What emotions stir when you hear that one word? For some, it might evoke memories of rebuilding a home or a life thanks to the coverage provided. Others might feel abandonment. After years of paying monthly premiums, you learn that your insurer and many others pulled out of your community, like <a href=\"https:\/\/reports.weforum.org\/docs\/WEF_Insurability_Changing_World_2026.pdf\">after wildfires or hurricanes\/cyclones.<\/a> And for too many around the world, insurance feels like a far-off dream, impossible to obtain or afford\u2026but perhaps, available one day through an innovative approach or public-private intervention. &nbsp;<\/p>\n\n\n\n<p>EDF recently embarked on a global landscape analysis to identify how such interventions and insurance products are driving adaptation and resilience (A&amp;R). The full results will be shared through a report and webinar this summer &#8211; you can sign up&nbsp;<a href=\"https:\/\/mailchi.mp\/edf\/8nfccjwe8s\">here<\/a>&nbsp;to receive updates. In our <a href=\"https:\/\/business.edf.org\/insights\/how-the-insurance-sector-is-stepping-up-on-climate-adaptation-and-resilience\/\">first blog about this work<\/a>, we outlined how insurers can engage across the entire climate risk lifecycle. Now, let\u2019s look at how governments, insurers, and non-governmental organizations (NGOs) are partnering to drive A&amp;R specifically within ocean and coastal communities.<\/p>\n\n\n\n<p><strong>Why explore the intersection of insurance and the ocean?<\/strong><\/p>\n\n\n\n<p>The ocean covers three-fourths of the planet and plays a critical role in regulating the climate, absorbing a lot of the world\u2019s heat and carbon dioxide from the atmosphere. Hundreds of millions of people directly depend on the oceans for their livelihoods, and 3 billion people rely on seafood as a primary source of protein and vital micronutrients that are not easily replaced. In short, a vibrant ocean is essential to life on earth.<\/p>\n\n\n\n<p>As a part of our analysis, we found innovative ways insurers are already supporting the ocean and the people that depend on it. We also found key gaps that still need to be filled. We\u2019ve come across insurance that covers <a href=\"https:\/\/climate.axa\/publications\/1st-insurance-policy-for-the-protection-of-mangrove-forests-in-mexico\/\">mangrove forests<\/a>, <a href=\"https:\/\/marfund.org\/en\/wp-content\/uploads\/2024\/06\/MARInsurance-Brief-2024-a.pdf\">coral reefs<\/a>, and <a href=\"https:\/\/www.savethewaves.org\/surf-ecosystem-insurance\/\">surf ecosystems<\/a>. We learned about ocean-focused parametric insurance<sup>1<\/sup>, livelihood insurance<sup>2<\/sup>, reinsurance<sup>3<\/sup>, and microinsurance<sup>4<\/sup>. &nbsp;We also explored <a href=\"https:\/\/www.insurancejournal.com\/news\/international\/2026\/01\/28\/855872.htm\">insurance for \u2018debt-for-nature\u2019 swaps,<\/a> helping build ecological and economic resilience for entire nations.<\/p>\n\n\n\n<p>While some of these concepts might seem far-fetched on paper, it\u2019s important to remember that <a href=\"https:\/\/www.weforum.org\/stories\/2023\/02\/an-ecosystems-economic-value-can-now-be-measured-heres-how\/\">nature provides extensive economic services and value to communities, companies and nations<\/a>. Insurance that incentivizes risk reduction for our oceans and coastal communities isn\u2019t just smart conservation; it\u2019s also smart business. &nbsp;<\/p>\n\n\n\n<p><strong>Key findings for advancing insurance-based solutions:<\/strong><\/p>\n\n\n\n<p>Each insurance instrument we researched was unique, but we found five common themes that may help insurers, non-profits, and governments exploring partnerships in this space. &nbsp;<\/p>\n\n\n\n<p><strong>1. Insurance covering climate-related disasters is critical, but persistent extremes need coverage too.<\/strong> Climate change is driving extreme conditions across many regions, from dangerous temperatures to more dangerous seas. For the latter, Rare and Willis developed a <a href=\"https:\/\/rare.org\/opinions-insights\/insuring-resilience-protecting-fishers-and-livelihoods-with-parametric-insurance\/\">parametric livelihood insurance<\/a> that pays fishers for lost fishing days when wind speed and wave height reach specific extremes. This incentivizes fisherfolk not to fish when the weather is unsafe, and it reduces the likelihood of overfishing because fishers don\u2019t have to fish twice as hard to make up for lost wages when the weather turns fair again.<\/p>\n\n\n\n<p><strong>2. Gender-focused insurance programs can drive equitable resilience.