It contains&nbsp;higher levels of mercury and other&nbsp;toxics than other types of coal,&nbsp;and more lignite coal must be burned to generate power compared to other types of coal, which then produces even more emissions.&nbsp;&nbsp;<\/p>\n\n\n\n<p>Before the 2024 Mercury and Air Toxics Standards, lignite coal plants were allowed to release more than<strong>&nbsp;<em>three times<\/em><\/strong>&nbsp;as much mercury as other coal plants.&nbsp;The 2024 Mercury and Air Toxics Standards closed this loophole, and required lignite plants to meet the same mercury pollution standard that all other coal plants have been subject to since 2012.&nbsp;Now, with the Trump EPA\u2019s repeal, the lignite loophole is reopened.<\/p>\n\n\n\n<p>Here\u2019s more highlights from our updated analysis:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Lignite plants\u202fremain\u202fthe biggest cause\u202ffor\u202fconcern&nbsp;<\/strong><\/li>\n<\/ul>\n\n\n\n<p>Our analysis finds that, while only&nbsp;eight&nbsp;of the\u202f 30\u202f most-polluting plants burned lignite coal in 2025,\u202fthose plants are heavily concentrated at the very top of the list \u2013 all&nbsp;three&nbsp;of the nation\u2019s highest mercury emitters are lignite-fired&nbsp;(see the graphic below).<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><a href=\"https:\/\/blogs.edf.org\/climate411\/wp-content\/blogs.dir\/7\/files\/\/top10_emitters-scaled.jpg\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"439\" src=\"https:\/\/blogs.edf.org\/climate411\/wp-content\/blogs.dir\/7\/files\/\/top10_emitters-1024x439.jpg\" alt=\"Top\u202fTen\u202fMercury-Emitting Coal-Fired Power Plants (2023-2025)\u202f \" class=\"wp-image-25788\" srcset=\"https:\/\/blogs.edf.org\/climate411\/wp-content\/blogs.dir\/7\/files\/top10_emitters-1024x439.jpg 1024w, https:\/\/blogs.edf.org\/climate411\/wp-content\/blogs.dir\/7\/files\/top10_emitters-300x129.jpg 300w, https:\/\/blogs.edf.org\/climate411\/wp-content\/blogs.dir\/7\/files\/top10_emitters-768x329.jpg 768w, https:\/\/blogs.edf.org\/climate411\/wp-content\/blogs.dir\/7\/files\/top10_emitters-1536x658.jpg 1536w, https:\/\/blogs.edf.org\/climate411\/wp-content\/blogs.dir\/7\/files\/top10_emitters-2048x878.jpg 2048w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/a><figcaption class=\"wp-element-caption\">Top\u202fTen\u202fMercury-Emitting Coal-Fired Power Plants (2023-2025)\u202f<\/figcaption><\/figure>\n\n\n\n<p>Texas and North Dakota contain the most extensive lignite deposits in the U.S. \u2013 and our analysis finds that those two states have the highest coal plant mercury emissions (see the chart below)<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><a href=\"https:\/\/blogs.edf.org\/climate411\/wp-content\/blogs.dir\/7\/files\/\/Table2.jpg\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"389\" src=\"https:\/\/blogs.edf.org\/climate411\/wp-content\/blogs.dir\/7\/files\/\/Table2-1024x389.jpg\" alt=\"\" class=\"wp-image-25792\" srcset=\"https:\/\/blogs.edf.org\/climate411\/wp-content\/blogs.dir\/7\/files\/Table2-1024x389.jpg 1024w, https:\/\/blogs.edf.org\/climate411\/wp-content\/blogs.dir\/7\/files\/Table2-300x114.jpg 300w, https:\/\/blogs.edf.org\/climate411\/wp-content\/blogs.dir\/7\/files\/Table2-768x292.jpg 768w, https:\/\/blogs.edf.org\/climate411\/wp-content\/blogs.dir\/7\/files\/Table2.jpg 1044w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/a><\/figure>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>We saw some alarming spikes in mercury pollution<\/strong><\/li>\n<\/ul>\n\n\n\n<p>Some of the most striking increases in mercury\u202fpollution\u202fin 2025 were seen in\u202fcoal-fired power\u202fplants that previously\u202fdid not\u202fmake\u202fthe top\u202f30 list.\u202f<\/p>\n\n\n\n<p>The Roxboro plant\u202fin North Carolina\u202fshows\u202fhow\u202fincreased operation\u202fof fossil generation can drive pollution. From&nbsp;January 2023 through November&nbsp;2025,\u202fRoxboro\u202fincreased\u202fits generation by\u202froughly 50%&nbsp;and\u202fits mercury emissions&nbsp;rose&nbsp;by&nbsp;192.8% (<em>from <\/em><a href=\"https:\/\/www.eia.gov\/electricity\/data\/eia923\/\" target=\"_blank\" rel=\"noreferrer noopener\"><em>2023 Form EIA-923 and 2025 Form EIA-923 November 2025, Page 4 Generator Data<\/em><\/a>).<\/p>\n\n\n\n<p>That&nbsp;caused it to jump\u202ffrom\u202fthe\u202f75<sup>th<\/sup>-highest mercury emitting coal plant\u202fto\u202fthe\u202f19<sup>th<\/sup>.&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Mercury\u202fcuts\u202fwere sometimes driven\u202fby&nbsp;reduced operations, not&nbsp;improved controls<\/strong>&nbsp;<\/li>\n<\/ul>\n\n\n\n<p>Several coal-fired power plants reduced their mercury emissions from 2023&nbsp;to 2025, but\u202fmuch of this\u202fdecline reflects reduced\u202fcoal use and\u202flower electricity generation\u202fduring that period\u202frather than cleaner\u202foperations.\u202f<\/p>\n\n\n\n<p>For example, the\u202fMartin Lake\u00a0plant reduced\u202fits\u202fmercury\u202femissions by roughly 67% (see the chart above) but its electricity generation fell by\u202f30%\u00a0due to one of its units being offline for the entirety of\u00a02025\u00a0(from <a href=\"https:\/\/www.eia.gov\/electricity\/data\/eia923\/\" target=\"_blank\" rel=\"noreferrer noopener\"><em>2025 Form EIA-923 November 2025, Page 4 Generator Data<\/em><\/a>).<\/p>\n\n\n\n<p>In addition to closing the lignite loophole, EDF has&nbsp;<a href=\"https:\/\/www.regulations.gov\/comment\/EPA-HQ-OAR-2018-0794-5996\" target=\"_blank\" rel=\"noreferrer noopener\">long advocated<\/a>&nbsp;for strengthening the Mercury and Air Toxics Standards for non-lignite coal plants.<\/p>\n\n\n\n<p>One example of why is the non-lignite Harrison plant (see the chart above).
