You can find all their <a href=\"https:\/\/blogs.edf.org\/climate411\/wp-content\/blogs.dir\/7\/files\/2019\/07\/Opposition-to-Final-ACE-Rule-7-15-19-CLEAN.pdf\">responses here<\/a>.<\/p>\n<p>Here are some of the most notable comments.<!--more--><\/p>\n<p><strong>State Attorneys Generals:<\/strong><\/p>\n<ul>\n<li>\u201cAs a country, we need to take meaningful action to address the devastating effects of climate change. The EPA\u2019s Affordable Clean Energy rule \u2026 is a giant step backward in that effort. The ACE rule is misguided policy that is neither safe, nor clean, nor affordable because it does nothing to combat climate change. I am committed to ensuring that this illegal and ineffective rule does not stand.\u201d \u2013 <a href=\"http:\/\/illinoisattorneygeneral.gov\/pressroom\/2019_06\/20190619.html\">Illinois Attorney General Kwame Raoul<\/a><\/li>\n<li>\u201cA combination of smart federal and state policies have contributed to the rapid growth of renewable energy in Iowa. The Trump administration will endanger this progress by replacing the Clean Power Plan. Iowa is affected by climate change, particularly by flooding and droughts. We\u2019re paying a cost.\u201d \u2013 <a href=\"https:\/\/twitter.com\/AGIowa\/status\/1141412281550589952\">Iowa Attorney General Tom Miller<\/a><\/li>\n<li>&#8220;I will oppose the Trump Administration\u2019s attempt to keep America dependent on 19th century technology and ignore the impacts of greenhouse gases on our climate \u2026 While the rest of the world is working to try to reduce greenhouse gas emissions, the Trump Administration continues to pander to its fossil fuel supporters.&#8221; \u2013 <a href=\"https:\/\/content.govdelivery.com\/accounts\/MIAG\/bulletins\/24c42b8#.XQqOetFakUA.twitter\">Michigan Attorney General Dana Nessel<\/a><\/li>\n<li>\u201cThe Clean Power Plan was a much needed plan to address the climate change crisis. The EPA\u2019s fig leaf replacement neither promotes clean energy nor meaningfully reduces greenhouse gas emissions \u2026 The Trump Administration isn\u2019t just sitting idly by as this crisis grows \u2013 it is actively making it worse. We need real action to address climate change and the tragic consequences it will bring to our economy and health.\u201d \u2013 <a href=\"https:\/\/www.ncdoj.gov\/News-and-Alerts\/News-Releases-and-Advisories\/Attorney-General-Josh-Stein-Criticizes-Clean-Power.aspx\">North Carolina Attorney General Josh Stein<\/a><\/li>\n<\/ul>\n<p><strong>Members of Congress:<\/strong><\/p>\n<ul>\n<li>\u201cJust when you think the Trump Administration\u2019s attacks on the environment can\u2019t get any worse, today the EPA announced it\u2019s gutting the Clean Power Plan \u2013 essentially giving a huge handout to big polluters at the expense of public health and our planet \u2026 How is Trump justifying this decision? By ignoring science and using shady math.\u201d \u2013 <a href=\"https:\/\/twitter.com\/SenatorBennet\/status\/1141386679598665729\">Senator Michael Bennet (D-Colorado)<\/a><\/li>\n<li>\u201cThe Trump administration\u2019s Dirty Power Plan props up the expensive and dirty coal industry. If we fail to reduce carbon pollution, the consequences of inaction will only become greater, and our solutions to the climate crisis will only become more expensive.\u201d <a href=\"https:\/\/twitter.com\/MartinHeinrich\/status\/1141429839238455296\">\u2013 Senator Martin Heinrich (D-New Mexico)<\/a><\/li>\n<li>\u201cRolling back the Clean Power Plan means ending a critical plan to reduce emissions and combat Climate Change. Reducing carbon emissions is the most effective way to deal with the increasing impacts of climate change, including rising sea levels, more frequent and intense extreme weather events, and loss of sea ice \u2026The federal government should be increasing its support for the development and use of technologies that will substantially reduce these emissions, not loosening pollution standards and jeopardizing the health of Americans across the country.\u201d \u2013 <a href=\"https:\/\/ebjohnson.house.gov\/media-center\/press-releases\/congresswoman-johnson-statement-on-clean-power-plan-replacement-rule\">Representative Eddie Bernice Johnson (D-Texas)<\/a><\/li>\n<\/ul>\n<p><strong>Public Health Experts and Community Advocates:<\/strong><\/p>\n<ul>\n<li>\u201cThe ACE rule is wholly inadequate for reducing carbon pollution to address the urgent health crisis of climate change \u2026 Americans across the country are feeling the impacts of climate change every day from floods, wildfires and hurricanes. Each day that passes without action on climate means that we are one step closer to a grim scenario with devastating consequences for human health.