<\/strong> In India, HERA (with support from the Howden Foundation) and the Self-Employed Women\u2019s Association crafted a <a href=\"https:\/\/www.howdenfoundation.com\/news\/frontline-voices-her-resilience-india\">parametric insurance measure<\/a> that reduces female entrepreneurs\u2019 exposure to dangerous heat by paying out wages when heat thresholds are exceeded. (Note: Extreme heat is the <a href=\"https:\/\/www.who.int\/news-room\/fact-sheets\/detail\/climate-change-heat-and-health\">leading cause of weather-related deaths<\/a> globally and is predicted to get worse with continued climate change.) The insurance, in conjunction with early warning systems and community education, is protecting the women from heat illness and high medical costs, while minimizing shocks to the supply chains that depend upon the self-employed women. We didn\u2019t come across any gender-focused insurance instruments in coastal communities, but there is a significant need, given that <a href=\"https:\/\/www.fao.org\/fileadmin\/user_upload\/ssf\/documents\/THE_ILLUMINATING_HIDDEN_HARVEST.pdf\">45 million women participate in small-scale fisheries (SSF) worldwide, contributing to 50% of post-harvest SSF activities<\/a>.<\/p>\n\n\n\n<p><strong>3. Public-private partnerships unlock new possibilities to expand coverage<\/strong>. Some initiatives require a philanthropic kickstart, like the examples listed above. Another interesting example is the Miami Foundation\u2019s funding of <a href=\"https:\/\/miamifoundation.org\/blog\/the-climate-is-changing-can-we-change-how-we-insure-against-disasters\/\">parametric insurance for local communities<\/a>. In some regions, countries have pooled their resources and risks together to improve access to insurance tools that help mitigate financial risk and can provide post-disaster payouts. These include <a href=\"https:\/\/seadrif.org\/\">SEADRIF<\/a>, (Southeast Asia), <a href=\"https:\/\/www.ccrif.org\/\">CCRIF<\/a> (Caribbean and Central America), <a href=\"https:\/\/arcltd.org\/\">ARC Ltd.<\/a> (Africa), and <a href=\"https:\/\/pcric.org\/\">PCRIC<\/a> (Pacific) which provide disaster risk financing and parametric insurance to member countries, helping countries prepare for and respond to extreme weather events.<\/p>\n\n\n\n<p><strong>4. Insurance can unlock capital and new projects, but the reverse is also true: without insurance, many large projects can\u2019t move forward.<\/strong>&nbsp; World Wildlife Fund, The UNEP FI&nbsp;<a href=\"https:\/\/www.unepfi.org\/insurance\/insurance\/the-principles\/\">Principles for Sustainable Insurance (PSI)<\/a>, and UNESCO recognized this critical link and developed a pledge for insurers to <a href=\"https:\/\/www.unepfi.org\/insurance\/insurance\/projects\/psi-wwf-world-heritage-sites-initiative\/\">protect World Heritage Sites<\/a>. The results were astounding, with over 24 major insurance companies around the world signing a commitment to \u201cprotect World Heritage Sites through risk management services, insurance products and\/or investments&#8221;. Notably, a rejection from insurance ultimately stopped the development of a <a href=\"https:\/\/www.smh.com.au\/environment\/conservation\/qbe-pulls-support-for-plan-to-lift-warragamba-dam-wall-cuts-coal-exposure-20210219-p573yu.html\">controversial dam project<\/a> right near a World Heritage Site in Australia.<\/p>\n\n\n\n<p><strong>5. Every insurer in the world* uses data to assess risk, and the oceans have vast data gaps compared to the land <\/strong>(*note we did not interview every single insurer in the world). Data is key to calculating risk, and some insurers have created their own commercial platforms dedicated to advising and educating customers about risk, especially climate risk (e.g., <a href=\"https:\/\/axa-altitude.com\/\">AXA Altitude<\/a> and<a href=\"https:\/\/www.allianz.com\/en\/mediacenter\/news\/commitment\/environment\/230914-allianz-a-better-view-on-natural-hazard-risk.html\">Allianz\u2019s GLORIA<\/a>). EDF is helping fill data gaps through innovative partnerships like the <a href=\"https:\/\/www.fvon.org\/\">Fishing Vessel Ocean Observation Network<\/a>. Much more work is needed to fill these gaps to improve risk <a href=\"https:\/\/www.aon.com\/en\/insights\/articles\/how-companies-are-using-climate-modeling-to-improve-risk-decisions\">modeling<\/a>, tropical storm <a href=\"https:\/\/vitalsigns.edf.org\/story\/caribbean-fishermen-are-helping-predict-next-big-hurricane\">forecasting<\/a>, and <a href=\"https:\/\/www.undrr.org\/reports\/global-status-MHEWS-2024\">multi-hazard early warning systems<\/a>.<\/p>\n\n\n\n<p>Perhaps most importantly, we learned that <strong>leadership and partnerships matter<\/strong>. Across our research, we heard how leaders from a company, government, or community came to the table to find solutions and form a collaboration that helped people become more resilient to specific risks. Partnerships are critical to customize solutions based on local needs and to scale via operational efficiencies. We heard, and took to heart, that insurance and collaboration can mean the difference between a short-term crisis and a catastrophe with long-term harm.
