{"id":3211,"date":"2011-12-14T15:50:51","date_gmt":"2011-12-14T19:50:51","guid":{"rendered":"http:\/\/blogs.edf.org\/edfish\/?p=3211"},"modified":"2012-04-25T11:47:58","modified_gmt":"2012-04-25T15:47:58","slug":"noaa-releases-gulf-of-mexico-2010-red-snapper-ifq-annual-report","status":"publish","type":"post","link":"https:\/\/blogs.edf.org\/edfish\/2011\/12\/14\/noaa-releases-gulf-of-mexico-2010-red-snapper-ifq-annual-report\/","title":{"rendered":"NOAA Releases Gulf of Mexico 2010 Red Snapper IFQ Annual Report"},"content":{"rendered":"<figure id=\"attachment_570\" aria-describedby=\"caption-attachment-570\" style=\"width: 245px\" class=\"wp-caption alignleft\"><a href=\"https:\/\/blogs.edf.org\/edfish\/wp-content\/blogs.dir\/18\/files\/2009\/12\/Red-snapper-7.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-570\" src=\"https:\/\/blogs.edf.org\/edfish\/wp-content\/blogs.dir\/18\/files\/2009\/12\/Red-snapper-7.jpg\" alt=\"Gulf of Mexico Red Snapper\" width=\"245\" height=\"200\" \/><\/a><figcaption id=\"caption-attachment-570\" class=\"wp-caption-text\">Gulf of Mexico Red Snapper<\/figcaption><\/figure>\n<p>NOAA&#8217;s National Marine Fisheries Service recently released the <a href=\"http:\/\/sero.nmfs.noaa.gov\/sf\/pdfs\/2010_RS_AnnualReport_Final%2010-28-11.pdf\" target=\"_blank\">Gulf of Mexico 2010 Red Snapper Individual Fishing Quota (IFQ) Annual Report<\/a>, and it provides a wealth of data and information collected during the fourth year of the IFQ program.\u00a0 The report comes as the 5-year review of the IFQ is underway, and offers us a chance to use the latest data to evaluate the success of the program.<\/p>\n<p>By all counts, the IFQ has been a success.\u00a0 Back in 2006 when the Gulf Council was considering various management options in the red snapper fishery, fishermen had a short season each year, and had to go out even in dangerous conditions. The markets\u00a0were flooded with fish for a short period of the year (and fishermen got low prices for their fish), and since the fishermen couldn&#8217;t decide when, where, or how to fish, they had excessive bycatch of red snapper and everything else.\u00a0 And to top it all off, they ended up going over quota anyway.<\/p>\n<p>Then in 2007, the IFQ brought in a new way of doing things.\u00a0 After getting approved overwhelmingly by local fishermen in not one but two referendums, the IFQ brought flexibility and stability to the fishing industry.\u00a0 Fishing days increased from an average of 77 days before catch shares to 365 days a year.\u00a0 Catch shares improved the stability of fishing employment; they allowed vessel owners the opportunity to provide full time jobs to qualified captains and deckhands, without the variability that results from short seasons.\u00a0\u00a0 In contrast, recreational fishermen only had 53 days to fish for red snapper (not including lost days due to the oil spill) under traditional management in 2010, and only 48 days in 2011.<!--more--><\/p>\n<p>Here are some additional noteworthy facts:<\/p>\n<ul>\n<li>In 2010, IFQ fishermen saw a 39% increase in the amount of fish they\u00a0could catch.<\/li>\n<li>Annual Gulf of Mexico commercial red snapper fishing trips increased 29% in 2010, and have increased 21% since catch share management began.\u00a0 Catch shares help make sure that fishermen are out on the water where they belong.<\/li>\n<li>The price that fishermen get for their fish has increased 40% under the IFQ program.<\/li>\n<li>Under catch share management, the proportion of Gulf of Mexico red snapper caught and discarded decreased by 31% in 2010.<\/li>\n<\/ul>\n<p>In 2010, the Gulf oil spill is another example of how IFQ flexibility worked for fishermen.\u00a0 In spite of the fact that there were area closures from May through November, and that at the height of the spill 37% of Federal waters were closed to all fishing, commercial fishermen landed 96% of their quota.<\/p>\n<p>Conclusion:\u00a0 Fishermen do better under catch shares.<\/p>\n","protected":false},"excerpt":{"rendered":"<p><img decoding=\"async\" src=\"https:\/\/blogs.edf.org\/edfish\/wp-content\/blogs.dir\/18\/files\/2009\/12\/Red-snapper-7.jpg\" \/><\/p>\n<p>NOAA&#8217;s National Marine Fisheries Service recently released the Gulf of Mexico 2010 Red Snapper Individual Fishing Quota (IFQ) Annual Report, and it provides a wealth of data and information collected during the fourth year of the IFQ program.
