{"id":4499,"date":"2014-01-10T12:47:24","date_gmt":"2014-01-10T17:47:24","guid":{"rendered":"http:\/\/blogs.edf.org\/climate411\/?p=4499"},"modified":"2014-01-10T12:47:24","modified_gmt":"2014-01-10T17:47:24","slug":"new-power-plant-rule-strong-smart-and-legally-sound","status":"publish","type":"post","link":"https:\/\/blogs.edf.org\/climate411\/2014\/01\/10\/new-power-plant-rule-strong-smart-and-legally-sound\/","title":{"rendered":"New Power Plant Rule: Strong, Smart, and Legally Sound"},"content":{"rendered":"<p>Yesterday EPA published its revised proposed Carbon Pollution Standards for new power plants.\u00a0When finalized, these standards will be the first national limits on the amount of carbon pollution emitted by new power plants in the United States.\u00a0The standards will finally require new coal-fired power plants \u2014 the largest source of carbon pollution in our country \u2014 to install carbon capture technology and sequester the climate-destabilizing carbon pollution they produce underground.<\/p>\n<p>Back in 2011, after testing this technology at a power plant in West Virginia, American Electric Power\u2019s former CEO and president <a href=\"http:\/\/www.morningstar.com\/earnings\/PrintTranscript.aspx?id=28688913\">Mike Morris told investors<\/a>:<\/p>\n<blockquote><p>We\u2019re encouraged by what we saw. We\u2019re clearly impressed with what we learned and we feel that we have demonstrated to a certainty that carbon capture and storage is in fact viable technology for the United States and quite honestly for the rest of the world going forward.<\/p><\/blockquote>\n<p>It is now 2014.\u00a0The technology is being <a href=\"http:\/\/sequestration.mit.edu\/tools\/projects\/map_projects.html\">deployed across the world<\/a>, and here at plants in Canada, Mississippi, California, and at two plants in Texas. EPA\u2019s standards will ensure that the United States is leading the energy revolution &#8212; in carbon capture technologies as well as in clean renewable energy and energy efficiency.<\/p>\n<p>Of course <a href=\"https:\/\/blogs.edf.org\/climate411\/2013\/12\/06\/epas-proposed-carbon-pollution-standards-are-legally-and-technically-sound\/\">these realities<\/a> did not stop the attacks from industry lawyers.<\/p>\n<p>Jeff Holmstead, Counsel to the Electric Reliability Coordinating Council \u2014 a coalition of coal-dependent energy companies \u2014 released a statement arguing that we just can\u2019t do it \u2026 can\u2019t produce clean, safe, affordable power.\u00a0He is wrong.\u00a0These standards are common sense and <a href=\"https:\/\/blogs.edf.org\/climate411\/wp-content\/blogs.dir\/7\/files\/2013\/12\/Response-to-House-Committee-Letter-on-EPAct.pdf\">legally sound<\/a>. Not only are carbon capture technologies \u2014 long in use in other industries \u2014 being deployed in the power sector across the world, but renewables are taking off.<\/p>\n<p>Between 2011 and October of 2013, wind generation in the United States increased by over 40%.\u00a0 In April of 2013, the United States had a <a href=\"http:\/\/www.eia.gov\/electricity\/monthly\/\">record month for wind power<\/a> with generation of over 17,000 gigawatt hours.
