It\u2019s time to check those report cards and figure out if we made the energy efficiency grade or if we\u2019re stuck trying to catch up.<\/p>\n<p>For Los Angeles, the marks are pretty consistent: \u201cNot great yet, but getting there\u2026\u201d<\/p>\n<p>According to the American Council for an Energy Efficiency Economy (<a href=\"http:\/\/aceee.org\/\">ACEEE<\/a>), who just released their <em><a href=\"http:\/\/aceee.org\/local-policy\/city-scorecard\">2015 City Energy Efficiency Score Card<\/a><\/em>, Los Angeles is the most improved city in the country \u2013 rising the fastest of all cities and finally breaking the top 15 rankings (up to #12 from #28 last year). ACEEE cites \u201ca strong new suite of climate goals and high marks in energy and water utilities\u201d as key factors in the city\u2019s improved score.<\/p>\n<p>For a city the <a href=\"http:\/\/www.city-data.com\/us-cities\/The-West\/Los-Angeles-Economy.html\">size and scale<\/a> of Los Angeles (second largest U.S. city in total population, a regional economy larger than most countries, and the largest manufacturing sectors and ports in the U.S.) these are impressive accolades. The city has consistently kept <a href=\"http:\/\/media.tumblr.com\/tumblr_kyo85vln4T1qaj9x6.jpg\">water demand <\/a>\u00a0relatively flat despite a booming population and desert-like climate. L.A. also has a gold star from the Environmental Protection Agency (EPA) for being ranked second on\u00a0<a href=\"http:\/\/www.energystar.gov\/buildings\/topcities\">a list of the top 25 U.S. cities<\/a>\u00a0with the most energy efficient buildings in the nation.<!--more--><\/p>\n<p>But L.A. can\u2019t party too hard because the once carefree days of summer are now likely going to be its hardest. <a href=\"http:\/\/www.accuweather.com\/en\/weather-news\/record-heat-to-intensify-calif\/44489915\">Record-breaking heat and worsened drought<\/a> due to climate change are projected to be the new normal for Los Angeles and many cities like it; the population is expected to grow by 10 percent to nearly 20 million people by <a href=\"http:\/\/datatools.urban.org\/features\/mapping-americas-futures\/#map\">2030<\/a> and resources will continue to be stretched even thinner. In fact, several <a href=\"http:\/\/www.huffingtonpost.com\/2013\/12\/04\/water-shortage_n_4378418.html\">studies<\/a> have cited Los Angeles as one of the cities most in danger of running out of water in the near- to medium-term. Further, buildings are the second largest source of climate-pollution in the city and the largest users of energy and water.<\/p>\n<p>The city needs to prepare now. Taking bold steps to increase energy and water efficiency is more important than ever.<\/p>\n<p><strong>Good news:\u00a0 L.A.\u2019s on top of it<\/strong><\/p>\n<p>We\u2019re pleased to see the mayor is responding with an <a href=\"https:\/\/d3n8a8pro7vhmx.cloudfront.net\/mayorofla\/pages\/17003\/attachments\/original\/1428427253\/environment-energy-efficient-buildings.pdf?1428427253\">ambitious plan<\/a> to boost energy efficiency, calling for the city to shave 15 percent of its total energy demand by 2020 and reduce energy use in all buildings by 30 percent per square foot by 2035. The Los Angeles Department of Water and Power (<a href=\"https:\/\/www.ladwp.com\/ladwp\/faces\/ladwp;jsessionid=GwmyVT2JwYPGZqr17WTwWB7hR0gn1Xjh12f27Ljbl9DbhptldrrQ!-1969682952?_afrLoop=4723532458766&amp;_afrWindowMode=0&amp;_afrWindowId=null#%40%3F_afrWindowId%3Dnull%26_afrLoop%3D4723532458766%26_afrWindowMode%3D0%26_adf.ctrl-state%3Dj60o83o6g_4\">LADWP<\/a>), the city\u2019s municipal utility, is already leading one of the most forward-thinking energy efficiency programs in the country.<\/p>\n<p>These programs are good for the environment and also boosted the local economy to the tune of $260 million in 2014 alone. And, the city\u2019s energy efficiency programs are expected to create over <a href=\"http:\/\/innovation.luskin.ucla.edu\/content\/efficiently-energizing-job-creation-los-angeles\">17,000 jobs<\/a> by 2020. Because buildings are responsible for about <a href=\"http:\/\/www.eia.gov\/tools\/faqs\/faq.cfm?id=86&amp;t=1\">40 percent<\/a> of energy use nationwide, we\u2019ve got to continue to squeeze as much energy out of buildings as possible. Doing so will reduce greenhouse gas emissions and water use.<\/p>\n<p><strong>And then there\u2019s the water thing\u2026<\/strong><\/p>\n<p>The continuing California drought is putting pressure on every resident and industry in the state, but it may not be obvious to many that these energy goals are also water-saving strategies. And it even works in reverse: water goals are energy-saving strategies.<\/p>\n<p>Energy and water are <a href=\"http:\/\/www.edf.org\/blog\/2013\/07\/22\/energy-and-water-are-fundamentally-intertwined-policies-don%E2%80%99t-reflect\">inextricably linked<\/a>. Energy is used to secure, deliver, treat, and distribute water, while water is used to develop, process, and deliver energy. This is a particularly tough problem in Southern California. Water that is moved to Southern California is nearly <a href=\"http:\/\/aceee.org\/files\/proceedings\/2006\/data\/papers\/SS06_Panel12_Paper14.pdf\">three times<\/a> as energy-intensive as water moved in Northern California. All those Los Angeles hills mean water moved to hilltop homes is using more energy than those in the valleys.<\/p>\n<p>The mayor also has a water <a href=\"https:\/\/d3n8a8pro7vhmx.cloudfront.net\/mayorofla\/pages\/17003\/attachments\/original\/1428427264\/environment-local-water.pdf?1428427264\">plan<\/a>: reduce imported water by 50 percent by 2025, and source 50 percent of its water locally by 2035.<\/p>\n<p>Significant untapped potential for energy savings exists in programs focused on water use efficiency \u2014 the California Energy Commission <a href=\"http:\/\/www.energy.ca.gov\/2005publications\/CEC-100-2005-007\/CEC-100-2005-007-CMF.PDF\">estimates<\/a> that, statewide, water efficiency programs could achieve nearly all of the energy savings of utility energy efficiency programs at half the cost.<\/p>\n<p><strong>But L.A.\u2019s on the right track\u2026<\/strong><\/p>\n<p>Los Angeles has made great strides in recent years by coming to terms with its air quality problems. Now its leadership is tackling energy and water use.
