{"id":3070,"date":"2011-11-11T17:14:49","date_gmt":"2011-11-11T22:14:49","guid":{"rendered":"http:\/\/blogs.edf.org\/climate411\/?p=3070"},"modified":"2026-04-02T15:48:37","modified_gmt":"2026-04-02T20:48:37","slug":"more-evidence-that-the-benefits-of-epa-rules-vastly-outweigh-the-costs","status":"publish","type":"post","link":"https:\/\/blogs.edf.org\/climate411\/2011\/11\/11\/more-evidence-that-the-benefits-of-epa-rules-vastly-outweigh-the-costs\/","title":{"rendered":"More Evidence That the Benefits of EPA Rules Vastly Outweigh the Costs"},"content":{"rendered":"<p><span style=\"font-size: small\">Yet another study is confirming what we\u2019ve known for quite some time &#8212; <strong>the benefits of EPA\u2019s clean air rules vastly outweigh the costs.<\/strong><\/span><\/p>\n<p><span style=\"font-size: small\">An <\/span><a href=\"http:\/\/www.epi.org\/publication\/combined-effect-obama-epa-rules\/\"><span style=\"color: #0000ff;font-size: small\">analysis<\/span><\/a><span style=\"font-size: small\"> from the <\/span><a href=\"http:\/\/www.epi.org\/\"><span style=\"color: #0000ff;font-size: small\">Economic Policy Institute<\/span><\/a>\u00a0<span style=\"font-size: small\">(EPI) reinforces what other <\/span><a href=\"http:\/\/www.epa.gov\/air\/sect812\/index.html\"><span style=\"color: #0000ff;font-size: small\">studies<\/span><\/a>\u00a0<span style=\"font-size: small\">have told us time and time again: clean air is a great economic investment.<\/span><\/p>\n<p><span style=\"font-size: small\">Unfortunately, that fact is often lost in the unfounded attacks on EPA that have gotten so much attention lately, in the media and even in Congress.<\/span><\/p>\n<p><span style=\"font-size: small\">EPI\u2019s analysis examines the combined effect of EPA rules that have already been finalized under the Obama Administration, as well as those currently in the proposal stage. It finds that:<\/span><\/p>\n<blockquote><p><span style=\"font-size: small\">The dollar value of the benefits of the major rules finalized or proposed by the EPA so far during the Obama administration exceeds the rules\u2019 costs by an exceptionally wide margin. Health benefits in terms of lives saved and illnesses avoided will be enormous.<\/span><\/p><\/blockquote>\n<p><span style=\"font-size: small\">Of course, the most important benefits of clean air are those related to human health. Just three of these rules (<\/span><a href=\"http:\/\/www.epa.gov\/airtransport\/index.html\"><span style=\"color: #0000ff;font-size: small\">Cross-State Air Pollution (CSAPR)<\/span><\/a><span style=\"font-size: small\">, <\/span><a href=\"http:\/\/www.epa.gov\/airquality\/powerplanttoxics\/index.html\"><span style=\"color: #0000ff;font-size: small\">Mercury and Air Toxics<\/span><\/a><span style=\"font-size: small\">, and <\/span><a href=\"http:\/\/www.epa.gov\/ttn\/atw\/boiler\/boilerpg.html\"><span style=\"color: #0000ff;font-size: small\">Boiler MACT<\/span><\/a><span style=\"font-size: small\">)\u00a0are estimated to\u00a0<strong>save up to 57,500 lives a year<\/strong>.<\/span><\/p>\n<p><span style=\"font-size: small\">Those lives saved, plus illnesses avoided and other environmental improvements translate to enormous economic benefits:<\/span><\/p>\n<ul>\n<li><span style=\"font-size: small\">Setting aside CSAPR, the combined annual benefits from all <em>final<\/em> major rules exceed their costs by <strong>$10 billion to $95 billion a year<\/strong>. <\/span><span style=\"font-size: small\">The estimated benefit-to-cost ratios for those <em>final <\/em>rules range from <strong>2-to-1<\/strong> to <strong>20-to-1<\/strong>.<\/span><\/li>\n<li><span style=\"font-size: small\">The net benefits from CSAPR range from <strong>$112 billion to $289 billion a year<\/strong>.<\/span><\/li>\n<li><span style=\"font-size: small\">The combined annual benefits from three major <em>proposed<\/em> rules exceed their costs by <strong>$62 billion to $188 billion a year<\/strong>.\u00a0<\/span><span style=\"font-size: small\">The estimated benefit-to-cost ratios for those <em>proposed<\/em> rules range from <strong>6-to-1<\/strong> to <strong>15-to-1<\/strong><\/span><\/li>\n<\/ul>\n<p><span style=\"font-size: small\">The results are even more striking in chart form:<\/span><\/p>\n<p style=\"text-align: center\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-3080 aligncenter\" style=\"border: 1px solid black\" src=\"https:\/\/blogs.edf.org\/climate411\/wp-content\/blogs.dir\/7\/files\/2011\/11\/benefits-costs-epa-rules.jpg\" alt=\"Benefits and costs of EPA rules\" width=\"700\" height=\"352\" srcset=\"https:\/\/blogs.edf.org\/climate411\/wp-content\/blogs.dir\/7\/files\/2011\/11\/benefits-costs-epa-rules.jpg 700w, https:\/\/blogs.edf.org\/climate411\/wp-content\/blogs.dir\/7\/files\/2011\/11\/benefits-costs-epa-rules-300x150.jpg 300w\" sizes=\"auto, (max-width: 700px) 100vw, 700px\" \/><\/p>\n<p><span style=\"font-size: small\">(For more details on EPI\u2019s analysis, see our new <a href=\"https:\/\/blogs.edf.org\/climate411\/wp-content\/blogs.dir\/7\/files\/2011\/11\/EDF_EPI-ANALYSIS-FACT-SHEET_3NOV2011.pdf\">fact sheet<\/a>.)<\/span><\/p>\n<p><span style=\"font-size: small\">EPI has also shown, in a previous <\/span><a href=\"http:\/\/www.epi.org\/publication\/a_life_saver_not_a_job_killer\/\"><span style=\"color: #0000ff;font-size: small\">analysis<\/span><\/a><span style=\"font-size: small\">, that EPA clean air rules can also have a positive impact on overall employment \u2013 including <strong>28,000 to 158,000 jobs <\/strong>from the Mercury and Air Toxics rule for power plants alone.\u00a0\u00a0<\/span><span style=\"font-size: small\">\u00a0<\/span><\/p>\n<p>In fact, <a href=\"http:\/\/www.epi.org\/people\/josh-bivens\/\"><span style=\"color: #0000ff;font-size: small\">Josh Bivens<\/span><\/a><span style=\"font-size: small\"> of EPI recently <\/span><a href=\"http:\/\/oversight.house.gov\/images\/stories\/Testimony\/11-1-11_Bivens_MACT_Testimony.pdf\"><span style=\"color: #0000ff;font-size: small\">testified before the U.S. House of Representatives<\/span><\/a>\u00a0<span style=\"font-size: small\">on the Mercury and Air Toxics rule for power plants.
