{"id":763,"date":"2010-02-02T12:21:45","date_gmt":"2010-02-02T19:21:45","guid":{"rendered":"http:\/\/blogs.edf.org\/edfish\/?p=763"},"modified":"2010-02-04T11:28:45","modified_gmt":"2010-02-04T18:28:45","slug":"noaa%e2%80%99s-new-national-catch-shares-program-an-investment-that-makes-dollars-and-cents","status":"publish","type":"post","link":"https:\/\/blogs.edf.org\/edfish\/2010\/02\/02\/noaa%e2%80%99s-new-national-catch-shares-program-an-investment-that-makes-dollars-and-cents\/","title":{"rendered":"NOAA\u2019s New National Catch Shares Program: An investment that makes (dollars and) cents"},"content":{"rendered":"<figure id=\"attachment_355\" aria-describedby=\"caption-attachment-355\" style=\"width: 131px\" class=\"wp-caption alignleft\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-355\" style=\"margin: 5px 10px 0px 0px\" title=\"Amanda Leland, EDF Oceans Program - National Policy Director\" src=\"https:\/\/blogs.edf.org\/edfish\/wp-content\/blogs.dir\/18\/files\/2009\/09\/alelandsm.JPG\" alt=\"Amanda Leland, EDF Oceans Program - National Policy Director\" width=\"131\" height=\"188\" \/><figcaption id=\"caption-attachment-355\" class=\"wp-caption-text\">Amanda Leland, EDF Oceans National Policy Director.<\/figcaption><\/figure>\n<p>Yesterday NOAA released its <strong><a href=\"http:\/\/www.corporateservices.noaa.gov\/~nbo\/11bluebook_highlights.html\" target=\"_blank\">budget request to Congress for Fiscal Year 2011<\/a><\/strong>.\u00a0 While the National Marine Fisheries Service budget request was decreased by 1.5%, it included a key feature: the creation of a new National Catch Shares Program, which would provide significant resources\u2014over $50M\u2014to those fisheries wanting to transition to catch shares.\u00a0<\/p>\n<p>This federal investment comes at the right time because under conventional management fishermen struggle to make ends meet and fish stocks continue to decline.\u00a0 Well-designed catch shares, on the other hand, can end overfishing while increasing fishermen\u2019s profitability and wages and decreasing government costs.\u00a0 NOAA\u2019s announcement is a welcome shift in fisheries policy that will quickly accrue benefits to fishermen, fish populations, and the federal budget\u2019s bottom line.<br \/>\n\u00a0<br \/>\nFishermen are increasingly embracing catch shares because they boost profitability, wages, and safety. Catch shares enhance fishery economics with optimized catch limits (as overfished stocks recover and science improves), increased efficiency of fishing operations, and higher dock-side prices.\u00a0 On average, fisheries in North America have realized an <strong><a href=\"http:\/\/www.redstonestrategy.com\/documents\/2007-03-26%20Assessing%20the%20Potential%20for%20LAPPs%20in%20US%20Fisheries.pdf\" target=\"_blank\">80% increase in revenues<\/a><\/strong> five years after catch share implementation. In contrast, for many prized species the alternative to catch shares is closures, which will push fishermen off the water and have a devastating economic impact on coastal communities.\u00a0<\/p>\n<p>As fisheries grow economically, catch shares can transition management costs to fishermen, reducing and stabilizing the overall federal investment needed to support fishing jobs.\u00a0 For example, fishermen are required to recover 100% of program costs in the Alaska crab catch share.\u00a0 That catch share has increased the overall value of the fishery because populations are recovering (so catch limits are increasing), and dock-side values have increased.\u00a0 The economic increase has resulted in a <strong><a href=\"http:\/\/www.savingseafood.org\/management-regulation\/some-nmfs-fees-in-alaska-drop-to-zero-this-year-as-result-of-surplus-contrast-to-new-en-4.html\" target=\"_blank\">surplus for management costs in 2009<\/a><\/strong>.<br \/>\n\u00a0<br \/>\nAt the same time, as fisheries stabilize under catch shares, the federal government\u2019s costs for disaster relief could substantially be reduced, which has averaged some $70 million annually over the past decade (not including salmon).<br \/>\nNOAA should be applauded for charting a new course and making an investment today in the solution that will help fishermen, fish populations, and the federal treasury recover.\u00a0<br \/>\n\u00a0<br \/>\nNow we need Congress to support NOAA\u2019s budget request.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Yesterday NOAA released its budget request to Congress for Fiscal Year 2011.\u00a0 While the National Marine Fisheries Service budget request was decreased by 1.5%, it included a key feature: the creation of a new National Catch Shares Program, which would provide significant resources\u2014over $50M\u2014to those fisheries wanting to transition to catch shares.\u00a0 This federal investment &#8230;<\/p>\n","protected":false},"author":1953,"featured_media":0,"comment_status":"open","ping_status":"closed","sticky":false,"template":"","format":"standard","meta":{"_acf_changed":false,"footnotes":""},"categories":[],"tags":[472,80,588,518,778],"coauthors":[5158],"class_list":["post-763","post","type-post","status-publish","format-standard","hentry","tag-catch-shares","tag-fisheries","tag-nmfs","tag-noaa","tag-presidents-budget"],"acf":[],"yoast_head":"<!-- This site is optimized with the Yoast SEO plugin v27.5 -