\u201d \u2013 <a href=\"https:\/\/www.lung.org\/about-us\/media\/press-releases\/15-health-and-medical-decry-ace.html\">American Lung Association<\/a> with Allergy &amp; Asthma Network, Alliance of Nurses for Healthy Environments, American Heart Association, American Public Health Association, American Thoracic Society, Association of Schools and Programs of Public Health, Asthma and Allergy Foundation of America, Center for Climate Change and Health, Children&#8217;s Environmental Health Network, Climate for Health, Health Care Without Harm, Medical Society Consortium on Climate and Health, National Medical Association, and Physicians for Social Responsibility<\/li>\n<li>\u201cThis administration\u2019s do-nothing approach is a stunning abdication of every parental instinct to prevent harm and protect children \u2026. The Trump administration\u2019s own analysis found that the Clean Power Plan could prevent an estimated 90,000 childhood asthma attacks and as many as 4,500 early deaths each year.\u201d \u2013 <a href=\"https:\/\/www.momscleanairforce.org\/trump-guts-clean-power-plan\/\">Mom\u2019s Clean Air Force<\/a><\/li>\n<li>\u201cThe Trump Administration continues to put the health of the Latino community and all Americans at risk by gutting the Clean Power Plan, the first and only federal limit on carbon pollution from power plants. This reckless weakening of carbon emission levels will directly impact Latinos of whom about 40% of live within 30 miles of a power plant.\u201d \u2013 <a href=\"http:\/\/www.greenlatinos.org\/epa_dirtypowerscam\">Mark Maga\u00f1a, President and CEO of GreenLatinos<\/a><\/li>\n<\/ul>\n<p><strong>Business and Industry:<\/strong><\/p>\n<ul>\n<li>\u201cReducing greenhouse gas emissions is critical and clean energy technologies have proven they can do so effectively and cost-efficiently. The Council is disappointed that the EPA\u2019s Affordable Clean Energy rule does not fully incorporate the emission reductions achievable from deploying the broad range of clean energy technologies that are already decarbonizing the electricity sector.\u201d \u2013 <a href=\"https:\/\/www.bcse.org\/bcse-statement-on-final-affordable-clean-energy-ace-rule-june-20-2019\/\">Business Council for Sustainable Energy<\/a><\/li>\n<li>\u201cIn the Carolinas, we have and are continuing to retire coal units \u2026 I don&#8217;t think [the ACE rule is] going to make any difference. When I look at the rule, if the heat rate improvements at a plant were economic, they would have already been done \u2026 Without exception, every one of [the communities ElectriCities serves] have individuals in their communities who want to do more with renewables.\u201d \u2013 <a href=\"https:\/\/www.eenews.net\/energywire\/2019\/06\/26\/stories\/1060656425\">Roy Jones, CEO of ElectriCities<\/a><\/li>\n<li>\u201cThe economic case is clear, and the market shift is under way. With the rollback of the Clean Power Plan, we will only add more pollution to the air without changing the coal industry\u2019s trajectory \u2026The Trump administration ought to support new clean energy solutions, not prop up a declining industry that continues to threaten our planet\u2019s existence.\u201d \u2013 <a href=\"https:\/\/www.sfchronicle.com\/opinion\/openforum\/article\/Loosening-rules-on-coal-plants-is-bad-for-the-14026591.php?t=36801b515b\">Dan Shugar, CEO of NexTracker<\/a><\/li>\n<\/ul>\n<p><strong>Economics, Environment, and Legal Experts:<\/strong><\/p>\n<ul>\n<li>\u201cWith this rule, the EPA is dodging its responsibility. The agency is required to control greenhouse gas pollution with the \u2018best system of emission reduction,\u2019 but this approach is nowhere close, making the rule legally vulnerable. While Americans face mounting threats from climate change, the Trump administration is undermining environmental safeguards and manipulating its math to conceal the damage it is causing.\u201d \u2013 <a href=\"https:\/\/policyintegrity.org\/files\/media\/ACE_Final_Rule_press_release_2019.6.19.pdf\">Richard Revesz, Lawrence King Professor of Law and Dean Emeritus at NYU School of Law and director of the Institute for Policy Integrity<\/a><\/li>\n<li>&#8220;They looked for two dials that would reduce the social cost of carbon as much as possible, they found them, and they turned them \u2026 The dream of all policy wonks is to have evidence-based policymaking where the evidence leads to the policy. This looks and smells an awful lot like evidence-based policymaking where you decide what the policy is going to be and then go back and make the evidence up.&#8221; \u2013 <a href=\"https:\/\/www.eenews.net\/climatewire\/stories\/1060678675\">Michael Greenstone, former chief economist at the Council of Economic Advisors<\/a><\/li>\n<li>\u201cNo matter how you slice it, this is a dramatic retrenchment. It\u2019s not just that they\u2019re doing very small, modest steps to reduce emissions. It\u2019s that they\u2019re not creating momentum to substitute renewables and substitute natural gas for coal. That\u2019s what the Obama rule was doing, and it had a long-term view to bigger emission cuts over time.\u201d \u2013 <a href=\"https:\/\/www.nytimes.com\/2019\/06\/19\/climate\/epa-coal-emissions.html\">Jody Freeman, Professor of Environmental Law at Harvard Law School<\/a><\/li>\n<li>\u201cThey have shown a callous disregard for EPA\u2019s mission, a pattern of climate science denial, and an inexcusable indifference to the consequences of climate change.
