{"id":23186,"date":"2023-05-01T11:44:22","date_gmt":"2023-05-01T16:44:22","guid":{"rendered":"https:\/\/blogs.edf.org\/climate411\/?p=23186"},"modified":"2025-12-08T14:04:06","modified_gmt":"2025-12-08T19:04:06","slug":"how-our-clean-energy-laws-can-support-a-fair-transition-for-workers-and-communities","status":"publish","type":"post","link":"https:\/\/blogs.edf.org\/climate411\/2023\/05\/01\/how-our-clean-energy-laws-can-support-a-fair-transition-for-workers-and-communities\/","title":{"rendered":"How our clean energy laws can support a fair transition for workers and communities"},"content":{"rendered":"<p>Our country is going to rapidly deploy and manufacture clean energy technologies to a scale never seen before, thanks in large part to <a href=\"https:\/\/www.edf.org\/blog\/2022\/11\/16\/inflation-reduction-act-breakthrough-lower-energy-costs-and-climate-progress\" target=\"_blank\" rel=\"noopener\">historic laws<\/a> passed by the Biden-Harris administration and Congress.<\/p>\n<p>This shift is already unleashing new jobs and economic opportunities around the country, but many communities reliant on fossil fuel production \u2013 coal, oil and gas \u2013 are rightfully concerned about how it will affect their lives and their futures.<\/p>\n<p>Last month, the Biden-Harris administration announced a sweeping <a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/statements-releases\/2023\/04\/04\/fact-sheet-biden-harris-administration-announces-new-clean-energy-projects-to-revitalize-energy-communities-support-coal-workers-and-reduce-reliance-on-competitors-like-china\/\" target=\"_blank\" rel=\"noopener\">set of new investments<\/a> under the Bipartisan Infrastructure Law and Inflation Reduction Act aimed at revitalizing communities dependent on coal and fossil fuels. It\u2019s a recognition that the clean energy transition cannot succeed unless it\u2019s fair and equitable.<\/p>\n<p>For over 150 years, coal and other fossil fuel workers have worked to power our economy. As natural gas and clean energy outcompeted coal in the last decade, hundreds of coal plants and mines across the country have shuttered, while the communities that depended on them have often been left behind \u2013 facing job loss, with <a href=\"https:\/\/www.edf.org\/sites\/default\/files\/content\/worker-fairness-economic-development-report.pdf\" target=\"_blank\" rel=\"noopener\">funding for schools and roads<\/a> running dry, and a legacy of local pollution to reckon with.<\/p>\n<p>Recognizing the challenges facing fossil fuel communities in transition, the administration responded with a \u201cwhole-of-government\u201d approach, bringing 12 different agencies together through the <a href=\"https:\/\/energycommunities.gov\/\" target=\"_blank\" rel=\"noopener\">Interagency Working Group on Coal and Power Plant Communities and Economic Revitalization<\/a>. In the past two years, the group has driven $14 billion in targeted investment to these communities.<\/p>\n<p>The <a href=\"https:\/\/www.instagram.com\/reel\/Cq2-hvkgQ1g\" target=\"_blank\" rel=\"noopener\">latest set of actions<\/a> takes that support to new levels, not just by dollar amount, <strong>but in how it deploys a suite of different policies to help make communities whole \u2013 from job and benefits programs for individual workers to large-scale economic development that can sustain communities<\/strong>. While more support will be needed, this kind of comprehensive approach has been recommended by many groups, including <a href=\"https:\/\/www.edf.org\/ensuring-fairness-workers-clean-economy\" target=\"_blank\" rel=\"noopener\">joint research<\/a> from EDF and Resources for the Future, as well as by the <a href=\"https:\/\/www.bluegreenalliance.org\/resources\/bluegreen-alliance-national-energy-transition-policy-framework0\/\" target=\"_blank\" rel=\"noopener\">BlueGreen Alliance<\/a> and <a href=\"https:\/\/nationaleconomictransition.org\/platform\/\" target=\"_blank\" rel=\"noopener\">Just Transition Fund<\/a>.<\/p>\n<p><strong>Here\u2019s a quick look at how some of these new investments take aim at critical challenges facing energy communities, and what needs to happen next:<\/strong><\/p>\n<p><!--more--><\/p>\n<h3>Spurring economic development<\/h3>\n<p>The Inflation Reduction Act contains a game-changing package of clean energy tax credits to spur wind, solar and battery storage build-out. Now, developers of clean energy projects and facilities will be able to take advantage of an <a href=\"https:\/\/energycommunities.gov\/energy-community-tax-credit-bonus\/\" target=\"_blank\" rel=\"noopener\"><strong>Energy Communities Bonus Tax Credit<\/strong><\/a> for locating those projects in an energy community. While clean energy and manufacturing jobs may not be the right economic driver for every energy community, this tax credit makes it easier for them to land new, competitive clean energy industries.