Bipartisan Texas law smooths the path toward a more vibrant EV market

On September 1, a bill that helps businesses build a better, brighter future for electric vehicles in Texas will become state law.

SB 1202, makes it possible for companies or individuals that own or operate equipment used solely for electric vehicle charging services to avoid being regulated as electric utilities or electric retail providers.

The Texas Utilities Code requires electric utilities to provide continuous and reliable electricity service on a non-discriminatory and transparent basis. In a January 2021 report to the Texas Legislature, the Public Utility Commission of Texas explained that these safeguards protect customers at their homes and businesses, where uninterrupted electric service preserves lives and livelihoods.

Clean firm power is the key to affordable, reliable grid decarbonization in California

California has ambitious efforts underway to decarbonize our electric grid by 2045. The choices we make today will help determine how affordably, equitably and reliably we can get there.

Renewables are an important piece of the puzzle, but we will also need something else. Renewable energy supplies can drop up to 60% between summer and winter months, due to cloudier skies and less-powerful winds. Short duration storage batteries can complement renewable generation production on a day-to-day basis, but they cannot pull the state through several weeks of reduced supply.

According to a recent study published in the journal Issues in Science and Technology, California will need to increase its renewable energy generation capacity while also tapping into clean firm power resources to meet these goals.

DOE’s SuperTruck 3 can help us reach a zero-emission future – if we have the right clean truck standards too

Cleaning up pollution from the U.S. trucking industry is an urgent need for the country. For the past decade, the Department of Energy’s SuperTruck Program has helped showcase solutions for a cleaner future. Now Energy Secretary Jennifer Granholm has announced a new generation of the DOE SuperTruck program – SuperTruck 3 – that will focus on higher efficiency and zero-emission solutions.

Through the SuperTruck 3 program, DOE will provide $162 million in funding to “pioneer electrified medium- and heavy-duty trucks and freight system concepts that achieve even higher efficiency and lower emissions.” The funding focuses on a range of approaches, including all-electric systems, plug-in hybrid systems using renewable biofuels and hydrogen and fuel cell technologies.

From carbon accounting to carbon accountability: It’s time for banks to step up

The Partnership for Carbon Accounting Financials recently welcomed its 100th member, a milestone that reflects banks’ growing focus on measuring financed emissions. But while robust carbon accounting is necessary for the long term, it is no substitute for action now. To pick up the pace of Paris alignment, banks must begin targeting financed emissions in carbon-intensive sectors immediately.

Improving data and disclosure is a valid long game, with mandatory climate risk disclosure and corporate leadership playing important roles. But financial institutions already have many of the tools and much of the data points needed to ramp up action in carbon-intensive sectors.

A U.S. economy-wide methane target: essential, achievable, affordable

The Biden administration is preparing to announce a new U.S. greenhouse gas emissions target for 2030 under the Paris Agreement — a pledge known as a Nationally Determined Contribution, or NDC — in advance of this year’s United Nations climate talks. Given the last four years of U.S. climate inaction and denial, it is important that the U.S. put forward an ambitious yet credible target and restore its position as a global leader on climate.

Although many countries pledge a single headline target that includes all greenhouse gas emissions, we believe that a complementary methane target is an essential addition that will considerably benefit the climate. Although it would include methane, a combined target is not sufficient to ensure that immediate and strong actions are taken to reduce methane emissions at the extent warranted.

Market certainty critical to hitting ambitious state zero-emission truck goals

Last year, a collection of 15 states and Washington D.C. committed to transitioning to zero-emission trucks and buses via a multi-state memorandum of understanding. This year will be a critical year for the effort, as these states begin to pinpoint the suite of policies needed to foster this transition in an equitable, maximally beneficial way.

The first critical step for these states is to get the ambition right. The targets set out in the MOU are a good start, but they can and should be more aggressive.

The second is to create the market certainty that will be critical to unleashing innovation.
