Despite warnings from economists, energy experts and everyday residents, the General Assembly chose to make law a bill that will <\/span><a href=\"https:\/\/www.wfae.org\/politics\/2025-06-11\/new-nc-energy-bill-could-raise-duke-customers-costs\"><span style=\"font-weight: 400;\">raise customer energy costs<\/span><\/a><span style=\"font-weight: 400;\"> and <\/span><a href=\"https:\/\/www.canarymedia.com\/articles\/utilities\/north-carolina-bill-electricity-costs\"><span style=\"font-weight: 400;\">shift billions in risk and cost<\/span><\/a><span style=\"font-weight: 400;\"> from utilities and larger commercial and industrial users onto families and small businesses \u2014 at a time when energy bills are already straining household budgets.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">And there\u2019s no mistaking where the blame for this new law and its damaging effects lies: squarely on the shoulders of the powerful utility, Duke Energy, that pushed it and the legislators who caved to Duke\u2019s demands. As quoted in a <\/span><a href=\"https:\/\/www.wral.com\/news\/state\/north-carolina-duke-energy-bill-carbon-cutting-july-2025\/\"><span style=\"font-weight: 400;\">WRAL story<\/span><\/a><span style=\"font-weight: 400;\"> when the veto override vote passed both chambers, I summed it up by saying, \u201cWhen your power bill goes up next year, remember this vote and the legislators who shifted risk and cost onto households.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">There\u2019s no way around it. Senate Bill 266, which will now become law, has been a <\/span><a href=\"https:\/\/ncnewsline.com\/2025\/03\/13\/duke-energys-continued-reliance-on-gas-keeps-nc-ratepayers-on-a-rate-hike-roller-coaster\/\"><span style=\"font-weight: 400;\">flawed approach<\/span><\/a><span style=\"font-weight: 400;\"> from the start. It\u2019s bad for customers and bad for the environment.<\/span><\/p>\n<p><!--more--><\/p>\n<h3><b>A $23 billion burden on households<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">Two independent studies \u2014 one from Duke University\u2019s <\/span><a href=\"https:\/\/nicholasinstitute.duke.edu\/publications\/memorandum-potential-removal-interim-targets-nc-carbon-plan\"><span style=\"font-weight: 400;\">Nicholas Institute<\/span><\/a><span style=\"font-weight: 400;\"> and one from <\/span><a href=\"https:\/\/drive.google.com\/file\/d\/1-ZU9hz-hVh2gWopla5R1WdHN5uLiEI6L\/view\"><span style=\"font-weight: 400;\">NC State University<\/span><\/a><span style=\"font-weight: 400;\"> \u2014 confirm what should have been obvious from the start: SB 266 is an expensive mistake. As it becomes law, North Carolinians can expect to pay <\/span><a href=\"https:\/\/drive.google.com\/file\/d\/1-ZU9hz-hVh2gWopla5R1WdHN5uLiEI6L\/view\"><span style=\"font-weight: 400;\">$23 billion<\/span><\/a><span style=\"font-weight: 400;\"> more on their electricity bills through 2050. That\u2019s because the bill lets utilities pass fuel cost volatility directly onto customers, with no risk to utility shareholders.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Simply put, as quoted in this <\/span><a href=\"https:\/\/www.wral.com\/news\/state\/duke-study-scrapping-nc-carbon-goal-23-billion-power-bills-july-2025\/?utm_source=Business+North+Carolina+Daily+Digest&amp;utm_campaign=5b311a5dde-EMAIL_CAMPAIGN_8_12_2019_COPY_01&amp;utm_medium=email&amp;utm_term=0_7ae5defd0d-5b311a5dde-122581693#new_tab\"><span style=\"font-weight: 400;\">WRAL story<\/span><\/a><span style=\"font-weight: 400;\"> before the bill passed, \u201c[The Nicholas Institute] study reaffirms the cost risks to North Carolina households from passing a bill that will expose them to billions of dollars in additional fuel costs \u2014 expenses which are risk-free to the utilities and passed directly on to customer bills.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The bill also shifts <\/span><a href=\"https:\/\/eq-research.com\/wp-content\/uploads\/2025\/06\/2025-06-06_Summary-Briefing-on-N.C.-S266.pdf\"><span style=\"font-weight: 400;\">19%<\/span><\/a><span style=\"font-weight: 400;\"> more of the fuel cost burden onto residential customers, according to an <\/span><a href=\"https:\/\/eq-research.com\/wp-content\/uploads\/2025\/06\/2025-06-06_Summary-Briefing-on-N.C.