<\/p>\n<figure id=\"attachment_23189\" aria-describedby=\"caption-attachment-23189\" style=\"width: 742px\" class=\"wp-caption alignnone\"><a href=\"https:\/\/blogs.edf.org\/climate411\/wp-content\/uploads\/sites\/7\/2023\/05\/Energy-Communities.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-23189\" src=\"https:\/\/blogs.edf.org\/climate411\/wp-content\/uploads\/sites\/7\/2023\/05\/Energy-Communities.jpg\" alt=\"\" width=\"742\" height=\"429\" srcset=\"https:\/\/blogs.edf.org\/climate411\/wp-content\/blogs.dir\/7\/files\/2023\/05\/Energy-Communities.jpg 742w, https:\/\/blogs.edf.org\/climate411\/wp-content\/blogs.dir\/7\/files\/2023\/05\/Energy-Communities-300x173.jpg 300w\" sizes=\"auto, (max-width: 742px) 100vw, 742px\" \/><\/a><figcaption id=\"caption-attachment-23189\" class=\"wp-caption-text\">Screenshot of the energy communities in the continental U.S. eligible for the bonus tax credit. Many of the clean energy tax provisions offer bonus credits to projects that are located in low-income communities, pay prevailing wages, and more \u2013 with the goal of making a fair and equitable transition for everyone possible.<\/span><\/p>\n<h3><b><span data-contrast=\"none\">Cleaning up pollution and building infrastructure<\/span><\/b><\/h3>\n<p><span data-contrast=\"none\">Beyond immediate job loss, coal plant and mine closures can leave behind pollution threats, like water and soil contamination, and old infrastructure that stands in the way of new development. The Bipartisan Infrastructure Law sets aside funding for reclaiming abandoned mines and plugging orphaned wells, tackling these major pollution risks while creating jobs in the process.<\/span><\/p>\n<p><span data-contrast=\"none\">The Inflation Reduction Act also contains a $4 billion investment to give old energy infrastructure new life, either by rebuilding, expanding or retooling plants and factories. A new<\/span><span data-contrast=\"none\"><a href=\"https:\/\/energycommunities.gov\/coal-power-plant-redevelopment-visualization-tool\/\" target=\"_blank\" rel=\"noopener\"> Coal Power Plant Redevelopment Visualization Tool<\/a> from the Department of Energy offers a starting point for stakeholders to begin imagining opportunities for redevelopment.<\/span><\/p>\n<figure id=\"attachment_23190\" aria-describedby=\"caption-attachment-23190\" style=\"width: 671px\" class=\"wp-caption alignnone\"><a href=\"https:\/\/blogs.edf.org\/climate411\/wp-content\/uploads\/sites\/7\/2023\/05\/Energy-Communities-2.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-23190\" src=\"https:\/\/blogs.edf.org\/climate411\/wp-content\/uploads\/sites\/7\/2023\/05\/Energy-Communities-2.jpg\" alt=\"\" width=\"671\" height=\"449\" srcset=\"https:\/\/blogs.edf.org\/climate411\/wp-content\/blogs.dir\/7\/files\/2023\/05\/Energy-Communities-2.jpg 671w, https:\/\/blogs.edf.org\/climate411\/wp-content\/blogs.dir\/7\/files\/2023\/05\/Energy-Communities-2-300x201.jpg 300w\" sizes=\"auto, (max-width: 671px) 100vw, 671px\" \/><\/a><figcaption id=\"caption-attachment-23190\" class=\"wp-caption-text\">Screenshot of the Coal Power Plant Redevelopment Visualization Tool.<\/figcaption><\/figure>\n<h3><b><span data-contrast=\"none\">Supporting workers through labor standards, training programs and benefits<\/span><\/b><\/h3>\n<p><span data-contrast=\"none\">While investment in economic development and infrastructure is important to opening new doors for communities, workers and families also need targeted support to smooth the transition and ensure that new jobs are high quality.<\/span><\/p>\n<p><b><span data-contrast=\"none\">One major win: The IRA permanently extends the Black Lung Excise Tax <\/span><\/b><span data-contrast=\"none\">to maintain the funding that provides critical benefits to miners and families affected by Black Lung disease \u2013 a disease that\u2019s caused by continued exposure to coal dust, which impairs miners\u2019 ability to breathe. This health benefit gives miners, as <a href=\"https:\/\/appvoices.org\/2022\/09\/15\/black-lung-fund\/\" target=\"_blank\" rel=\"noopener\">one advocate described<\/a><\/span><span data-contrast=\"none\">, \u201cpeace of mind\u201d after years of funding uncertainty.