But it omits some key connections with a critical issue: climate change.<\/p>\n<figure style=\"width: 300px\" class=\"wp-caption alignright\"><img loading=\"lazy\" decoding=\"async\" alt=\"\" src=\"http:\/\/blogs.edf.org\/climatetalks\/wp-content\/uploads\/sites\/13\/2014\/05\/corn-drought-300x225.jpg\" width=\"300\" height=\"225\" \/><figcaption class=\"wp-caption-text\">Drought in the U.S. causes withering of corn. (Photo credit: Ben Fertig, IAN, UMCES)<\/figcaption><\/figure>\n<p>As the Food and Agriculture Organization recently\u00a0<a href=\"http:\/\/www.fao.org\/docrep\/018\/i3325e\/i3325e.pdf\">documented<\/a>\u00a0in great detail, climate change is likely to fundamentally alter the structure of food systems around the globe. With about 43% of the world\u2019s population employed in agriculture,<i>\u00a0<\/i>it\u2019s vital that farmers have the knowledge and tools they need both to adapt to climate change and to help mitigate it.<\/p>\n<p>Author Jonathan Foley, who directs the University of Minnesota\u2019s Institute on the Environment, lays out several steps for \u201cFeeding 9 billion.\u201d Though he starts by acknowledging that agriculture emits \u201cmore greenhouse gases than all our cars, trucks, trains, and airplanes combined,\u201d he doesn\u2019t explicitly mention how his plan relates to a changing climate.<\/p>\n<p>The first of his steps \u2013 halting conversion of additional forests and grasslands to agriculture \u2013 is crucial to stopping climate change, given the vast quantities of greenhouse gases released in these conversions. As the latest\u00a0<a href=\"http:\/\/ipcc.ch\/\">Intergovernmental Panel on Climate Change<\/a>\u00a0(IPCC) report on\u00a0<a href=\"http:\/\/www.mitigation2014.org\/\">mitigation<\/a>\u00a0noted, protecting forests and increasing carbon content of the soils can decrease global emissions by as much as 13 gigatons CO2eq\/year by 2030 \u2013 more than a quarter of current annual global emissions.<\/p>\n<p>Foley also highlights the need to reduce meat consumption, because only a very limited portion of calories consumed by animals yield edible food for humans, and to reduce food waste. According to the IPCC, these consumer-level steps have the potential to decease agricultural emissions by 60% below the current trajectory. While Foley didn\u2019t acknowledge these mitigation potentials,\u00a0<a href=\"http:\/\/edf.org\/redd\">we agree<\/a>\u00a0that these are important steps to feeding the world\u2019s population and protecting our environment.<\/p>\n<p>But it\u2019s his steps calling for improving productivity \u2013 both by growing more food on existing farms, and by using fertilizer, water and energy more efficiently \u2013 where the interactions with climate are more complex and need special attention.<\/p>\n<p><b>Climate adaptation and resilience in agriculture<\/b><\/p>\n<p>Foley rightly points out that to feed the world\u2019s future population, more food needs to grow on existing farms. However, he doesn\u2019t note that some of the effects of climate change \u2013 droughts, floods and heat waves in many parts of the world \u2013 are already\u00a0<i>reducing<\/i>\u00a0crop yields, and these effects and their consequences are expected to worsen.<\/p>\n<p>The IPCC\u2019s recently published 5th\u00a0Assessment Report on\u00a0<a href=\"http:\/\/ipcc-wg2.gov\/AR5\/\">adaptation<\/a>\u00a0concludes that:<\/p>\n<ul>\n<li>Climate change is already negatively affecting yields of crops and abundance of fish, and shifting the regions where crops grow and fish live<\/li>\n<li>Future changes in climate will increase competitiveness of weeds, making it difficult and more expensive to control them<\/li>\n<li>By 2050, changes in temperature and precipitation alone will raise global food prices by as much as 84% above food prices projected without these two climatic factors<\/li>\n<li>Major grains like wheat, corn, and rice could see as much as a 40% decrease in yield from a 20C increase in local temperatures. That\u2019s because of the changing rainfall frequency and intensity, unpredictability and irregularity of growing seasons, and higher ozone levels that often accompany high CO\u00ad2\u00a0levels<\/li>\n<\/ul>\n<p>To deal with these consequences and ensure food security and livelihoods, adaptation to climate change is essential. Indeed, adopting carefully chosen adaptation