New Mexicans understand how climate change has the state in its crosshairs with increased droughts and wildfires becoming a too common occurrence.<\/p>\n<p>An\u00a0<a href=\"https:\/\/majorityinstitute.com\/latest\/new-poll-finds-strong-support-ambitious-methane-and-climate-policies-new-mexico\">August 2019 poll<\/a> found that two-thirds of New Mexico voters want strong limits on statewide carbon emissions, zeroing out such pollution by 2050. This cycle, polling in key, targeted legislative districts found that voters <a href=\"https:\/\/majorityinstitute.com\/latest\/new-poll-finds-ambitious-climate-policies-winning-issue-new-mexico%E2%80%99s-top-targeted-legislative\">strongly support<\/a> by a two to one margin action to place limits on carbon emissions and are willing to support candidates that will address climate change through a limit on carbon pollution that declines over time.\u00a0Voters in these districts delivered, sending <a href=\"https:\/\/nmpoliticalreport.com\/2020\/11\/04\/state-senate-shifts-left-with-progressive-wins\/\">key new conservation allies<\/a> like Katy Duhigg, Carrie Hamblen and Brenda McKenna to the State Senate and Kristina Ortez to the House while protecting champs like Representatives Melanie Stansbury and Matthew McQueen as well.<\/p>\n<p>In all, <a href=\"https:\/\/www.cvnm.org\/wp-content\/uploads\/CVNM-2020-Election-Endorsement-Outcomes.pdf\">more than 80% of candidates<\/a> for the state legislature endorsed by Conservation Voters New Mexico won, which is great news for Governor Lujan Grisham and legislative leadership as they look to <a href=\"https:\/\/nmpoliticalreport.com\/2020\/08\/29\/speakers-tout-nms-climate-leadership-but-are-quiet-on-oil-and-gas-production\/\">go big on codifying climate limits<\/a> in the next session beginning in January.<\/p>\n<p><!--more--><\/p>\n<h3><strong>Voters reform the PRC to usher in cleaner energy future<\/strong><\/h3>\n<p>Clean energy and good government also chalked up a big win as an initiative reforming the state\u2019s Public Regulation Commission (PRC) passed by a wide margin. This victory ensures qualified experts in energy policy and utility regulation will make up the board going forward.<\/p>\n<p>This reform, a key priority of Gov. Lujan Grisham and legislative leaders like Senate Majority Leader Peter Wirth and House Speaker Brian Egolf, and supported by groups like Environmental Defense Action Fund (EDAF), cleans up a commission that has a long troubled history with corruption and lack of qualified members. It also removes a stumbling block for the governor\u2019s strong efforts on clean energy and climate change. These reforms will help ensure a cleaner energy future for the state.<\/p>\n<h3><strong>State climate report underlines leadership and needed next steps<\/strong><\/h3>\n<p>Meanwhile, the New Mexico Climate Change Task Force released its\u00a0<a href=\"https:\/\/nam11.safelinks.protection.outlook.com\/?url=https%3A%2F%2Fwww.climateaction.state.nm.us%2F&amp;data=04%7C01%7Cchgreen%40edf.org%7Ca77e232477404f8a331208d87d072c5a%7Cfe4574edbcfd4bf0bde843713c3f434f%7C0%7C0%7C637396817220181493%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C1000&amp;sdata=M3XpoRxIItnot0U1TUBfPlw9hnnSSYiKDV2UkAInenM%3D&amp;reserved=0\">second annual report<\/a> just days before the election, detailing the state\u2019s progress toward reducing greenhouse gas emissions and adapting to climate impacts already occurring. Importantly, the report includes an analysis showing that current and proposed climate policies will make a dent in greenhouse gas emissions, but the state will need further action to reach Gov. Lujan Grisham\u2019s strong, science-based goal of 45% emissions reduction by 2030.<\/p>\n<p><a href=\"https:\/\/blogs.edf.org\/climate411\/wp-content\/blogs.dir\/7\/files\/2020\/11\/state_analysis.png\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-20622 size-full\" src=\"https:\/\/blogs.edf.org\/climate411\/wp-content\/blogs.dir\/7\/files\/2020\/11\/state_analysis.png\" alt=\"\" width=\"1413\" height=\"696\" srcset=\"https:\/\/blogs.edf.org\/climate411\/wp-content\/blogs.dir\/7\/files\/2020\/11\/state_analysis.png 1413w, https:\/\/blogs.edf.org\/climate411\/wp-content\/blogs.dir\/7\/files\/2020\/11\/state_analysis-300x148.png 300w, https:\/\/blogs.edf.org\/climate411\/wp-content\/blogs.dir\/7\/files\/2020\/11\/state_analysis-1024x504.png 1024w, https:\/\/blogs.edf.org\/climate411\/wp-content\/blogs.dir\/7\/files\/2020\/11\/state_analysis-768x378.png 768w\" sizes=\"auto, (max-width: 1413px) 100vw, 1413px\" \/><\/a><\/p>\n<p>The report puts an emphasis on a broad, inclusive stakeholder conversation in 2021 around the sorts of tools that will be utilized to meet the reduction goals. Including a framework for climate equity that is developed with environmental justice communities is essential, as well as examining both direct regulation and market mechanisms that will be important to ensuring the best decisions are reached for the benefit of all New Mexicans<\/p>\n<p>Critically, the report also underlines the need for New Mexico\u2019s regulators to do more to <a href=\"http:\/\/blogs.edf.org\/energyexchange\/2020\/10\/08\/amid-federal-rollbacks-new-study-shows-stronger-methane-rules-make-economic-sense-for-new-mexico\/\">close loopholes<\/a> in their draft methane rules given that oil and gas emissions are the largest source of climate pollution in the state. If the loopholes are not addressed, Gov. Lujan Grisham\u2019s administration will fall short of their ambitious and needed targets.<\/p>\n<h3><strong>Climate action, clean air on the agenda as we look ahead to the next legislative session<\/strong><\/h3>\n<p>All these results \u2013 from the ballot box to the state\u2019s newly updated climate analysis \u2013 point to the opportunity for strong climate and clean air action when the legislature convenes in January.<\/p>\n<p>Speaker Brian Egolf has made a climate policy package a priority for next session, a critical opportunity for legislators to build on \u2013 and complement \u2013 the important groundwork that Gov. Lujan Grisham has laid beginning with her January 2019\u00a0<a href=\"https:\/\/www.governor.state.nm.us\/wp-content\/uploads\/2019\/01\/EO_2019-003.pdf\">Executive Order<\/a>\u00a0to reduce greenhouse gas emissions.<\/p>\n<p>Legislative efforts should include <a href=\"https:\/\/blogs.edf.org\/climate411\/2020\/10\/14\/new-mexicos-opportunity-to-deliver-on-its-bold-climate-goals\/\">key policy pieces<\/a> such as codifying these climate targets into law and directing the New Mexico Environment Department (NMED) to implement rules by a date certain to ensure the pollution reduction goals are met. And eliminating the harmful \u201cno more stringent than\u201d provision that for far too long has handcuffed New Mexico\u2019s environmental agency from creating air pollution protections\u00a0<em>more stringent<\/em>\u00a0than federal regulations and addressing key environmental justice issues.<\/p>\n<p>Voters across New Mexico turned out this election to support strong climate action.
