Unfortunately, the benefits of these investments are overshadowed by the delayed launch of New York\u2019s cap-and-invest program, which would provide <strong>billions <\/strong><\/span><strong>more <\/strong><span data-contrast=\"auto\">in savings to New Yorkers every year.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:360,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<p><!--more--><\/p>\n<p><span data-contrast=\"auto\">A <\/span><a href=\"https:\/\/www.switch.box\/nyci\"><span data-contrast=\"none\">recent report<\/span><\/a><span data-contrast=\"auto\"> finds that, by stalling this program, Governor Hochul is keeping money out of New Yorkers\u2019 pockets, slowing the transition to clean energy and preventing much-needed community investments. State law requires the Department of Environmental Conservation to adopt regulations to ensure these targets are met, yet the deadline for finalization passed more than a year ago.\u00a0 Further delays make it more challenging to meet these commitments and postpone pollution reductions that would deliver immediate benefits to communities. <\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<h3><b><span data-contrast=\"auto\">New Yorkers want climate action\u00a0<\/span><\/b><span data-ccp-props=\"{&quot;134245418&quot;:true,&quot;134245529&quot;:true,&quot;335559738&quot;:120,&quot;335559739&quot;:60}\">\u00a0<\/span><\/h3>\n<p><span data-contrast=\"auto\">Governor Hochul\u2019s decision to delay cap-and-invest contradicts what communities across the state are demanding. Hundreds of organizations, including public health, business, environmental justice and community organizations are calling for swift implementation of the program so that it can start delivering benefits for New Yorkers.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:360,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">New York Renews, a 370-member statewide coalition, has launched the <\/span><a href=\"https:\/\/www.nyrenews.org\/news\/2025\/1\/22\/fund-climate-campaign-launch-fy-2025-26\"><span data-contrast=\"none\">Fund Climate Campaign<\/span><\/a><span data-contrast=\"auto\"> and called for the immediate release of cap-and-invest regulations. <\/span><a href=\"https:\/\/www.nyforcleanair.com\/news\/coalition-forms-to-call-on-governor-hochul-to-release-cap-and-invest-rules-cut-pollution-protect-clean-air\"><span data-contrast=\"none\">New Yorkers for Clean Air<\/span><\/a><span data-contrast=\"auto\">, a coalition of more than forty organizations, is also urging Governor Hochul to release the anticipated program rules, emphasizing that advancing the cap-and-invest program will protect clean air, invest in infrastructure, lower electric bills and hold corporations accountable.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:360,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">These collective efforts reflect a growing demand from diverse stakeholders across the state to expedite the implementation of the cap-and-invest program. And New Yorkers aren\u2019t alone in wanting strong climate policies that deliver huge community investments. Voters in Washington state resoundingly defeated a ballot initiative in November that sought to repeal their state\u2019s cap-and-invest program, rejecting the initiative and defending the program by a whopping 24-point margin. Over 500 organizations, including Tribes, labor unions, and businesses, came together to defend the program and the transformative investments it enables. The result of the ballot initiative showed that ambitious climate action is not only possible \u2014 it&#8217;s popular.\u00a0 The Washington program, which has been in place for two years, has already raised <strong>$2.5 billion in revenue<\/strong> for community resilience, creating new jobs and funding the clean energy transition. <\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:360,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<p><b><span data-contrast=\"auto\">New York has the chance to build on this success \u2014 and Governor Hochul has the chance to deliver savings for families, good-paying jobs, cleaner air and improved public health for all New Yorkers.
