{"id":3927,"date":"2013-03-29T10:37:34","date_gmt":"2013-03-29T15:37:34","guid":{"rendered":"http:\/\/blogs.edf.org\/climate411\/?p=3927"},"modified":"2013-03-29T10:37:34","modified_gmt":"2013-03-29T15:37:34","slug":"executive-action-critical-but-not-enough-to-fight-global-warming","status":"publish","type":"post","link":"https:\/\/blogs.edf.org\/climate411\/2013\/03\/29\/executive-action-critical-but-not-enough-to-fight-global-warming\/","title":{"rendered":"Executive Action Critical, but not Enough to Fight Global Warming"},"content":{"rendered":"<p><strong>(This blog was first posted on\u00a0<a href=\"http:\/\/www.edf.org\/blog\/2013\/03\/28\/executive-action-critical-not-enough-fight-global-warming\">EDF Voices<\/a>)<\/strong><\/p>\n<div>\n<p><img decoding=\"async\" src=\"http:\/\/www.edf.org\/sites\/default\/files\/blog_images\/obama_0.jpg\" alt=\"\" \/>Image: Chuck Kennedy\/<a href=\"http:\/\/www.whitehouse.gov\/photos-and-video\/photogallery\/2013-state-union-address\">White House<\/a><\/p>\n<p>I received the following comment about <a href=\"http:\/\/www.edf.org\/blog\/2013\/03\/21\/if-you-can%E2%80%99t-stand-heat-why-washington-stuck-climate-change-part-1\">Part 1 of this series<\/a> that warrants its own blog post.<\/p>\n<p><em>The politics of climate change is an issue <a href=\"http:\/\/www.thenation.com\/#\">The Nation<\/a> has covered extensively, and I think many of our readers would wonder why Mr. Gaby, in asserting that Congressional legislation is the only means of taking serious federal action against climate change, ignores the argument (put forth by the Center for Biological Diversity, among others) that President Obama and his EPA Administrator already have the authority under the Clean Air Act to order dramatic reductions in U.S. greenhouse gas emissions.<\/em><\/p>\n<p><em>Congress is one way; it is hardly the only way. And since Congress is now blocked by right-wing intransigence, and since the hour (as Mr. Gaby notes) is already very late, surely it behooves us to deploy a readier tool, no?\u00a0 &#8212;\u00a0 Mark Hertsgaard, environment correspondent for The Nation magazine and \u00a0author of numerous books about climate change, including\u00a0<\/em><a href=\"http:\/\/markhertsgaard.com\/hot-living-through-the-next-fifty-years-on-earth\/\"><strong><em>HOT: \u00a0Living Through the Next Fifty Years on Earth<\/em><\/strong><\/a><strong><em>.\u00a0<\/em><\/strong><em>Mr. Hertsgaard is also<strong>\u00a0<\/strong>a Fellow of the New America Foundation.<\/em><\/p>\n<p><strong>My response:<\/strong><\/p>\n<p>Because Congress failed to pass comprehensive climate legislation in 2010, and prospects for action in the current Congress are remote, many environmentalists have been focused on steps President Obama can take on his own. And it is true that the President has\u00a0<a href=\"http:\/\/www.law.cornell.edu\/supct\/html\/05-1120.ZS.html\">authority<\/a>\u00a0under the Clean Air Act to take significant action to limit greenhouse gas emissions. But while these steps are both necessary and critically important, they do not let Congress off the hook in the long run.<\/p>\n<p>Why? To borrow a line from the 2012 campaign, it\u2019s simple math.<\/p>\n<p>The World Resources Institute recently\u00a0<a href=\"http:\/\/www.wri.org\/publication\/can-us-get-there-from-here\">studied<\/a>\u00a0the impact of actions the EPA could take under existing law. In Goldilocks style, they laid out three scenarios \u2013 lackluster, middle-of-the-road, and go-getter \u2013 based on the aggressiveness of EPA\u2019s approach. Unlike the home-invading blonde of the fairy tale, WRI recommends the most aggressive approach, which would reduce emissions 17% below 2005 levels by 2020. That\u2019s the same level of reductions that would have been achieved by the failed congressional legislation. What\u2019s more, this path would result in a 40% reduction in pollution by 2050.<\/p>\n<p>So what\u2019s the problem?\u00a0 Well, a 40% reduction is only\u00a0<em>half<\/em>\u00a0of what we need to achieve to avert the worst impacts. In other words, we can\u2019t get to a safe climate from here without action by Congress, even under the most aggressive scenario of\u00a0<a href=\"https:\/\/blogs.edf.org\/climate411\/2013\/01\/04\/how-the-president-can-address-climate-change-right-now\/\">executive action<\/a>. As WRI says, \u201cNew federal legislation will eventually be needed, because even go-getter action by federal and state governments will probably fail to achieve the more than 80 percent GHG emissions reductions necessary to fend off the most deleterious impacts of climate change.\u201d<\/p>\n<p>Without that level of commitment, we also won\u2019t see other countries achieve the reductions necessary. While about one-third of the world\u2019s economic output is technically covered by some form of greenhouse gas emissions limit, these rules are far from enough to solve the problem. And while growth-hungry nations in Asia are starting to take steps on climate change, they will likely insist on bold action by the United States before moving as aggressively as is necessary.<\/p>\n<p>The most important short term domestic priority for environmentalists should be ensuring that EPA carries out its obligations under the Clean Air Act*. That would cut billions of tons of pollution and buy us critical time in the fight against climate change.
