{"id":3760,"date":"2013-01-04T10:04:24","date_gmt":"2013-01-04T15:04:24","guid":{"rendered":"http:\/\/blogs.edf.org\/climate411\/?p=3760"},"modified":"2013-11-21T13:57:50","modified_gmt":"2013-11-21T18:57:50","slug":"how-the-president-can-address-climate-change-right-now","status":"publish","type":"post","link":"https:\/\/blogs.edf.org\/climate411\/2013\/01\/04\/how-the-president-can-address-climate-change-right-now\/","title":{"rendered":"How the President Can Address Climate Change Right Now"},"content":{"rendered":"<p>When Foreign Policy magazine decided to run a series on \u201c10 problems Obama could solve right now,\u201d they turned to EDF\u2019s <a href=\"http:\/\/www.edf.org\/people\/gernot-wagner\">Gernot Wagner<\/a>.<\/p>\n<p>His\u00a0contribution: a list of ways the President can\u00a0address climate change &#8212; without Congressional approval.<\/p>\n<p>Gernot acknowledges that:<\/p>\n<blockquote><p>\u201cPresident Obama isn\u2019t going to halt the rise of the oceans in his second term.\u201d<\/p><\/blockquote>\n<p>But he outlines steps the President <em>can<\/em> take right now.<\/p>\n<p>At the top of\u00a0his list:<\/p>\n<blockquote><p>\u00a0\u201cThe president can start by setting an example in his own house, quite literally. Based on\u00a0<a href=\"http:\/\/www.whitehouse.gov\/the-press-office\/president-obama-sets-greenhouse-gas-emissions-reduction-target-federal-operations\" target=\"_blank\">Executive Order 13514<\/a>, signed in October 2009, Obama established a 28 percent emissions-reduction goal for the federal government by 2020. While working toward this goal, the administration should take the opportunity to implement a tried-and-true market approach: Follow the lead of some big corporations like Microsoft and make each part of the government financially accountable for its greenhouse gas emissions by putting a price on carbon dioxide &#8212; at least the roughly\u00a0<a href=\"http:\/\/www1.eere.energy.gov\/buildings\/appliance_standards\/commercial\/pdfs\/sem_finalrule_appendix15a.pdf\" target=\"_blank\">$20 per ton<\/a>\u00a0established by the federal government&#8217;s own interagency working group as the single best value. That would allow the government to meet its overall target the most cost-effective way possible\u201d.<\/p><\/blockquote>\n<p>Other key ideas:<\/p>\n<ul>\n<li>Use existing legal authority under the tried-and-true Clean Air Act to cut power plant pollution, both from new and existing sources.<\/li>\n<li>Build on the success of strengthening greenhouse gas and fuel-economy standards for cars and extend them to heavy and medium-duty vehicles, ranging from 18-wheelers to commercial delivery trucks.<\/li>\n<li>Get methane leakage under control.