<\/span><\/p>\n<p><span data-contrast=\"none\">Many provisions in both laws require support for workers or <a href=\"https:\/\/www.bluegreenalliance.org\/site\/a-user-guide-to-the-bipartisan-infrastructure-law-bil\/maximizing-benefits-for-workers-communities-and-equity\/\" target=\"_blank\" rel=\"noopener\">create the opportunity<\/a><\/span><span data-contrast=\"none\">\u00a0for such support in implementation, including by:<\/span><\/p>\n<ul>\n<li><b><span data-contrast=\"none\">Improving labor standards <\/span><\/b><span data-contrast=\"none\">for local workers through Project Labor agreements as well as Community Workforce Agreements for better pay and safety benefits.<\/span><\/li>\n<li><b><span data-contrast=\"none\">Offering apprenticeship programs<\/span><\/b><span data-contrast=\"none\"> to build career pathways for energy workers who may need to expand their skills and training.<\/span><\/li>\n<\/ul>\n<h3><b><span data-contrast=\"auto\">Next steps<\/span><\/b><\/h3>\n<p><span data-contrast=\"none\">Making this wide array of funding available to tackle the myriad of challenges facing communities is a big step forward, but <\/span><b><i><span data-contrast=\"none\">how and when<\/span><\/i><\/b><span data-contrast=\"none\"> workers and communities are able to implement these investments will determine success on the ground.<\/span><\/p>\n<p><b><span data-contrast=\"none\">First, funds need to be matched with a community-led vision<\/span><\/b><span data-contrast=\"none\">. <a href=\"https:\/\/blogs.edf.org\/climate411\/2021\/03\/25\/creating-opportunity-for-fossil-fuel-workers-and-communities-lessons-for-a-fair-energy-transition\/\" target=\"_blank\" rel=\"noopener\">Policy research<\/a><\/span><span data-contrast=\"none\">\u00a0by EDF and RFF, as well as others, have highlighted how it\u2019s imperative that <\/span><b><span data-contrast=\"none\">energy communities determine their own futures, <\/span><\/b><span data-contrast=\"none\">and policies must empower them to help guide federal funding and resources. Top-down approaches rarely work \u2013 strong coordination across the local, state, tribal, and federal levels does.<\/span><\/p>\n<p><span data-contrast=\"none\">The <a href=\"https:\/\/www.edf.org\/sites\/default\/files\/documents\/RFF_Report_Athens_Ohio_Case_Study.pdf\" target=\"_blank\" rel=\"noopener\">economic shift around Athens, Ohio<\/a><\/span><span data-contrast=\"none\">\u00a0offers a great example: Local economic development professionals, business leaders and others in the region came together in the downfall of the coal mining industry to plan for new economic opportunities and accessed federal funding to support that vision.<\/span><\/p>\n<p><b><span data-contrast=\"none\">Second, federal funding will have the greatest impact when it\u2019s deployed early and swiftly. <\/span><\/b><span data-contrast=\"none\">Job loss and its reverberating effects on a community can be minimized if resources can be deployed <\/span><i><span data-contrast=\"none\">before or right after<\/span><\/i><span data-contrast=\"none\"> a plant or mine shuts down. New <\/span><a href=\"https:\/\/energycommunities.gov\/technical-assistance\/rapid-response-teams\/\" target=\"_blank\" rel=\"noopener\"><strong>Rapid Response Teams<\/strong><\/a><span data-contrast=\"none\"> launched under the new set of energy community investments could provide a promising model. These teams plan to identify energy communities with approaching fossil fuel plant closures and consult with local leaders to help address worker and community needs in advance.<\/span><\/p>\n<p><span data-contrast=\"none\">The Biden-Harris administration continues to show that investing in America means investing in everyone. That includes lifting up workers, families and communities whose livelihoods have depended on fossil fuel development.\u202f<\/span><\/p>\n<p><span data-contrast=\"none\">Building on this comprehensive policy approach \u2013 an approach that acknowledges the myriad of challenges facing these communities \u2013 can help smooth the transition and build strong local economies. <\/span><b><span data-contrast=\"none\">The next steps to roll-out this funding swiftly, with communities at the helm, can turn these bold investments into lasting impact.<\/span><\/b><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Our country is going to rapidly deploy and manufacture clean energy technologies to a scale never seen before, thanks in large part to historic laws passed by the Biden-Harris administration and Congress.
