{"id":87,"date":"2007-05-07T14:26:45","date_gmt":"2007-05-07T19:26:45","guid":{"rendered":"http:\/\/blogs.edf.org\/climate411\/2007\/05\/07\/ipcc_wg3\/"},"modified":"2008-04-22T14:16:50","modified_gmt":"2008-04-22T19:16:50","slug":"ipcc_wg3","status":"publish","type":"post","link":"https:\/\/blogs.edf.org\/climate411\/2007\/05\/07\/ipcc_wg3\/","title":{"rendered":"We Can Do It, and at Moderate Cost"},"content":{"rendered":"<p><i>Lisa Moore, today&#8217;s guest blogger, is a scientist in the Climate and Air Program.<\/i><\/p>\n<p>On Friday, the Intergovernmental Panel on Climate Change (IPCC) released a <a href=\"http:\/\/www.ipcc.ch\/SPM040507.pdf\">summary of its third report [PDF]<\/a> (see our <a href=\"https:\/\/blogs.edf.org\/climate411\/2007\/02\/05\/what-is-the-ipcc-anyway\/\">explanation of the IPCC<\/a>). The first two reports focused on the <a href=\"http:\/\/www.ipcc.ch\/SPM2feb07.pdf\">science [PDF]<\/a> and the <a href=\"http:\/\/www.ipcc.ch\/SPM13apr07.pdf\">impacts [PDF]<\/a> of climate change. Now the IPCC has tackled the all-important question: What can we do about it?<\/p>\n<p>The great news is that there is &quot;high agreement&quot; and &quot;much evidence&quot; that there are many ways to cut greenhouse gas emissions (see our <a href=\"https:\/\/blogs.edf.org\/climate411\/2007\/03\/28\/green_technologies\/\">post on how to get us there<\/a>), and every economic sector can make a difference. For a cautious, consensus-driven group like the IPCC, that&#8217;s strong language.<\/p>\n<p>Just as encouraging is the conclusion that fighting global warming isn&#8217;t going to destroy economies.<\/p>\n<p><!--more--><\/p>\n<p>The report looks at the likely costs of a variety of scenarios, including what we described in an earlier post about the <a href=\"https:\/\/blogs.edf.org\/climate411\/2007\/03\/14\/worldwide_emissions\/\">emissions reductions required to avoid the tipping point<\/a> to dangerous climate change.<\/p>\n<p>In the IPCC&#8217;s assessment, we can achieve this goal and, at worst, the annual growth rate of worldwide GDP will slow a mere 0.12 percent. And that&#8217;s without considering side benefits such as increased energy security and improved public health. In fact, some studies that the IPCC report considered concluded that the economy will grow more quickly if we embrace this challenge than do nothing!<\/p>\n<p>That\u2019s the good news. The sobering caveat is that we are running out of time. The longer we wait to act, the harder it will be to stabilize greenhouse gas emissions at safe levels because the emissions cuts will need to be much steeper.<\/p>\n<p>Fortunately, many countries have already started. And according to the IPCC, the costs of implementing international strategies such as the Kyoto Protocol are lower than originally projected. That&#8217;s important because, as the report states, &quot;Voluntary agreements&#8230; [have] not achieved significant emissions reductions beyond business as usual.&quot;<\/p>\n<p>Here at home, Congress is finally starting to get the message.
