label the utility as greedy.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>At FirstEnergy, too much is never enough.
