{"id":1072,"date":"2011-05-16T16:58:32","date_gmt":"2011-05-16T16:58:32","guid":{"rendered":"http:\/\/blogs.edf.org\/energyexchange\/?p=1072"},"modified":"2015-12-21T12:46:26","modified_gmt":"2015-12-21T18:46:26","slug":"malfunctioning-smart-meters-demonstrate-their-intelligence","status":"publish","type":"post","link":"https:\/\/blogs.edf.org\/energyexchange\/2011\/05\/16\/malfunctioning-smart-meters-demonstrate-their-intelligence\/","title":{"rendered":"Malfunctioning Smart Meters Demonstrate Their Intelligence"},"content":{"rendered":"<p><a href=\"https:\/\/blogs.edf.org\/energyexchange\/wp-content\/blogs.dir\/38\/files\/2011\/05\/electric.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignleft size-full wp-image-1075\" src=\"https:\/\/blogs.edf.org\/energyexchange\/wp-content\/blogs.dir\/38\/files\/2011\/05\/electric.jpg\" alt=\"\" width=\"162\" height=\"164\" srcset=\"https:\/\/blogs.edf.org\/energyexchange\/wp-content\/blogs.dir\/38\/files\/2011\/05\/electric.jpg 162w, https:\/\/blogs.edf.org\/energyexchange\/wp-content\/blogs.dir\/38\/files\/2011\/05\/electric-50x50.jpg 50w\" sizes=\"auto, (max-width: 162px) 100vw, 162px\" \/><\/a>The digital \u201csmart meter\u201d replacement of antiquated analog meters in California has caused quite a stir.\u00a0 These devices have been making headlines since installations began en masse in 2006 because of <a href=\"http:\/\/www.pressdemocrat.com\/article\/20101209\/ARTICLES\/101209422\">concerns about health risks related to the wireless technology they use to transmit data<\/a>\u00a0and coincidental bill increases.\u00a0 While an <a href=\"http:\/\/docs.cpuc.ca.gov\/PUBLISHED\/NEWS_RELEASE\/122937.htm\">independent contractor<\/a> hired by the <a href=\"http:\/\/docs.cpuc.ca.gov\/PUBLISHED\/NEWS_RELEASE\/122937.htm\">California Public Utilities Commission found<\/a> that the initial bill increases were due to summertime rate hikes and unusually high summer temperatures, PG&amp;E\u2019s smart meters are in the news again for billing errors.\u00a0<\/p>\n<p>This time there <em>are<\/em> faulty meters generating billing errors when hot weather makes them run faster than normal.\u00a0 While some skeptics may feel that the meter malfunctions validate their concerns, in fact, it demonstrates a key smart meter benefit: for the first time ever, meters have the ability to alert utilities that they aren\u2019t working properly.\u00a0<\/p>\n<p><strong>When Bad News is Good News<\/strong><\/p>\n<p>In this particular instance, PG&amp;E remotely compared the meters\u2019 clocks with real time. It <a href=\"http:\/\/www.pge.com\/about\/newsroom\/newsreleases\/20110502\/pge_to_issue_customer_refunds.shtml\">identified roughly 1,600 out of 2 million meters made by Landis &amp; Gyr<\/a>\u00a0that were malfunctioning.\u00a0 Its other 2 million meters made by General Electric don\u2019t appear to have the problem.\u00a0<\/p>\n<p>This is transformative: PG&amp;E can now monitor millions of meters in real time to comprehensively identify and ameliorate problems.\u00a0<\/p>\n<p>This isn\u2019t possible with old analog meters, which is one of the many reasons why they\u2019re being replaced. Before smart meters, electricity users who suspected erroneous billing had little evidence to make their claims.\u00a0 Now the utility can proactively identify and address problems.\u00a0<\/p>\n<p><strong>To Put Things in Perspective<\/strong><\/p>\n<p>While it is inconvenient when any technical device, including a smart meter, is malfunctioning, the rate of problems with analog meters is much higher.\u00a0 Consider this comparison:<\/p>\n<ul>\n<li>Roughly 1,600 out of 2 million meters were found to have internal clocks that run a bit fast in rare hot conditions.\u00a0 That\u2019s a meter failure rate of 0.08%, or less than one 10th of a percent. \u00a0<a href=\"https:\/\/www.smartgridtoday.com\/members\/login.cfm?hpage=Meter_failure_rate_at_PG.cfm\">This failure rate is believed to be within industry norms<\/a>.<\/li>\n<li>According to PG&amp;E, analog meters have a failure rate in the range of 3%, which means they fail at rates about 40 times greater than suggested by these faulty smart meters.<\/li>\n<\/ul>\n<p>PG&amp;E estimates that the overcharge for failed smart meters is less than $40\/year, about $3.33 per month.\u00a0 Again, it is the intelligent meters that enabled PG&amp;E to quantify and correct the problem.\u00a0 All of the customers with faulty meters will be repaid in full and receive replacement meters.\u00a0 They will also get $25 for being inconvenienced and receive a free home energy audit.\u00a0\u00a0\u00a0<\/p>\n<p><strong>Advantages of Smart Meters<\/strong><\/p>\n<p>Once smart meters have been fully deployed, utilities will be able to remotely and in real-time monitor all meters in their service territory, isolating malfunctions with precision and speed.\u00a0 What does that mean for consumers?\u00a0 More reliable service and quick resolution when problems arise.\u00a0<\/p>\n<p>You might wonder why EDF, an environmental advocacy group, is commenting on this.\u00a0 Smart meters are key to delivering the <a href=\"http:\/\/www.edf.org\/documents\/11672_SmartGrid_factsheet_05.pdf\">environmental and public health benefits of the smart grid<\/a>.\u00a0<\/p>\n<p>EDF will soon be releasing a smart grid evaluation framework targeted at the plans that PG&amp;E, San Diego Gas &amp; Electric, and Southern California Edison owe the state by July 1, 2011.<\/p>\n<p>We will then be publicly evaluating those plans for their ability to deliver benefits including: increased effectiveness and reduced costs of energy efficiency and other electricity conservation programs; integration of electric vehicles and intermittent renewable electricity generation resources, such as rooftop solar panels.<\/p>\n<p>Stay tuned.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The digital \u201csmart meter\u201d replacement of antiquated analog meters in California has caused quite a stir.\u00a0 These devices have been making headlines since installations began en masse in 2006 because of concerns about health risks related to the wireless technology they use to transmit data\u00a0and coincidental bill increases.\u00a0 While an independent contractor hired by the &#8230;<\/p>\n","protected":false},"author":3455,"featured_media":0,"comment_status":"open","ping_status":"open","sticky":false,"template":"","format":"standard","meta":{"_acf_changed":false,"footnotes":""},"categories":[84830],"tags":[],"coauthors":[],"class_list":["post-1072","post","type-post","status-publish","format-standard","hentry","category-grid-modernization"],"acf":[],"yoast_head":"<!-- This site is optimized with the Yoast SEO plugin v27.3 -