-S266.pdf\"><span style=\"font-weight: 400;\">EQ Research analysis<\/span><\/a><span style=\"font-weight: 400;\">, effectively giving large commercial and industrial users a break at everyone else\u2019s expense.<\/span><\/p>\n<h3><b>Forcing customers to pay upfront for power plants that may never get built<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">SB 266 doesn\u2019t just increase bills, it opens the door for utilities to charge customers upfront for the cost of new fossil fuel power plants, even before they\u2019re completed or approved. This model, known as \u201cconstruction work in progress\u201d or CWIP, has been rejected by ratepayers across the political spectrum. A <\/span><a href=\"https:\/\/cleanenergyconservatives.com\/wp-content\/uploads\/2019\/02\/PollPresentationCCE-2025-1.pdf\"><span style=\"font-weight: 400;\">poll<\/span><\/a><span style=\"font-weight: 400;\"> by Conservatives for Clean Energy found that 85% of North Carolinians oppose it.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Yet lawmakers voted to enshrine this unpopular and unfair model into law, giving utilities a direct draw on customer bills for projects before they deliver a single kilowatt-hour of electricity.<\/span><\/p>\n<h3><b>Killing jobs and clean energy investment<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">SB 266 may also slam the brakes on North Carolina\u2019s clean energy economy. A <\/span><a href=\"https:\/\/www.energync.org\/wp-content\/uploads\/2025\/07\/2025.7.24_Economic-Impacts-of-SB266-Memo.pdf\"><span style=\"font-weight: 400;\">study<\/span><\/a><span style=\"font-weight: 400;\"> released by BW Research estimates that the bill will lead to the loss of <\/span><a href=\"https:\/\/www.energync.org\/wp-content\/uploads\/2025\/07\/2025.7.24_Economic-Impacts-of-SB266-Memo.pdf\"><span style=\"font-weight: 400;\">50,700 job opportunities and $47.2 billion in potential investments<\/span><\/a><span style=\"font-weight: 400;\">, because it makes it harder for renewable energy projects to connect to the grid.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">That\u2019s not just <\/span><a href=\"https:\/\/www.wunc.org\/politics\/2025-06-19\/nc-energy-bill-power-costs-duke-energy-residential-customers\"><span style=\"font-weight: 400;\">bad for the climate<\/span><\/a><span style=\"font-weight: 400;\">, it\u2019s a direct hit to North Carolina\u2019s competitiveness and workforce. We\u2019re turning away good-paying jobs and affordable, clean energy at a time when other states are racing forward. And clean energy, especially solar, is the most affordable and rapidly scalable form of energy we can produce. To sideline solar is a huge mistake \u2014 a mistake for which Duke Energy and legislators have left customers to pay.<\/span><\/p>\n<h3><b>Repealing bipartisan climate goals<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">In a final blow, SB 266 repeals North Carolina\u2019s <\/span><a href=\"https:\/\/www.starnewsonline.com\/story\/news\/local\/2025\/03\/25\/proposed-bill-would-see-nc-retreat-from-climate-goals-allow-duke-energy-to-adopt-new-rates\/82538870007\/\"><span style=\"font-weight: 400;\">2030 climate pollution reduction target<\/span><\/a><span style=\"font-weight: 400;\">, a benchmark that was adopted just a few years ago with broad bipartisan support. That goal helped provide certainty for clean energy developers, communities, and businesses that the state was serious about a low-carbon future.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">With this vote, that future is in question.<\/span><\/p>\n<h3><b>What comes next<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">At EDF, we\u2019ll continue to fight for policies that protect North Carolina families, ensure utility accountability, and accelerate the transition to clean, affordable energy. But we can\u2019t do it alone.<\/span><\/p>\n<p><a href=\"https:\/\/governor.nc.gov\/contact\/contact-governor-stein\"><span style=\"font-weight: 400;\">Thank Governor Stein<\/span><\/a><span style=\"font-weight: 400;\"> for vetoing the bill. <\/span><a href=\"https:\/\/www.ncleg.gov\/findyourlegislators\"><span style=\"font-weight: 400;\">Ask your legislators<\/span><\/a><span style=\"font-weight: 400;\"> why they voted to pass more costs onto households and block job-creating clean energy. Hold them accountable. Because when your power bill rises in the months and years ahead, it won\u2019t be a mystery as to why.
