As the forest clears, we arrive at a rugged coastline, dotted with fishing villages. The smell of smoke rises through the fog and combines with a salty sea breeze as villagers warm bread over their wood stoves, and fishers ready their boats for a day on the water. These Mapuche communities represent a way of life and values that have long been lost in mainstream Chilean culture. Their pristine environment and traditional way of life are threatened by the pressures of modern society, such as coastal development for roads and mining, and resource overexploitation to satiate hungry export markets. Despite the Mapuche\u2019s efforts to conserve their resources, they have remained marginalized and without any legal means to protect their rights to their land and\u00a0water. Now there is increased hope for these communities, their traditions, and the health of their fisheries.<\/p>\n<p><a href=\"https:\/\/blogs.edf.org\/edfish\/wp-content\/blogs.dir\/18\/files\/2018\/11\/again.png\"><img loading=\"lazy\" decoding=\"async\" class=\"alignright wp-image-7293\" src=\"https:\/\/blogs.edf.org\/edfish\/wp-content\/blogs.dir\/18\/files\/2018\/11\/again.png\" alt=\"\" width=\"360\" height=\"425\" srcset=\"https:\/\/blogs.edf.org\/edfish\/wp-content\/blogs.dir\/18\/files\/2018\/11\/again.png 708w, https:\/\/blogs.edf.org\/edfish\/wp-content\/blogs.dir\/18\/files\/2018\/11\/again-254x300.png 254w\" sizes=\"auto, (max-width: 360px) 100vw, 360px\" \/><\/a><\/p>\n<p>With the help of our <strong>Diversity and Environmental Justice Program<\/strong>, EDF Ocean\u2019s Chile team collaborated with local NGO <a href=\"http:\/\/www.costahumboldt.org\/en\/\">Costa Humboldt<\/a> to support these communities as they take control of their own futures.<\/p>\n<p>The opportunity came when the Chilean government passed a new regulation allowing the establishment of <em>Marine and Coastal Areas for Indigenous People<\/em> (MCAIP). The law gives these communities a chance to hold legally recognized rights to their terrestrial and marine territories for the first time. These rights give community members the opportunity to create their own administration and management plans, thus contributing to the overall sustainability of these natural resources.<\/p>\n<p>The MCAIP requires communities to create administration plans that detail activities in the area needed for their livelihoods. They are also required to create fishery management plans that incorporate their traditional fishing practices and detail how to achieve sustainable harvest levels of their various marine resources. To achieve this goal, EDF and Costa Humboldt worked with the main Indigenous communities in the region: Mahuidantu, Manquemapu and Lafken Mapu.<\/p>\n<figure id=\"attachment_7294\" aria-describedby=\"caption-attachment-7294\" style=\"width: 300px\" class=\"wp-caption alignleft\"><a href=\"https:\/\/blogs.edf.org\/edfish\/wp-content\/blogs.dir\/18\/files\/2018\/11\/5.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-7294 size-medium\" src=\"https:\/\/blogs.edf.org\/edfish\/wp-content\/blogs.dir\/18\/files\/2018\/11\/5-300x200.jpg\" alt=\"\" width=\"300\" height=\"200\" srcset=\"https:\/\/blogs.edf.org\/edfish\/wp-content\/blogs.dir\/18\/files\/2018\/11\/5-300x200.jpg 300w, https:\/\/blogs.edf.org\/edfish\/wp-content\/blogs.dir\/18\/files\/2018\/11\/5-768x512.jpg 768w, https:\/\/blogs.edf.org\/edfish\/wp-content\/blogs.dir\/18\/files\/2018\/11\/5.jpg 782w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><\/a><figcaption id=\"caption-attachment-7294\" class=\"wp-caption-text\">Photo credit Luciano Hiriart-Bertrand, Costa Humboldt<\/figcaption><\/figure>\n<p>Over the past year, we held three workshops to build the communities\u2019 capacities around fisheries governance and science to support the creation of fisheries management plans. The first plan was approved by the Chilean government in July 2018. \u00a0In addition, Costa Humboldt is now applying some of EDF\u2019s tools, such as FISHE (<a href=\"http:\/\/fisherysolutionscenter.edf.org\/assessing-data-limited-fisheries-framework-integrated-stock-and-habitat-evaluation-fishe\">Framework for Integrated Stock and Habitat Evaluation<\/a>), to put the plan into action. Costa Humboldt also brought all the communities together as a network of MCAIPs, improving their ability to exchange ideas around conservation and management. Together, these communities can prove that a rights based approach for secure, traditional tenure can ensure marine conservation, sustainable fisheries, and improved livelihoods.<\/p>\n<p>We have already seen lasting impacts of this work through the expansion of MCAIPs along the coast of Chile, now 10 in total, and the communities\u2019 vibrant participation in our <a href=\"http:\/\/www.rdapescachile.com\/\">Small Scale Fisheries Learning Network<\/a>.
