\"Snapper<\/a>Last night the House and Senate agreed to compromise language on a broad set of initiatives referred to as the transportation bill.\u00a0 Included in this \u201cmust-pass\u201d bill is legislation dealing with the Gulf of Mexico oil spill known as the RESTORE Act.\u00a0 There is much to applaud in this bill; for example, it provides important funding for fisheries science and research.\u00a0 It\u2019s too bad it also contains an empty political gesture against a fishery management tool that has benefitted the Gulf\u2019s fishermen.<\/p>\n

The RESTORE Act directs the penalties received by the federal government as a result of the Deepwater Horizon disaster to the affected region, including, at Senator Nelson\u2019s particular insistence, providing funding for research to \u201csupport . . . the long-term sustainability of the ecosystem, fish stocks, fish habitat, and the recreational, commercial, and charter fishing industry in the Gulf of Mexico.\u201d\u00a0 At a time of scarce funds and great need, this effort will help the marine resources and fishermen of the Gulf recover from the blow they suffered two years ago.<\/p>\n

Unfortunately, the bill also contains a gratuitous slap at the region\u2019s fishermen by prohibiting the use of the funds provided in the bill for the development or approval of new catch share programs along the east coast or the Gulf of Mexico.\u00a0 The catch share language echoes an amendment previously offered by Rep. Steve Southerland (R-FL) \u2013 but here it means absolutely nothing given a separate prohibition on using the money for any form of fisheries regulation.<\/p>\n

It is ironic that Rep. Southerland, a member of the panel that drafted the final bill, would use legislation so important to the Gulf of Mexico to politically target a program that has been so beneficial to the region\u2019s fishermen.\u00a0 Why Rep. Southerland would spend his time and effort on empty language is unclear, but such grandstanding does nothing to improve the fate of the resources in the Gulf or the many commercial and recreational fishermen who depend on them.<\/em><\/p>\n","protected":false},"excerpt":{"rendered":"
