{"id":1328,"date":"2010-05-18T07:11:49","date_gmt":"2010-05-18T14:11:49","guid":{"rendered":"http:\/\/blogs.edf.org\/edfish\/?p=1328"},"modified":"2010-05-18T07:43:54","modified_gmt":"2010-05-18T14:43:54","slug":"new-england-groundfish-sectors-things-to-look-for-2-12-weeks-in","status":"publish","type":"post","link":"https:\/\/blogs.edf.org\/edfish\/2010\/05\/18\/new-england-groundfish-sectors-things-to-look-for-2-12-weeks-in\/","title":{"rendered":"New England Groundfish Sectors:  Things to Look for 2 1\/2 Weeks In"},"content":{"rendered":"<figure id=\"attachment_52\" aria-describedby=\"caption-attachment-52\" style=\"width: 136px\" class=\"wp-caption alignleft\"><a href=\"https:\/\/blogs.edf.org\/edfish\/wp-content\/blogs.dir\/18\/files\/\/nfs\/c01\/h03\/mnt\/33703\/domains\/blogs.edf.org\/html\/wp-content\/blogs.dir\/18\/files\/\/2009\/05\/hiking-in-white-mountainssm.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-52\" title=\"Julie Wormser, NE Regional Director of EDF Oceans Program\" src=\"https:\/\/blogs.edf.org\/edfish\/wp-content\/blogs.dir\/18\/files\/\/nfs\/c01\/h03\/mnt\/33703\/domains\/blogs.edf.org\/html\/wp-content\/blogs.dir\/18\/files\/\/2009\/05\/hiking-in-white-mountainssm.jpg\" alt=\"Julie Wormser, New England and Mid-Atlantic Regional Director for EDF Oceans program.\" width=\"136\" height=\"171\" \/><\/a><figcaption id=\"caption-attachment-52\" class=\"wp-caption-text\">Julie Wormser, New England and Mid-Atlantic Regional Director for EDF Oceans program.<\/figcaption><\/figure>\n<p>New England groundfish sectors, a kind of a catch share management system, are entering their third week of operation.\u00a0 It\u2019s far too early to pass judgment, but here\u2019s what we\u2019re watching for:\u00a0<\/p>\n<p>1) The ability of individual fishermen to maximize their profits and minimize their costs, and<\/p>\n<p>2) The total 2010 harvest of groundfish compared to annual catch limits (ACLs).<\/p>\n<p>An article from SeafoodNews.com that <strong><a href=\"https:\/\/blogs.edf.org\/edfish\/2010\/05\/11\/offshore-boats-thriving-under-new-catch-share-rules-in-new-england-regional-landings-up-4-percent-1st-week\/\" target=\"_self\">we cited\u00a0last week<\/a><\/strong> discussed these two measures, but was criticized for comparing the first week of landings versus last year\u2019s harvest.\u00a0 However, since fishermen fishing under sectors no longer have any time constraints to their harvests, weekly landings are not a meaningful <strong><a href=\"https:\/\/blogs.edf.org\/edfish\/2010\/05\/17\/ne-auctionmanagers-question\/\" target=\"_self\">measure of success or failure<\/a><\/strong>.\u00a0<\/p>\n<p>More important and interesting were the article\u2019s insights into fishermen\u2019s ability to selectively harvest strong stocks and avoid weak stocks, and fishermen\u2019s ability to maximize catch-per-unit-effort (CPUE) by landing all legal species that they catch rather than being required to dump good fish overboard.<\/p>\n<p>A key way fishermen are successfully avoiding weak stocks is <strong><a href=\"http:\/\/www.smartgear.org\/smartgear_winners\/smartgear_winner_2007\/smartgear_winner_2007grand\/\" target=\"_blank\">through their knowledge<\/a><\/strong> of fish behavior and life cycles and through the <a href=\"http:\/\/www.nefsc.noaa.gov\/press_release\/2008\/News\/NR0824\/\" target=\"_blank\"><strong>use of conservation gear<\/strong> <\/a>such as the Ruhle trawl.<\/p>\n<p>Using this gear, one fisherman in the Rhode Island sector reported landing 8,500 lbs of haddock and only 120 lbs of cod and 140 lbs of yellowtail on a one-day trip to Georges Bank.\u00a0 That\u2019s a strong stock\/weak stock ratio of between 60 and 70 to one.\u00a0 He said it was the best day of fishing he had had in years.\u00a0<\/p>\n<p>Another vessel fishing on Georges Bank, as reported in the SeafoodNews.com article, reported a strong stock to weak stock harvesting ratio of 140:1 haddock to yellowtail and 25:1 haddock to Georges Bank cod.\u00a0<\/p>\n<p>Finally, the SeafoodNews.com article reported a six-figure harvest in one trip by one New Bedford sector vessel; we have heard about several others of the same magnitude.<\/p>\n<p>Unquestionably the fact that sectors are being implemented at a time of low catch limits is causing a great deal of stress for a significant number of groundfish fishermen.\u00a0 It is all the more impressive and hopeful to see these kinds of conservation and business benefits emerging so soon under the new system.<\/p>\n<p><em>Never miss a post!