and resilience measures could improve crop yields as much as 15-20%. The IPCC recommendations include:<\/p>\n<ul>\n<li>Altering planting\/harvesting dates to match the shifting growing seasons<\/li>\n<li>Using seed varieties that might be more tolerant of changing climatic patterns<\/li>\n<li>Better managing water and fertilizer use<\/li>\n<\/ul>\n<figure style=\"width: 300px\" class=\"wp-caption alignleft\"><img loading=\"lazy\" decoding=\"async\" alt=\"\" src=\"http:\/\/blogs.edf.org\/climatetalks\/wp-content\/uploads\/sites\/13\/2014\/04\/India-farmer-training-session_credit-Accio-Fraterna-300x200.jpg\" width=\"300\" height=\"200\" \/><figcaption class=\"wp-caption-text\">A farmer training session, led by EDF\u2019s partner NGO in India (Photo credit: Accion Fraterna)<\/figcaption><\/figure>\n<p>Achieving high yields requires enabling farmers all over the world to adapt, build and restore the resilience of agricultural ecosystems in the face of continued climate change. Given that many farmers in developed countries have already reached what are currently maximum possible yields, it\u2019s particularly urgent to work with farmers in the developing world.A vast majority of these farmers in developing countries own small-scale farms (less than two acres in size) and have limited resources, and as a result are on the frontline of experiencing the unfolding impacts of climate change. These farmers are already growing the majority of the world\u2019s food \u2013 more than 90% of the world\u2019s rice, over 65% of its wheat and 55% of its corn. Notably, as opposed to our recommendations for\u00a0<a href=\"http:\/\/www.edf.org\/ecosystems\/helping-farmers-fight-ecological-dead-zones\">farmers in the developed countries<\/a>, some of them might need to increase their fertilizer use to achieve better yields as opposed to decreasing it. Feeding a world of 9 billion thus requires facing the disproportionate effect that climate change has on the 2 billion people who depend on small-scale farms for their livelihood.<\/p>\n<p><b>Barriers to climate adaptation &amp; mitigation in agriculture<\/b><\/p>\n<p>The latest IPCC report also\u00a0<a href=\"https:\/\/www.google.com\/url?sa=t&amp;rct=j&amp;q=&amp;esrc=s&amp;source=web&amp;cd=4&amp;cad=rja&amp;uact=8&amp;ved=0CEcQFjAD&amp;url=http%3A%2F%2Freport.mitigation2014.org%2Fdrafts%2Ffinal-draft-postplenary%2Fipcc_wg3_ar5_final-draft_postplenary_chapter11.pdf&amp;ei=PhlhU9SfLfLHsATX34HAAg&amp;usg=AFQjCNGLPIGNCfkD5VGlGU0uxQVbltVTig&amp;sig2=4MiesF_zkKIKpB1b2sJ8ig&amp;bvm=bv.65636070,d.cWc\">noted<\/a>\u00a0that the \u201cnature\u201d of the agriculture sector means:<\/p>\n<blockquote><p>\u201cThere are many barriers to implementation of available mitigation options, including accessibility to \u2026 financing, \u2026 institutional, ecological, technological development, diffusion and transfer barriers.\u201d<\/p><\/blockquote>\n<p>We couldn\u2019t agree more.<\/p>\n<p>Many farmers, especially small scale land-owners in developing parts of the world, lack access to reliable scientific information and technology. (Photo credit: Richie Ahuja)<\/p>\n<p>For example, small-scale rice farmers in Asia lack access to information enabling them to determine what amounts of water, organic and synthetic fertilizer will optimize yields while also minimizing release of the greenhouse gases methane (which is\u00a0<a href=\"http:\/\/blogs.edf.org\/energyexchange\/2013\/11\/05\/methane-a-key-to-dealing-with-carbon-pollution\/?_ga=1.163764607.1991440396.1395460779\">84 times more potent<\/a>\u00a0than carbon dioxide in the first 20 years after it is released), and nitrous oxide (which is nearly 300 times more potent than carbon dioxide).\u00a0<a href=\"http:\/\/www.edf.org\/blog\/2013\/11\/14\/how-can-we-grow-more-rice-less-land-water-and-pollution\">EDF is working with the Fair Climate Network<\/a>\u00a0in India and with Can Tho University and other partners in Vietnam to help generate that information and facilitate its use by farmers.<\/p>\n<p>More generally, agricultural institutions at all levels \u2013 international, regional, national and local \u2013 need to work closely with farmers to learn and promote evidence-based, locally appropriate agricultural adaptation and mitigation technologies and practices. Farmer access to finance can further help improve the adoption rate of these technologies.
